How are Development Assistance Committee (DAC) donors evolving their financial flows and aid modalities in response to the growing influence and economic power of Southern BRICS? After presenting the shifting landscape of international development cooperation, we explore five hypotheses about the changing nature of DAC aid allocation patterns and modalities in BRICS countries. In our conclusion, we reflect on the evolution of DAC engagement in Brazil, China, India, and South Africa (BASIC countries) and what it might mean for all official donors. Our assessment is that the changing geopolitical environment for development cooperation is once again privileging economic diplomacy concerns within DAC donors, propelling specific kinds of decisions about the choice of instruments, sectors, and modalities in BASIC countries. It would appear that the administrative practice of foreign aid is increasingly derived from changes within the institutional environment for international development. 相似文献

As China become a major donor in international development, there is an urgent need to improve its capacity to govern its aid policy and management system. This study provides a comprehensive review of China's aid governance system and its evolution along the time, showing its changes and nonchanges. Path dependence effects are used to explain such evolution and are further illustrated by the consistent central role of the Ministry of Commerce in the aid system and by the central–provincial arrangement of development finance. Further, by exploiting limited yet novel evidence of the newly established State International Development Cooperation Agency, we argue that path dependence effects make it difficult to achieve the goal to comprehensively restructure the aid governance system by establishing State International Development Cooperation Agency. The study offers a useful perspective to understand the functioning and future evolution of China's aid governance system. 相似文献

Requirements for a decent life are to be found in the dimensions both of human time and ecological space. While the latter has attracted attention from some global justice theorists, the former is a comparably neglected matter. This paper aims to integrate temporal and ecological perspectives in order to provide an enriched conceptual framework for grasping what global justice means today. We begin by showing that while contemporary political philosophy tends to assume a somewhat undifferentiated conception of time, treating temporal justice as a future-oriented concern distinct from issues of intra-generational justice, there are richer understandings to be found in some influential schools of critical social theory. Drawing then, particularly, on Alf Hornborg’s theory of ‘unequal exchange of time and space’, and supplementing this with insights from David Harvey, we analyse three ways in which disadvantage can be perpetrated in the dimension of time. We then show how those categories of temporal disadvantage broadly correspond with the three basic rights identified by Henry Shue. On this basis, we claim there is a strong argument for regarding temporality as an integral aspect of global justice here and now, for the generation already – although too often precariously – living. 相似文献

AbstractThis article takes issue with the question of whether Turkey has been turning away from Europe in recent years, by adopting a critical constructivist lens to understand how, rather than why, Turkey’s presumed distance from the European Union (EU) is taking place. In doing that, it seeks to analyse the ways in which the political–societal transformation of the country as distanced from the EU is enabled by certain discursive practices which in turn contribute to the growing rift between Turkey and the EU. This article examines the practicability of Ubuntu in public policy, in particular the domain that concerns South Africa's external relations. The authors contend that advancing Ubuntu in a world that is increasingly fractured along identity lines, marked by anxiety and characterised by realism and interplays of power is an ideal worth pursuing. This article shows that there is dissonance in South Africa in the rhetoric that champions Ubuntu and the actual policy practice in crucial dimensions. The authors not only set out to mark the contours of the disjuncture between the rhetoric of Ubuntu and its application in both public policy and foreign policy, but also make a case for advancing Ubuntu as an integral part of public policy and a standard against which to measure success. 相似文献

Over the past two decades, South Africa has sought to perform several roles on the world stage, such as the economic dynamo of Southern Africa, a diplomatic heavyweight representing the African continent, and a norm leader on the world stage as a so-called ‘middle-power’. Although South Africa's evolution and rise as an important player in global affairs has generated a welcome body of critical scholarly literature, comparatively little analysis has been allocated to understanding how norm dynamics and the country's ever-evolving international identities have enabled it to construct and reconstruct its ‘interests’. Social constructivism is best suited for such an analysis because it can operationalise norms, commitments, identities, and interests, and it provides the epistemological tools to map the increasingly multilateral connections between global, regional, and domestic forums. By employing a rationalist approach to constructivism, this paper remedies the aforementioned gap in the literature by illustrating how South Africa constructs and reconstructs its identities and interests in relation to membership in international organisations (IOs). To that end, the paper examines the evolution of South Africa's participation in the African Union (especially ‘peacekeeping’ contributions) and the International Criminal Court. The paper concludes by assessing the theoretical implications and practical ramifications of the norm dynamics involved in South Africa's commitment to these two IOs. 相似文献
