The People’s Food Policy Project (PFPP) used ‘food sovereignty’ to unite civil society organizations and build a national food policy agenda in Canada from 2008 to 2011. Agri-food scholarship largely highlights the resistance and empowerment dynamic of food sovereignty in the context of neoliberal capital relations. We propose that the story of what food sovereignty discourse does, or could do, in the work of civil society organizations (CSOs), is more complicated. This article contributes to agri-food literature and CSOs studies by examining the governmentalities of the PFPP. We find that the PFPP’s food sovereignty produced at least two discourses: food sovereignty as ethic, or a governmentality of resistance and agrarian empowerment; and food sovereignty as tactic, which we see as a governmentality of administration by CSOs. While PFPP activists increasingly share a spoken commitment to food sovereignty, the analytic of governmentality allows us to show these important differences in the movement, rooted in how CSO actors understand their day-to-day work, and the tensions these differences bring to their seemingly united agenda.  相似文献

In Australia, labeling for consumer choice, rather than higher government regulation, has become an important strand of the policy approach to addressing food animal welfare. This paper illustrates the usefulness of “regulatory network analysis” to uncover the potentials and limitations of market‐based governance to address contentious yet significant issues like animal welfare. We analyzed the content of newspaper articles from major Australian newspapers and official policy documents between 1990 and 2014 to show how the regulatory network influenced the framing of the regulatory problem, and the capacity and legitimacy of different regulatory actors at three “flashpoints” of decisionmaking about layer hen welfare in egg production. We suggest that the government policy of offering consumers the choice to buy cage free in the market allowed large‐scale industry to continue the egg laying business as usual with incremental innovation and adjustment. These incremental improvements only apply to the 20 percent or so of hens producing “free‐range” eggs. We conclude with a discussion of when and how labeling for consumer choice might create markets and public discourses that make possible more effective and legitimate regulation of issues such as layer hen welfare.  相似文献

Since municipal service delivery is a challenge facing many municipalities in South Africa, this paper reports on a study conducted among a convenience sample of managers and employees from the Revenue and Customer Relations Management department of a major metropolitan municipality in South Africa, to address the aforementioned problem. The findings reveal that empowering leadership is strongly correlated with employee work effort, performance and improved service delivery. On the practitioners’ side, the important mediating role of employee work effort and employee performance in the “empowering leadership–improved service delivery” relationship in South Africa’s public sector is also highlighted.  相似文献

Abstract

While much debate on climate change has emerged around food, forest and land politics, the fisheries sector has only recently become more visibly implicated in these discussions. Similarly, in comparison to food and agrarian movements, fishers’ resistance to intensified mitigation efforts and resource exclusion is still significantly understudied academically, and receives little attention in political spheres. This highlights a critical gap in both food and climate politics literature, which this paper aims to present a framework for addressing. To do so, it contextualises the emergence of overlapping processes of exclusion in global fisheries, and explores the implications global food system transformations have had in the fisheries sector, and the reactions this has spurred from South African fishers. It then traces the convergence of fishers’ movements with other resource justice movements, and how this has contributed to the rise of ‘fisheries justice’. Finally, it presents four interlinked propositions – highlighting food sovereignty, resource access and conflict, climate change and mitigation, convergences between movements, and alternatives proposed by fishers – as a framework for how incorporating fisheries and fishers’ movements can broaden our understanding of transnational social movements, and expand the depth and scope of food and climate politics.  相似文献

Abstract

Over the past decade, agricultural investment has been presented as a catchall solution to a converging set of global crises, often with poor rural communities as the proclaimed beneficiaries. Yet the promises of such investment, such as poverty alleviation and improved food access, are routinely at odds with realities on the ground. This article offers frameworks for analysis of agricultural investment that are grounded in the realities of small-scale food providers, drawing from two studies. The first study employs a right to food framework to identify the main channels through which food for consumption is procured by small-scale food providers and the factors impacting these channels. It draws on empirical data from within the Southern Agricultural Growth Corridor of Tanzania (SAGCOT), an investment model promised to lift rural communities out of poverty, which reflects a regional trend. Based on the shortcomings of the large-scale investments examined, the second study employs a food sovereignty framework to explore alternative forms of investment envisioned and/or already being put into practice by small-scale food providers in the SAGCOT area and elsewhere in Tanzania. While two different frameworks formed the basis of two different studies, both the studies and their frameworks are interrelated. The final section of this article makes the case for why both the right to food and food sovereignty are essential lenses for understanding agricultural investment vis-à-vis small-scale food providers and the ways in which they can serve as complementary tools for effective analysis.  相似文献

Chinese family enterprises in the United Kingdom have penetrated many different sectors of the economy, including restaurants, wholesaling, retailing, trading, manufacturing, property development, computer services and investment holding. Among the companies in these sectors, those involved in different segments of the food industry, as manufacturers, retailers and wholesalers, reputedly feature characteristics of Chinese culture. A majority of these enterprises, for example, function as family firms. This study explores the assertion that, among companies owned by ethnic minorities, culture strongly influences form of business development. This argument will be assessed through a focus on Chinese food-based enterprises in the UK. Two family-controlled companies, Seven Seas (Frozen Food) Ltd and Dayat Foods Packaging Ltd, were selected as case studies as they are involved in key business components of the Chinese food chain industry. Through an in-depth comparative study of the history and development of these two firms, we consider the argument that Chinese businesses have evolved well because of family ties and their inclusion in mutually-beneficial ethnically-constructed networks. Through these case studies, we provide an alternative perspective to diasporic Chinese business development which brings into question the extensive use of the concept of ethnic enterprise.

