台湾萧万长先生在分析世界经济发展趋势的基础上,提出“两岸共同市场”理念和需要协调的政策措施,目的在于促进两岸经济一体化,使两岸经济双赢,这些观点应该给予肯定。但是,要实施其构想,必须以一个中国原则或“九二共识”为基础,当前台湾当局的“台独”意识破坏了这个政治基础。至于今后两岸政治如何统合,萧先生并未具体论述。不过,目前可以求同存异,先推进两岸共同市场——建立大中华经济圈的进程,对两岸经济发展会起正面的积极作用。     

Political knowledge about electoral rules: Comparing mixed member proportional systems in Germany and New Zealand

Mixed Member Proportional (MMP) electoral systems are considered by some to be “the best of both worlds” because they combine single member district representation with proportional outcomes. Critics, however, maintain that such systems cause voter confusion leading some voters to cast misinformed votes. Survey data from Germany and New Zealand are used to investigate voter's political knowledge of the electoral system and their voting behavior. The findings suggest that knowledge about the electoral system is similar in New Zealand and in Germany. Although some may very well find the system complex, there is no evidence to suggest that a lack of knowledge about the electoral system influences voting behavior. The results undermine the claims made by skeptics who fear that misunderstanding threatens the legitimacy of electoral outcomes.     

Richard Layard's Happiness: Worn Philosophy, Weak Psychology, Wrong Method and Just Plain Bad Economics!

Richard Layard believes that he has discovered the roots of happiness. He posits that: those in the West have been duped into playing the zero-sum game of trying to outdo everyone else; that unhappiness is associated with all forms of rivalry; that happiness is located in the socialist ethos; and that pubic policy should be set to inhibit activities that bring extra income without extra happiness. When the salient features of the analysis are examined, they are found to be seriously flawed. Although Layard might be applauded for seeking to broaden the remit of economics, a narrow utilitarian preoccupation with activities that make life better or worse against a linear scale delivers an analysis of an amoral and self-contained agency that reveals virtually nothing of the socio-psychology of the human condition.

随着国际形势的缓和,经济合作因素在国际关系中的地位有所提高;随着中俄之间安全问题的解决,经济合作正逐步成为两国关系发展的新动力,这些为中俄推行“经济外交”创造了前提条件。中俄两国同时推行“经济外交”将为两国经济合作水平的提升提供难得的历史机遇,但由于“经济外交”具有两重性、非主导性和阶段性的特点,也将给两国带来如何协调彼此经济利益和政策带来现实挑战。
