Patterns of Local Policy Disruption: Regulatory Responses to Uber in Ten North American Cities

Since its inception in 2009, Uber has grown into a technology behemoth, with operations in over 70 countries and 500 cities around the world. Along the way, it has successfully forced regulatory upheaval in hundreds of local taxi markets controlled by municipal authorities. In this sense, Uber is not only a market disruptor, but also a policy disruptor. This paper examines the nature of such policy disruption at the local level by reviewing regulatory responses to Uber in ten North American cities. We find that regulatory outcomes are a function of two factors: Uber’s government relations strategy, either cooperative or confrontational, and the degree to which local governments perceive Uber as complementary or harmful to the existing marketplace. We conclude by proposing a typology of regulatory responses to Uber as a basis to identify patterns in the behavior of municipal regulatory authorities and political leaders.     

汽车玻璃贴膜紫外及可见光谱特性检验的物证价值

目的通过对汽车玻璃贴膜紫外、可见光谱特性的检验,研究其对汽车玻璃物证检验的辅助作用,证实其物证价值。方法应用紫外、可见分光光度计对55个品牌,不同型号汽车贴膜的光谱特性进行测试。结果 55个不同品牌、不同型号贴膜紫外截止波长、吸收峰数、紫外可见吸收曲线都是有差异的。结论贴膜可以通过测试紫外、可见光谱进行区别及比对检验,弥补玻璃检验的不足,起到辅助玻璃区别认定的目的。     

新视野·新突破·新发展--十一届三中全会以来中共党史研究回顾与思考

十一届三中全会以来,中共党史研究在拨乱反正中完成了指导思想的根本转变,取得了突破性进展开拓了本学科的基本理论研究,初步构建了中共党史学的基本轮廓;打破了传统的单一僵化、封闭型的研究格局,向多学科交叉渗透、多种方法综合运用的开放型发展;形成了一支富有朝气和开拓精神的研究队伍;若干领域的研究视野开阔,成果卓著.进一步深化党史研究,应着重在解放思想、强化理论思维、加强对中国近现代历史的全面研究、注重经济理论知识的学习和积累、大胆借鉴国内外其它学科的认知理论和研 究方法、改进文风等方面下功夫.     

党建理论研究的问题意识

问题是科学研究的引擎,缺乏问题意识的研究是没有生命力的低水平重复,党建理论研究因其与意识形态、党的权威和政策方针等等紧密关联,问题意识就显得尤其重要。批判性、现实性和超越性,是强化党建理论研究问题意识的重要原则和路径。当前党建理论研究的问题应该以中国的现实场景为基础进行展开。秉持批判的精神,怀抱对于中华民族未来命运的关切,关照当下中国的社会现实,深入挖掘党的建设应予深切关注的问题,将使党建理论研究切实走向科学而又活力迸发的正确轨道。     

Australian Rural Local Governments and Environmental Sustainability: An Evaluation of Progress

Local government is often characterised as being well-placed to enact a successful agenda for environmental sustainability because of its closeness to both people and the environment. The purpose of this article is to examine the extent to which this assumption is correct in terms of local government environmental policies and programs in rural Australia. Using case studies with eight local government authorities in Queensland and New South Wales, the article documents three different positions on a continuum of environmental engagement. These are 'disengaged', 'moving towards engagement' and 'engaged'. The article concludes by arguing that the resource constraints facing rural local councils limit their capacity to engage with environmental management.     

性别与方法：女性学者的质性研究路径

在经验研究中常常会发现，女性学者偏好选用质性研究方法探讨女性话题。通过比较国内外研究趋势发现，性别与研究方法偏好之间只是阶段性的相关；诸如父权制、消费社会、大众传媒等“想象的他者”是女性学者构建理论解释的重要切入点；而研究关系中，研究主体对研究客体的“情感剥削”与研究客体对研究主体的“权威依赖”，对于具有“天然优势”的女性研究者亦不能幸免，继而引发了对质性研究本土化及学者自省性的反思。

高等职业教育植根于特定国家的社会和经济制度之中,其发展和人才培养模式也具有不同的特点。各国经历了关于职业人才培养模式的长期探索,对其具有的成功性、示范性、推广性等要素的理解已形成共识,这为我们借鉴＂他山之石＂提供了可能。     

Developmental Antecedents of Interpartner Violence in a New Zealand Birth Cohort

This paper examines the developmental antecedents of interpartner violence (IPV) victimization and perpetration in a New Zealand birth cohort (n = 828). The study found: (a) IPV occurred in 70% of relationships, with conflict ranging from minor psychological abuse to severe assault; (b) men and women reported similar experiences of victimization and perpetration of IPV; (c) exposure to abuse in childhood, family dysfunction and adversity, childhood and adolescent conduct problems, and alcohol abuse/dependence were significant predictors of IPV victimization and perpetration at age 25; and (d) the antecedents of IPV were largely the same for males and females, although the specific effects of these risk factors differed according to gender. Conduct disorder was more strongly predictive of IPV for females, whereas family adversity was more strongly predictive of IPV victimisation for males.

THE IMPACT OF RACIALLY INCLUSIVE SCHOOLING ON ADULT INCARCERATION RATES AMONG U.S. COHORTS OF AFRICAN AMERICANS AND WHITES SINCE 1930*

Despite the substantial body of research on the psychological and social effects of racial segregation in schools on African Americans, few studies have considered the possibility that more racially inclusive schools might reduce the risk of extremely negative adult life experiences such as incarceration. Yet such a connection is made plausible by research linking black racial isolation in schools to variables that are often associated with incarceration rates, including concentrated poverty, and low educational and occupational aspirations and attainment. In this paper, we apply methods first developed by labor economists to assess the impact of racial inclusiveness in schools on individual incarceration rates for 5‐year cohorts of African Americans and whites born since 1930. We find strong support for the conclusion that blacks educated in states where a higher proportion of their classmates were white experienced significantly lower incarceration rates as adults. Moreover, our analysis suggests that the effects of racial inclusiveness on black incarceration rates have grown stronger over time. These longitudinal effects are consistent with the argument that the educational climate of predominantly black schools has deteriorated in more recent decades.
