由于国际旅游市场日益一体化 ,旅游资源及产品的市场竞争替代关系逐渐成为各个国家、地区在旅游业发展和旅游产品市场定位上需要考虑的首要因素。明确各地旅游资源在市场上最具竞争力的旅游资源 ,并通过整合 ,形成带动当地旅游业发展的“核心优势” ,是旅游规划、开发和管理者应注意的问题。     

Party knowledge and candidate knowledge: constituency campaigning and voting and the 1997 British General Election

There has been a recent resurgence of interest in the electoral impact of constituency campaigns in British General Elections. Much is now known about the electoral consequences of local campaigns on parties’ constituency vote shares. Yet more remains to be discovered about the impacts of these local campaigns on voters’ knowledge of parties and candidates. Analysis of data from the 1997 British General Election demonstrates that the local campaign is associated with improved voter knowledge of who is standing for each party in a constituency, which is, in its turn, associated with an increased chance of voting for the party in the election, other things being equal. Campaign efforts at different scales, from the national to the local, have different impacts on voters’ knowledge.     

Who Toes the Party Line? Cues, Values, and Individual Differences

This article explores individual differences in citizens’ reliance on cues and values in political thinking. It uses experimental evidence to identify which citizens are likely to engage in heuristic processing and which citizens are likely to engage in systematic processing in developing opinions about a novel issue. The evidence suggests that political awareness crisply distinguishes between heuristic and systematic processors. The less politically aware rely on party cues and not on an issue-relevant value. As political awareness increases, reliance on party cues drops and reliance on an issue-relevant value rises. Need for cognition fails to yield clear results. The results suggest two routes to opinion formation: heuristic processing and systematic processing. Political awareness, not need for cognition, predicts which route citizens will take.

Dermestes maculatus (Coleoptera: Dermestidae) development under fluoxetine effect using two drug administration models

Fluoxetine is a selective serotonin reuptake inhibitor, commonly used for the treatment of a variety of psychopathological conditions. As such, fluoxetine may be expected to appear in clinical and forensic cases. Dermestes maculatus De Geer (Coleoptera: Dermestidae) has been recognized as a relevant component of the insect fauna associated with decomposing human and animal remains. Experiments were conducted to study the effect of fluoxetine on developing D. maculatus using two‐drug administration models: a non‐living animal model (pork muscle) and a living one (Sus scrofa L. pigs). We assessed the duration of immature stages and total life cycle, as well as morphological parameters (body length, cephalic width, and weight). The effect of fluoxetine was studied at an overdose concentration: In the non‐living animal model the drug was mixed with macerated pork muscle (2000 mg/kg) and in the living animal model, pigs were given the drug orally (833 mg/kg). A control was used for each model. Daily observations were performed from the beginning to the end of the experiments. GC‐MS was used for drug detection and quantification. There were no statistically significant differences in the duration of immature stages, life cycle, larval mortality, morphological parameters, or sex ratio, between treatment and control, regardless of the drug administration model. Given that fluoxetine had no detectable effect on the development of D. maculatus, detection of this drug in forensic situations would not compromise the accuracy of PMI estimations.     

由一起案例引发的关于中国船舶扣押拍卖制度的思考

从审判实践中一起典型案例着手,针对《中华人民共和国海事诉讼特别程序法》关于"死扣押"、"活扣押"、拍卖后船舶所有权登记三方面的规定,分析和论述了现行规定导致"死扣押"存在弊端、"活扣押"操作混乱、法院拍卖船舶所有权登记面临窘境等问题,提出"死扣押"时"应当"通知船舶登记机关、"活扣押"不应限定适用范围、完善拍卖后船舶所有权登记的法律规定的建议,以期对中国船舶扣押与拍卖制度的完善有所裨益。     

被保险人故意犯罪致保险事故发生的法律后果--从公共政策的角度分析

保险领域中,公共政策要求“一个人不能从自己的犯罪中获利”,但须区分“一个人不能从他人的犯罪中获利”之情形。被保险人故意犯罪致保险事故发生,应视保险目的与功能而异其法律后果:若被保险人因预谋犯罪而直接谋求保险金,保险人当然免责;若被保险人在投保二年后故意犯罪致保险事故发生,则保险人虽不负给付保险金之责,但应退还保险单的现金价值;若故意犯罪并非保险事故发生的直接原因,保险人不能当然免责。     

全覆盖预算绩效管理的内容建构和路径探讨

经济新常态下,预算绩效管理已不再仅是对支出效率评估的工具,而是成为了实现国家治理现代化的保障机制。全覆盖预算绩效管理作为构建预算绩效管理体系的重要组成部分,以目标导向为原则,一方面旨在弥补传统预算绩效中存在的问题,另一方旨在构建起包括一般公共预算绩效管理体系、其它政府预算绩效管理体系和解决政府与社会企业的"五种合作模式"存在的部分问题的预算绩效管理体系。为推动全覆盖预算绩效管理的践行,应积极推进全覆盖与全方位预算绩效管理格局紧密配合、与全过程预算绩效管理链条有机联动的路径机制。同时,弥补全覆盖预算绩效管理相关的法律不足、建立健全全覆盖预算绩效考评监督体系等相关配套措施的顶层设计,从而推进"绩效管理平面化"向"绩效管理立体化"转变、实现财政支出效率和预算绩效管理的战略规划目标。     

俄罗斯卢布汇率安排的经济效应分析

俄罗斯转型时期的宏观经济波动与汇率制度安排之间存在着密切的关系.本文在评述新兴市场经济国家汇率制度选择困境和概述俄罗斯汇率制度演变的基础上,从汇率与通货膨胀、汇率与对外贸易、汇率与资本流入、汇率与外债规模结构变动等方面分析了汇率制度安排及汇率变动的宏观经济效应,并简要总结了俄罗斯的实践对中国的启示.     

Ebola vaccines,evidentiary charisma and the rise of global health emergency research

Abstract

The 2013–2016 West African Ebola outbreak was both a catastrophic public health disaster and a rare research opportunity. This paper analyses how the tensions between the humanitarian imperatives of disease control and the epistemic conventions of bioscientific inquiry played out in the accelerated development, testing and licensure of Ebola vaccines. Beginning with the epidemiological projections of the disease’s spread, the paper develops the notion of evidentiary charisma to capture the power of experimental designs and data packages to marshal public health salience, recruit moral legitimacy and short-circuit scientific contestation. Attention to the charismatic dimensions of Ebola vaccine R&D helps to unpick the simultaneous appeals to exception and convention in the unfolding of a global health crisis, and to trace the normative and technical contours of the emerging paradigm of emergency research.
