Why is there so little graffiti in Northern Ireland compared to cities in North America and Europe – including Great Britain, to which it is constitutionally connected, and Ireland, with which it is geographically connected? This question is particularly perplexing given the highly developed political mural tradition on both sides of the sectarian divide in the North, and the almost 15 years that have passed since the signing of the Peace Agreement ending some three decades of militarized conflict. This paper explores the connections between the absence of graffiti, and the street-level structures and processes of reconciliation or conflict – with a specific focus on the geopolitics of paramilitary control within communities throughout Northern Ireland. The contributions of the paper are three-fold: (1) it highlights the importance of graffiti as a (usually neglected) lens for assessing the degree to which the expected benefits of a peace agreement are experienced at the street level; (2) it addresses the methodological challenge of how to examine something that is not there (specifically, it studies the absence of graffiti in Northern Ireland by comparing it to the logic, mechanics and meanings of graffiti elsewhere); and (3) it questions the well-marketed representation of Northern Ireland as a unqualified case of successful post-agreement peace.  相似文献

Abstract

Northern Ireland is emerging from violence but still living with conflict. The recent flags protests in Belfast represent a challenge to public administration to transcend the contested politics of local government in Northern Ireland and to navigate a way through a symbolic legacy issue. This article draws on a longitudinal hermeneutic analysis of empirical research conducted on Northern Ireland local government over a decade, where these concerns dominated much debate. Additional analysis of the research findings reveals broader problems applicable to any public administration faced with managing situations in which good governance in public participation and procedural correctness operates alongside fundamental political disagreement and distrust. These conclusions are particularly pertinent for local administrations in societies transitioning from conflict.  相似文献

ABSTRACT

Kashmiri Pandits are a minority ethnic group from the Kashmir Valley in northern India. In 1989, the separatist movement to free Kashmir from India culminated in widespread violence against members of all communities, and initially against Kashmiri Pandits in particular. There was a mass exodus of nearly 95% of the Kashmiri Pandit community during the early 1990s. Sixteen years later, there are approximately 7,000 Kashmiri Pandits who permanently reside in Kashmir. These “non-migrants” have remained in Kashmir due to economic constraints, familial circumstances, and/or a deep attachment to the land, to name a few reasons. They face grave problems today, including lack of employment opportunities, government corruption and complacency, and inadequate monetary and moral support from the Kashmiri Pandit Diaspora.  相似文献

Abstract

Intergenerational/intercultural conflict is a significant stressor in immigrant families that occurs because of differential acculturation between migrant parents and their children. In spite of its negative mental health consequences, few empirically tested interventions address this problem. Strengthening Intergenerational/Intercultural Ties in Immigrant Families (SITIF) is a culturally-sensitive, community based intervention that aims to strengthen the intergenerational relationship. It promotes immigrant parents' emotional awareness and empathy for their children's experiences, cognitive knowledge and understanding of differences between their native and American cultures, and teaches behavioral parenting skills with the objective of enhancing intergenerational intimacy. SITIF was tested with a group of 16 middle class and 14 working class immigrant Chinese parents. Using objective and subjective assessment tools, the findings provide empirical support for SFTiF's effectiveness in enhancing parenting skills and strengthening the inter-generational relationship in immigrant Chinese American families.  相似文献

This paper examines business experiences among Ethiopian and Eritrean transnational migrants in the Washington, D.C. metropolitan area. It primarily draws from ethnographic and entrepreneurial case studies to explain how Ethiopian and Eritrean entrepreneurs establish food and culture-centered businesses, such as the flatbread (Injera) and the coffee ceremony (Bun/a) entrepreneurship (e.g., with limited business training, limited financial capital, and coming from subsistence agricultural economic systems), in Adams Morgan and the U Street Corridor.

The paper describes the positive and multidimensional roles (cultural, social and economic) of the Ethiopian and Eritrean food and culture-centered businesses in the area. It argues that these restaurants, cafes, and grocery stores use an “ethnic entrepreneurship niche” model to conduct business with a focus on the re-creation of ethnic identities in a specific geographic area, building at the same time a transnational space, but with the intention of doing business with their migrant communities, host societies, and tourists alike.  相似文献

The Russian government sincerely believes that Assad’s removal from power would trigger the expansion of jihadism and instability in the Caucasus and southern Russia. Moscow is deeply concerned about the rise of Islamists in the Middle East, including Qatar and Saudi Arabia's efforts to support the most radical factions in Syria. At the same time, the obvious absence of the ideological background behind current Russian-Syrian relations makes them a trade item. Thus, official guarantees that the jihadists will not export their revolution elsewhere accompanied by promises to preserve some Russian economic positions in post-Assad Syria will probably create the necessary ground for the emergence of a compromise stance on Syria (including the issue of foreign intervention).  相似文献

What conditions, including standards for promotion and tenure, should we be cultivating at universities if we want scholar practitioners (or pracademics) in conflict‐related fields to thrive in academic settings? This article examines the Center for Justice and Peacebuilding at Eastern Mennonite University as an example of “positive deviance” — a university and an academic program that wholeheartedly support faculty members who engage in extensive practice, including long‐term involvement with peacebuilding processes. Three conditions — location, culture, and the application of peacebuilding strategies within the university — have given rise to and continue to support this system even as the university embraces a commitment to increasing scholarly productivity by faculty members.  相似文献

In many armed conflicts, rebel groups deliberately target civilians. This article examines whether such violence is related to the performance of the rebels on the battlefield. It is proposed that rebel groups who are losing battles target civilians in order to impose extra costs on the government. When rebels attack civilians, the government may incur both political and military costs. Violence against civilians is thus used as an alternative conflict strategy aimed at pressuring the government into concessions. The argument is evaluated by using monthly data for rebel groups involved in armed conflict from January 2002 to December 2004.  相似文献

Abstract

This study examines why some internal conflicts end in negotiated agreements, while negotiations fail in others. In order to address this question, I compare the cases of Aceh, where some 30 years of armed conflict ended in a 2005 peace agreement between Gerakan Aceh Merdeka (GAM, the Free Aceh Movement) and the government of Indonesia; and Sri Lanka, where 2002–2006 negotiations between the government and the Liberation Tigers of Tamil Eelam broke down. This study adopts ideas from bargaining theories of war, focusing on the adversaries’ power perceptions in relation to actions that led to the civil war settlements. It identifies three variables as decisive: (1) information revealed by war, (2) control over spoilers, and (3) divisions in the ranks of the rebel organization.  相似文献

ABSTRACT

To date, scholarly work on armed groups has seldom considered the notion of rebel resilience, or the factors that enable these groups to survive despite time, military pressure, and the myriad contingent events of civil war. In an effort to develop an explanatory framework for resilience as a distinct outcome of civil war and rebellion, this article examines the conditions under which the Lord’s Resistance Army (LRA) has persisted for nearly three decades. Based on fieldwork and original research, the article explains the LRA’s resilience in light of the group’s organizational structure and resource self-sufficiency, which have been well suited for the borderlands of East and Central Africa. The LRA is a key case of rebel resilience. It is important because it sheds light on the organizational foundations of armed groups, the relationship between resources and rebellion, and the broader study of conflict duration and termination. Understanding the sources of the LRA’s resilience can inform efforts to end such insurgencies.  相似文献
