The paper delineates three debates, which will be conflated. One line of discussion relates to public goods at a transnational level. Here, the referencing of debates regarding the characteristics of ‘a common good’ will be of significance. A second strand addresses the group of countries known as the ‘rising powers’ and the role these countries could play towards a globalised common good. A third discussion thread analyses South Africa as a case study for the main rising power on the African continent. By creating connections between the lines of discussion, this paper drives forward the debates on how the role of rising powers can be conceptually repositioned in the light of a changing global context, and explores how these countries can respond to global challenges.  相似文献

Based on research carried out by INTRAC (International NGO Training & Research Centre) in 2006–2007 in four countries of Central Asia for Oxfam–Novib, the article investigates NGO networks and their international links in the context of current theory on civil society and global civil society. Three case studies of NGOs working in service delivery, community development and free media are examined to show the diversity of aims and the potential and challenges of networking in the region. Civil society advocacy at national and international levels is analysed with a fourth case study on the campaign conducted in Kyrgyzstan against joining the World Bank's Highly Indebted Poor Countries programme. This example shows a more radical, alternative mode of civil society activism. The article emphasizes the importance of national- and regional-level networking and poses the question of whether NGOs in Central Asia can shift from their current positions on the periphery of global movements and debates.  相似文献

Abstract

In 2012, New Delhi (India) was catapulted into the global limelight for the brutal gang rape of a 23-year old woman travelling in a bus. This wasn’t the first time that sexual violence had been perpetrated on the streets of Delhi and nor would it be the last. Yet this universal fact of everyday violence in public spaces particularly streets, though acknowledged by activists and feminists, has been examined minimally in academic scholarship. Further, even though the United Nations has been instrumental in foregrounding gender-based violence as a critical human rights issue, it has only recently turned its attention to street harassment through its ‘Safe Cities Global Initiative’. Therefore, in this paper, we trace how a routine but understudied form of violence becomes central to United Nations’ agenda to eliminate violence against women. By specifically, analysing the Delhi Safe Cities programme as a case study, our second contribution lies in examining the adequacy of the contemporary Safe Cities framework as a model for addressing sexual violence in public space. We conclude the paper by offering critical conceptual and methodological recommendations to further strengthen the framework.  相似文献

Educational approaches that enable students to actively and directly participate in “real-world” projects are increasingly recognized as valuable pedagogical tools and, as such, being incorporated into university curriculums worldwide. Though not traditionally associated with political science courses, project-based international service learning presents a tremendous opportunity to bring classroom concepts and theories to life, provide an active approach to addressing international challenges, and assist students in the development of the hands-on, problem-solving, team-based, critical-thinking skills that are increasingly important to employers across all sectors. This article seeks to encourage political science faculty to incorporate international service learning—and/or project-based approaches—into their educational offerings. Through examination of the course Global Synthesis in Liberal Arts and Engineering Studies at California Polytechnic State University, we have identified multiple factors that can help promote successful execution of project-based international service learning as a pedagogical tool, and provide additional suggestions for faculty interested in adopting specific aspects of these educational approaches, and/or in doing so closer to home.  相似文献

This article aims to inform the long‐standing and unresolved debate between voluntary corporate social responsibility and initiatives to impose binding legal obligations on multinational enterprises. The two approaches share a common feature: neither can fully specify its own scope conditions, that is, how much of the people and planet agenda either can expect to deliver. The reason they share this feature is also the same: neither is based on a foundational political analysis of the multinational enterprise in the context of global governance. Such an analysis is essential for providing background to and perspective on what either approach can hope to achieve, and how. This article begins to bridge the gap by illustrating aspects of the political power, authority, and relative autonomy of the contemporary multinational enterprise. The conclusion spells out some implications for the debate itself, and for further research.  相似文献

What role have the processes and institutions of international development played in creating and propagating ideas around the world? This paper demonstrates that networks of development-focused civil society institutions can form global epistemic bridges even where communication technology, global markets, infrastructure, or state services do not reach. Given the penetration of these ‘civil society knowledge networks’ throughout the world, it is crucial to understand how these networks form, and how they create and spread ideas, mediating between global discourses and local needs. This paper builds on a multi-sited case study of one such civil society knowledge network, which includes an international foundation, its partner non-governmental organisations (NGOs) in Kenya, and one village where these NGOs run a forest conservation project. The case study provides a closely textured analysis of the mechanisms of knowledge production and consumption in the network, including personality politics, language, technology, political connections and the power dynamics of knowledge flows. It demonstrates the ways remoteness and disconnection are overcome through the epistemic reach of institutional networks involved in development interventions.  相似文献

The 1940s saw an intensification of worldwide interest in the problems of development and underdevelopment. One consequence of this was a rapid evolution of the language of global development. The reconstruction of its genesis is most commonly attempted through the analysis of literature on the subject and accounts by those who took part in or observed the debates of the time concerning the world’s development and structure. This article proposes a different approach which locates important events in the evolution of the modern language of global development on timelines tracing populational, political, socio-economic and civilisational processes.  相似文献

This article critiques the Foucauldian approach to governance indicators. Transparency International’s (TI) Corruption Perceptions Index (CPI) underestimated Tunisian corruption levels under President Ben Ali: his regime was highly corrupt but foreign investors were less affected. CPI methodology meant it reflected primarily the needs of foreign investors. The Foucauldian approach specifically excludes analysis of governance indicators’ methodologies. It thus fails to demonstrate the effectiveness of governance indicators as a technology of government, and it fails to show how the production of the CPI is embedded in a wider global political economy.  相似文献
