Diverse sources have constructed a common narrative of individual and isolated responses by countries and their leaders to the global coronavirus pandemic, akin to sálvese quien pueda (every man for himself). This article suggests that this is a simplification of the governance of the COVID-19 pandemic in Peru. Peru's governance story is one of domestic public and private action closely interwoven with crucial elements of transnational administration out of sheer necessity. The struggle against the pandemic has generated a domestic and transnational administrative symbiosis, involving authorities at multiple levels in efforts to fill a series of interconnected domestic, regional, and global governance gaps.  相似文献

Abstract — This paper explores the implications of increased competition in global fruit markets for the Chilean small-grower sector. Stagnation in the growth trajectory of such exports has precipitated significant changes in the structure and strategy of the private fruit export company sector. It is proposed that this restructuring discriminates against small growers, whose position within the market has become increasingly vulnerable. To support this idea, evidence obtained from a field study of small-scale grape growers operating in the locality of El Palqui, Region IV is presented. It is argued that increased vulnerability is not simply a function of the inefficiency of diminutive scale per se. Rather, the nature of economic power relations, which tilt heavily in the favour of export companies, form an important explanatory factor in the increasing rate of failure among the fruit growing parceleros. It is argued that the implications of the failure among small growers who have already 'reconverted' is of particular importance. It is proposed that steps re-dress structural imbalances in the market could precipitate productive gains, increase the potential success of small growers attempting to 'reconvert' to fruit production and improve rural equity. If applied to the small scale fruit sector as a whole such moves could help sustain Chile's fruit export sector — an objective which can be seen as crucial to Chile's economic well-being. In this way the argument of free-market purists — that rural economic differentiation which has taken place to date is inevitable and desirable — is challenged.  相似文献

India is frequently cast as a troublemaker and blamed for the breakdown of the Doha Round. This article provides a critical re-reading of India’s trade policy and its position in multilateral trade negotiations. It challenges the widespread characterisation of India as a recalcitrant spoiler, intent on derailing trade liberalisation at the WTO. It shows that with the emergence of its highly-competitive, export-oriented services sector, India became one of the leading advocates of global services trade liberalisation in the Doha Round. Yet, not unlike the traditional powers, India’s offensive trade interests are also combined with significant defensive concerns in agriculture.  相似文献

The Growth Report neither addresses the issue of growth and poverty, nor considers the implications of binding constraints on global carbon emissions, which invalidate the argument for global growth as a positive‐sum game. The polarisation of the debate on growth and poverty reflects different perspectives and priorities between economists, environmentalists and development professionals, and the absence of constructive dialogue between them. “Growth or no growth?” is the wrong question. Reconciling poverty eradication and tackling climate change requires us rather to ask what our ultimate objectives are, and how economic policy can best achieve them.  相似文献

This paper argues that legality is not enough and that sound public affairs underpins the legitimacy of a political system. It examines the impact of lost legitimacy on Tony Blair, President Bush and America's foreign policy. The author draws historical comparisons between Britain in the Middle East in the 1920s and the USA's problems today and suggests that the fundamental problem is the lack of legitimacy in the region's politics. The paper concludes by asserting that the legitimacy of the EU political system will be endangered while public understanding of its institutions remains limited.
