ABSTRACTScientific knowledge on what works in countering violent extremism remains limited. This article argues that we should move away from the “what works?” question and towards: “what works, for whom, in what circumstances, and how?” This method is also known as realist evaluation. This article applies the realist review method to CVE studies, which synthesizes the existing CVE literature and helps us gain insight into relevant contexts, mechanisms, and outcomes for CVE. Realist reviews help to develop and shape more effective policy and contribute to further CVE theory development.
Participatory approaches for impact assessment are increasingly becoming popular with development organisations for engaging multiple stakeholders. We present our use of participatory impact diagrams as an evaluation tool within a mixed methods impact assessment of several drought-reduction interventions in Kenya. Results show that because men and women have different roles, their experiences of interventions vary. We discuss how this methodology encouraged communities to describe various intervention outcomes including unintended impacts, often overlooked by conventional impact assessment approaches. Methodological challenges included the integration of quantitative data; opportunities for its application within the wider discipline of monitoring and evaluation are considered.
Freedom of information (FOI) laws aim to improve the public’s opportunities to access official information from public authorities and hence to increase the level of transparency. Thus, it is important to know whether and to what degree the effects intended by establishing FOI laws are achieved and how their implementation could be improved. In order to answer these questions, FOI laws have to be evaluated. Unfortunately, attempts to evaluate FOI laws are still in their infancy. To promote sound evaluation, this article aims to provide guidance on how comprehensive FOI law evaluations might be designed and conducted.
In this article, we analyze research on the evaluation of the artistic outcome of arts organizations. Inspired by Wicks and Freeman's new pragmatic approach to organization studies, we give an ethical question a central role in our analysis: to what extent is current research able to serve the needs of individual arts organizations and their communities? Our results highlight the influence of research traditions on the ethical implications of performance evaluation research. To serve the arts world, further research should aim at in-depth understanding of the specific complexity of different contexts rather than at decontextualized generalization of simplified universal principles.
Abstract Offenders with high levels of psychopathic traits present particular challenges to the criminal justice system. These offenders are at high risk of re-offending and have a range of complex issues impacting on their response to treatment. This paper outlines the development, structure and implementation of the Chromis programme: a programme designed specifically to reduce the risk of violence in offenders with high levels of psychopathic traits. It outlines the context in which the programme currently runs and the challenges faced in evaluating its impact. Initial findings and plans for evaluation are discussed.
AbstractThis study evaluates the outcomes of short interagency training courses provided by six Local Safeguarding Children Boards in England. The aim was to develop practical skills in recognising and responding to the needs of children with harmful sexual behaviour in an interagency context. The courses all employed interactive learning and teaching methods as well as presentations of case studies, research findings and statutory guidance. Professionals (n=147) from a range of agencies participated in the evaluation. Their attitudes, knowledge and self-confidence were assessed using a specially designed 20-item self-report scale. Scores at registration 6 weeks in advance and at the start and end of the course were compared in a double-baseline, time–series design. There was strong evidence of overall improvements in scores on most of the scale items, which are attributable to the course. However, concerns are also raised about the small numbers of criminal justice professionals participating compared to child welfare professionals.
Abstract The aim of this process evaluation was to identify consumer perspectives of strengths and weaknesses of programme delivery at three New Zealand community treatment programmes for sexually abusive youth. Qualitative methods were employed, with data being obtained from in-depth interviews with 24 sexually abusive youth and 23 caregivers across three sites. Results indicated that clients value good pre-entry information to reduce barriers to participation; engagement in treatment is facilitated by the quality of the client–therapist relationship, family involvement, culturally appropriate communication and creative and physical activities; and post-treatment support is important. Findings highlight the importance of engaging adolescents and their families actively during the intake period, the treatment phase and post-treatment transition. They also support the use of flexible and integrated approaches to treatment that attend to the cultural context for ethnic minorities. This suggests that programmes should aim to provide wraparound services that promote engagement during the referral phase and offer transitional programmes and aftercare follow-up. Recognition should also be given to issues of cultural difference by ensuring that cultural services for ethnic minorities are integrated into all levels of programme delivery.
The Swedish National Council for Crime Prevention (Brottsförebyggande rådet, BRÅ) is a centre for research and development work within the justice system and is to provide assistance to the agencies of the criminal justice system in improving their knowledge and developing their methods to combat and to prevent crime. In this article a summary of the operations of the Council – with a focus on the year 2004 – is presented. It is shown that a great number of evaluation projects have been conducted (e.g. of electronic monitoring of offenders). Another way in which the Council can contribute is working to develop various instruments that can be used to measure the effects of different parts of the criminal justice system. As an example, a routine measure of repeat victimization at the regional and local level for different crime types, is being developed. In order to maintain a national centre of expertise in the broad area of economic and organized crime, a special secretariat has been established. Its focus is directed at the area of prevention, ranging from strategies to methods. Finally, the Council has the responsibility to support local crime prevention work and mediation at the local level. The article also points out some challenges for the future.