Between 2005 and 2008, he served as Research Coordinator at the United Nations Research Institute for Social Development (UNRISD), in Geneva, Switzerland. Gordon C. K. Cheung   is Lecturer in International Relations of China and Deputy Director of the Centre for Contemporary Chinese Studies at Durham University, United Kingdom. He previously taught at The Chinese University of Hong Kong, and served as Secretary of the Overseas Chinese Studies Foundation, Hong Kong. His research focuses are Chinese international political economy, Chinese business and development and Chinese diaspora. He held various visiting positions at the National University of Singapore, Renmin University in China, University of Oxford and Academic Sinica, Taiwan. He has authored four books and published many articles in leading academic journals. His recent books are China Factors: Political Perspectives and Economic Interactions (New Brunswick, N. Market-oriented agricultural intensification is a major development strategy, yet its alignment with sustainable development goals (SDGs) is unclear. We apply indicators for SDG 2 (eradicate hunger) regarding income, food production, food security and land tenure to recent intensifications in Rwanda and Laos to reveal their disaggregated impacts. We find while market-oriented intensification may generate poverty reduction, it also exacerbated marginalisation and poverty through various forms of land tenure insecurity. Ethnicity and gender were influential factors in Rwanda, and post-conflict resettlement policies in Laos. We discuss implications for development practice and selection of suitable indicators to reflect the ambition of the SDGs.  相似文献

Over the years, the Kenyan Government has pursued wide‐ranging public sector reforms to improve local service delivery, but little has been achieved due to lack of a wide‐ranging decentralisation policy and institutional framework. To precipitate the reform process, the rapid results approach (RRA), commonly applied in private sector organisations, was recently introduced thorough out the public sector, including local authorities (LAs). This article assesses the efficacy of the rapid results approach (RRA) methodology in local service delivery using Nairobi City Council as a prototype; highlighting the success stories, pitfalls and challenges. The analyses are based on the findings obtained using current literature on the subject matter and the author's interactions with the council staff, councillors and other stakeholders. On the basis of the analysis, the article draws the main conclusions and policy advice on what could be considered critical for further debate, highlighting issues, lessons and challenges that could be raised to improve the practice of RRI. The key messages presented here will help policy makers, scholars and practitioners of reform to re‐think the envisaged countrywide replication of RRI to the rest of LAs. The proliferation of adulterated health foods and beverages in the market demands a comprehensive analytical strategy to identify the adulterants, particularly those of isomeric phosphodiesterase 5 (PDE5) inhibitors. An instant coffee premix (ICP) purchased from an online retailer was flagged for suspected adulteration through PDE5 inhibition assay. The ICP was then analysed using suspected-target and non-targeted screenings of a liquid chromatography-quadrupole time-of-flight mass spectrometry. Based on these findings, a PDE5 inhibitor initially assigned as compound X was isolated from the ICP by employing a liquid chromatography-diode array detection before its structural elucidation with liquid chromatography-ultraviolet (LC-UV) spectroscopy and nuclear magnetic resonance (NMR) spectroscopy. The suspected-target screening matched the protonated molecule ([M + H]+) precursor ion of compound X at m/z 499.2310 with two suspected analytes that are structural isomers of one another. The fragmentation patterns of compound X were comparable to those analogues in the dithiocarbodenafil group through the non-targeted screening. These findings, complemented by the LC-UV and NMR spectroscopy data, together with the chromatographic separation of related structural isomers, conclude the identity of compound X. To our best knowledge, this is the first study to report the presence of 3,5-dimethylpiperazinyl-dithiodesmethylcarbodenafil in an ICP sample.

In this paper I use seeds in Malawi as both an analytical lens and an empirical focus of study to examine how food sovereignty is threatened or enhanced in a particular location and time. I argue that while food sovereignty was eroded for smallholders through neoliberal reforms to the agricultural system, community and kin practices help to maintain food sovereignty. The intersection of gender and class dynamics, combined with state policies, however, works to undermine food sovereignty for particular groups in northern Malawi. Historical processes of exclusion, dispossession and exploitation changed the division of labour and reduced time and land for diverse farming systems. State policies reduced knowledge and availability of preferred local varieties. While peasants, particularly women, have considerable knowledge of seed varieties, and seeds continue to be exchanged in agrarian communities, young women, tenant farmers, food insecure younger couples and acquired immunodeficiency syndrome (AIDS)-affected families are particularly vulnerable to reduced food sovereignty, in part due to gender inequalities, unequal land distribution and social stigma. New efforts to strengthen food sovereignty need to build on community and kin relations, while addressing social inequalities. Understanding the struggles and relations linked to seeds helps us to understand ways in which food sovereignty is undermined or strengthened.  相似文献
