Globalisation continues to stir debate. One burgeoning theoretical perspective is the “global capitalism school” (GCS), anchored around the writings of William Robinson. The GCS argues that globalisation marks a new epoch as nationally-based elites are no longer the central locus of power in world order with the rise of a “transnational capitalist class” (TCC). Jeb Sprague’s edited volume, Globalization and Transnational Capitalism in Asia and Oceania, is the first book-length study testing key tenets of the GCS in the Asia-Pacific, and therefore fills a crucial gap. In this review article, it is argued that this book does not overcome what I believe are some key theoretical and empirical problems in the GCS, from not taking the state seriously to a dearth of corporate ownership data to demonstrate the existence of a TCC. To argue this, the article draws upon chapters in the book itself that are critical of the GCS, as well as from empirical research on corporate ownership and nationality. Nevertheless, it is concluded that this book is essential reading for anyone interested in the GCS, as well as the broader theoretical implications and empirical impacts of globalisation in the Asia-Pacific region.  相似文献

The World Trade Organization's (WTO) Doha round is in trouble; but so is the way we talk about the institution and the negotiations. Economists, international lawyers, political scientists, practitioners and pundits alike have locked themselves into a deeply constraining and quite unhelpful way of talking and thinking about the WTO that has little to offer either the round or the Organization. Indeed, the way commentators have chosen to talk about the problems of the round, as well as the options for moving forward, may actually be compounding matters, reinforcing the likelihood that Doha will produce little, that future negotiations will continue to be dramatic and hard to conclude, and that inequitable outcomes will persist. My aim here is to shine a light on the bounded nature of the current debate with a view to agitating for a less constrained and more fruitful conversation about Doha, the WTO and beyond.  相似文献

This article addresses the potential for food movements to bring about substantive changes to the current global food system. After describing the current corporate food regime, we apply Karl Polanyi's ‘double-movement’ thesis on capitalism to explain the regime's trends of neoliberalism and reform. Using the global food crisis as a point of departure, we introduce a comparative analytical framework for different political and social trends within the corporate food regime and global food movements, characterizing them as ‘Neoliberal’, ‘Reformist’, ‘Progressive’, and ‘Radical’, respectively, and describe each trend based on its discourse, model, and key actors, approach to the food crisis, and key documents. After a discussion of class, political permeability, and tensions within the food movements, we suggest that the current food crisis offers opportunities for strategic alliances between Progressive and Radical trends within the food movement. We conclude that while the food crisis has brought a retrenchment of neoliberalization and weak calls for reform, the worldwide growth of food movements directly and indirectly challenge the legitimacy and hegemony of the corporate food regime. Regime change will require sustained pressure from a strong global food movement, built on durable alliances between Progressive and Radical trends.  相似文献

Workers of all stripes and colors comprise a large and often forgotten segment of cinema history. This essay historicizes several key films and genres associated with early cinema, with an emphasis on pre-Great War French and American cinemas. Simultaneously, this essay formulates several critical responses to labor practices as globally understood and thus anchors this recovery of cinematized working classes, still an ongoing but marginal project in film studies today. Taken together, cinema can refract real-life occupational complexities, class dynamics, and workplace alienation – manifestations that are crucial to, primarily, view class as a social concept and to help us to think through the tensions workers faced under monopoly capitalism. Against this backdrop we must see film's ability to both trivialize class archetypes and capture the complexities as a type of tribute, as the latter becomes a central focus in this essay.  相似文献

This article examines the potential role the BRICS Contingent Reserve Arrangement (CRA) could play in stabilising countries experiencing a high degree of economic volatility. The CRA is a US$100 billion pooled reserve fund that has its origins in the fifth BRICS Summit hosted in Durban. The CRA was set up to help emerging nations deal with liquidity shortages and to strengthen financial systems during crisis. The article examines the debate on the effect of capital market liberalisation and collates some relevant macroeconomic data on the BRICS economies in order to explore the case for a contingent reserve facility. It is found that emerging economies that rapidly liberalised their capital accounts experienced increased economic volatility, creating an uncertain macroeconomic environment and hampering the ability of policymakers to conduct appropriate stabilisation policy. The article takes the position that the CRA could play an important role in providing liquidity to distressed emerging economies. However it concludes that the CRA facility does not signal a significant break from the Bretton Woods institutions on the part of the BRICS countries.  相似文献

The idea of geoengineering, or the intentional modification of the Earth's atmosphere to reverse the global warming trend, has entered a working theory stage, finding expression in a variety of proposed projects, such as launching reflective materials into the Earth's atmosphere, positioning sunshades over the planet's surface, depositing iron filings into the oceans to encourage phytoplankton blooms, and planting more trees, to name only a few. However, geoengineering might not be as promising a solution to the problem of global warming as its advocates claim. Many scientists, policy makers, and ethicists still dismiss the option as infeasible and too risky given the immense scale at which most geoengineering projects must be instituted and the catastrophic consequences that could, in all likelihood, result. The thesis of this article is that geoengineering should not be so easily dismissed in policy debates concerning how to mitigate the anthropogenic emissions of global greenhouse gases. My plan is to investigate the desirability of the geoengineering option for addressing global climate change in terms of its capacity to overcome collective action issues, to accommodate ethical norms, and to provide an artful, or creative, response to the problem. In the first section, a general picture of the global warming problem and the particulars of some proposed geoengineering projects are laid out. The second section frames the issue as a collective action problem that demands an innovative approach to coordinating individual and group action. In the third section, I reveal six ethical quandaries that emerge in global climate change debates and how they complicate any attempts to ameliorate or resolve the problem. The penultimate section shows how the ideas and activism of two twentieth‐century titans in philosophy and ecology—John Dewey and Aldo Leopold, respectively—might be combined to address the problem of global warming through artful inquiry and the adoption of an Earth ethic. Finally, I conclude by arguing that a fundamental shift in perspective must occur if we are to take intentional climate change seriously as a possible, even if a second‐best, tool in the environmentalist's tool kit.  相似文献

The classroom simulation laid out in this article can help international relations educators to identify compelling linkages between the abstract global theories and concepts typically analyzed in an introductory international relations or international political economy course and what most students have experienced as a 'local,' even deeply personal issue—illicit drugs. By role-playing an international drug cartel intent upon advancing the global production, trafficking, and consumption of illicit drugs, students will see the world as it increasingly appears to non-state actors—as effectively borderless. By assuming the role of consultants to the U.S. drug czar, students experience for themselves the often vexing decisional constraints that hamper the ability of governments to respond effectively to transsovereign challenges. By offering a primer on constructing and running this simulation, the article contributes to a growing literature within the discipline that advocates and supports moving away from traditional lecture methods of teaching toward approaches that advance discussion-based, interactive, and participatory learning.  相似文献
