关于协商民主理论与实践的几个问题

当前，协商民主作为中国特色社会主义民主政治的实现形式之一，已成为深化我国政治体制改革的重要任务。十八大对健全协商民主制度进行了总体规划和部署，协商民主在中国的发展前景，值得我们寄予乐观的期待。中国在长期政治生活中形成了多级政治协商制度，探索出听证会、民主恳谈会等基层民主实践，这些为健全中国特色社会主义协商民主制度提供了具有积极意义的实践经验。同时，党中央多次强调要建立社会协商对话制度，协商民主的协商场域正在不断拓宽。工资集体协商的广泛推行就是协商场域拓宽的一种表现，在这方面，福建泉州的工资集体协商尤其具有代表性。

马克思历史哲学的当代意义(下)

随着中国走向市场经济,没有任何问题能比马克思主义的历史命运更能引起人们的关注。本文结合《资本论》三大手稿.以与传统哲学教科书不同的方式,围绕以下十二个问题,展示马克思历史哲学的当代意义:关于市场经济的历史地位;商品经济的两大历史阶段;商品经济的重要历史作用;货币的历史地位;资本的文明面;关于交往方式;关于资本的有限性;关于竞争;关于社会主义所有制;关于重建个体所有制;关于共产主义的历史前提;关于历史唯物主义。我的结论是,马克思是研究市场经济的第一人,他的无穷的思想遗产依然是我们改革开放的指路明灯,马克思在当代依然是不可超越的。     

中国反垄断立法中几个问题的探讨

自由竞争是市场经济的基础,而垄断则限制了竞争,因此制定反垄断法是促进与发展市场经济的需要。本文从反垄断立法与模经济的关系、反垄断法之“垄断”的认定标准和构成要件、反垄断立法的执行机构及权力配置、我国反垄断法的域外效力四方面对我国的反垄断立法提出了几点建议。     

Party Potential and the Pattern of Party Competition in the 2003 Swiss Federal Elections

This article explores both the party potential of the five major parties in Switzerland at the 2003 elections and how well the parties actually did in relation to how well they could have done. A party's electoral potential depends on both the probability of the electorate voting for the party and on the probability of individual voters participating in an election. The analysis shows that the SVP and the CVP were successful in mobilising their potential voters in the 2003 elections, while the FDP did almost as badly as they could have done. However, compared to the potential of the FDP or the SP, the overall potential of the SVP is limited. For the SVP, issue specific factors account for the mobilising success. This is especially the case for its stands against the EU and asylum seekers. The CVP profited from the Ruth Metzler effect, who was a key figure in the 2003 CVP campaign.     

国际文化产业的非均衡竞争与中国的竞争方略

文化产业的国际性发展是经济全球化和文化全球化的集中反映。作为一种产业,它的发展必然跟随着经济全球化的步履不断地扩大经营规模,拓展发展空间,走向世界。推进中国文化产业的国际化进程,是我国融入全球化大潮的重要途径。当今世界文化产业竞争的平台就是WTO,世界贸易组织各种现行的国际贸易协议中有关文化艺术产品的规定,作为游戏规则将对中国发生效力。     

What explains the Differences in the Tax Burden Between Swiss Cantons?

In the present article, we empirically analyse a series of competing hypothesis that try to account for the considerable disparity in the tax burden between Swiss cantons. Three hypotheses focus on differences in spending levels: The first explains differences in the tax burden with differences in citizens' demand for government services. The second emphasizes the differences in efficiency between cantonal administrations, whereas the third insists on the more or less easy access to cantonal instruments of direct democracy. However, when confronted to the data, none of these three expenditure‐based hypotheses are confirmed by our cross‐sectional estimations. On the contrary, our regressions lend support to the hypotheses which highlights the differences in tax revenues between cantons. These results suggest that it is not differences in government spending which account for the disparity in cantonal tax levels, but differences in the cantonal endowment with resources. This indicates that some financial equalization on the cantonal level might strengthen the equity of Switzerland's tax system.

协调竞争规则:长三角地区经济一体化的重要基石

尽管长江三角洲地区的经济竞争是主权国家内的区域经济竞争 ,但在我国体制转轨时期 ,由于市场利益主体和竞争主体的特殊性 ,导致竞争的行政行为扭曲和资源配置、使用的社会高成本。必须借鉴欧共体创建和欧盟运行的经验 ,在中央政府的统一指导下 ,协调相关地区的竞争规则 ,促进长江三角洲地区经济一体化进程。
