西北地区矿产资源开发利用及发展前景分析

随着我国资源利用的全球化战略由酝酿逐步走向成熟,我国具备了融入世界经济的基础与能力,同时也具备了利用矿产资源的能力和不断扩大的社会需求。这些为拥有矿产资源竞争优势的西北地区的矿产资源深度利用和新一轮开发提供了良好的机遇和广阔的市场前景。     

A Last Word: Amendments and Corrections to Indonesia’s Colonial Surplus 1880–1939

This article corrects and amends earlier calculations of Indonesia’s colonial surplus appearing in past issues of the Journal of Contemporary Asia. The final corrected total for 1880–1939, the period of domination by private enterprise, is now put at approximately 27 billion Netherlands guilders. The main reasons for the changes were two faulty methods of calculation used previously and the realisation of several sizeable omissions more from the balance of payments. The new methods of creating estimates of missing items are explained whilst the erroneous method of the balance of payments dealing with undistributed profits is discussed critically. The balance of payments specifies no data at all for undistributed profits although, clearly, they are large. It is also observed that almost all other discussions of the size of undistributed profits deal with the part not mentioned in the balance of payments and are unaware of the hidden element that is included. Our total is almost certainly an underestimate.     

Are ethics promulgations self-defeating?

Alan Wertheimer argues that promulgating some ethical standards of international clinical research may be self-defeating: the intended purpose of these standards is to promote the interests of subjects and communities in LMICs, while the outcome of promulgation could be to undermine these very same interests. If enforced, such standards would increase the costs of performing beneficial research in LMICs, potentially diverting opportunities to participate in this research away from those who have no other access to the care participation allows. I argue that these standards are really intended as deontological constraints protecting subjects from being exploited by research sponsors. First, I show that Wertheimer begs the question against this deontological interpretation of ethics promulgations, rejecting it on non-deontological grounds. I go on to show that non-exploitation is an important goal on its own, sometimes independent from—and sometimes even outweighing—the goal of promoting the interests of subjects and communities in LMICs. I conclude by suggesting that those who criticize the promulgation of non-exploitation on the grounds that exploitative practices help those badly off might do best to reconsider the background assumption that sponsors in wealthier countries have no pre-existing obligation to promote the interests of the world''s poor.

Lessons Learned About Schools and Their Responsibility to Foster Safety Online

Abstract

The Internet has provided an expansive environment that enhances many existing teaching and learning approaches while facilitating new activities that are free of traditional constraints. As a result of the potential for instantaneous interaction without regard for geographic, political, racial, social, and gendered borders, an increased amount of activity is taking place online. In school settings, the need to regulate behaviors in cyberspace and minimize potential and actual risks to children has necessitated some governance over harmful interactions. Two recent cases in the United States will illustrate the emerging struggles of school systems to ensure the safety of youth online.
