农村公共产品是具有非竞争性和非排他性、用于满足农村公共需要的产品。现阶段,我国农村公共产品供给的现状不容乐观,存在着供给总量不足、供给结构失调、供给机制有失公平和供给监督管理体制缺失等问题。本文在分析农村公共产品供给不足的症结———政府职能的“错位”、“缺位”和“越位”的基础上,提出了转变政府职能,确保农村公共产品的有效供给的对策和措施。  相似文献

Whereas the classic literature on strategic voting has focused on the dilemma faced by voters who prefer a candidate for whom they expect has little chance of winning a seat, we consider the dilemma faced by voters in PR systems who do not expect their preferred party to be in government. We develop hypotheses relating to strategic voting over multi-party governments that we test using the New Zealand Election Study (NZES) campaign study of 2002. We find evidence that expectations play a role in structuring vote choice. While there is clear evidence of wishful thinking there is also evidence that voters respond to expectations about government formation. These expectations may mobilize voters and lead them to defect from their first preference.  相似文献

Perhaps the most potent symbol of the Howard government's faith in New Public Management (NPM) was the Job Network. Interrogating the Rudd government's replacement package, this article assesses whether the recent restructuring of employment services constitutes a post‐NPM environment. It is argued that there are major post‐NPM elements, seen most clearly in: the softening of jobseeker sanctions; greater deliberation on policy direction and results; a more inclusive employment super‐ministry and reliance on other ‘horizontal’ governance reforms; and enhanced government resources for multiple‐disadvantage clients. However, categorising these changes as post‐NPM is problematic because the steering mechanism remains the market‐based contract, a central NPM characteristic. Theoretical difficulties in applying paradigmatic concepts to services provide additional barriers to conclusive assessments, though the Rudd government's employment services regime provides a basis for taking stock in the post‐NPM debate.  相似文献

This study examines the role of public–private partnerships (PPPs) in promoting pro‐poor productivity‐enhancing technological innovation in the international agricultural research system. The study examines the extent to which PPPs are being used to overcome market and institutional failures that otherwise inhibit the development and dissemination of technologies targeted specifically to small‐scale, resource‐poor farmers in developing countries. Drawing on a survey of 75 PPP projects in the international system, findings suggest that while PPPs are changing the way the system manages its research agenda, few partnerships lead to joint innovation processes with the private sector. This indicates the need for closer examination of organizational practices, cultures, and incentives in the international agricultural research system. The aim of this article is to investigate to what extent small‐firm foreign patents differ from those of their larger counterparts. The research setting consists of the population of U.S.‐owned small and large businesses with patent applications at the World International Patent Organization during 1996–2006 in the emerging field of nanotechnology. Findings reveal a significant and growing contribution of small firms to the globalization of patents. The analysis also suggests that small‐firm patents tend to be more novel and embedded in domestic innovation networks than large‐firm patents. Policy implications are multiple, including putting international patenting on the policy agenda and helping highly innovative small companies to explore foreign commercial opportunities in new markets of capital and technology.  相似文献

The last two decades of human civilization has witnessed fast changing in polity, society, economy and almost every sphere of state activities. The era of new economic order and revolution in the information technology sector has compelled the public administration to adopt the new paradigms. However, the new concepts such as NPM, public choice approach and state minimalism are being questioned in the framework of welfare state and emerging needs of the regulatory administration. It has been realized by almost all the modern and democratic nations that the state and its instrumental part (public administration) are not the evils; rather they are inevitable institutions for mankind. Terrorism, cyber crimes, disaster management, economic meltdown, sustainable development, capacity building, international relations, development of heavy and basic infrastructure and protection of human rights etc. are the prime and exclusive functions of the public administration. The 9/11 attack on US and 11/26 attack on India, plus the recent recession with the global warming worries have proved that we have to move towards state activism.  相似文献

Public administration can play an important role in achieving a sustainable global competition level for this country through innovative services (Ozhaseki, 2006, p. 29), to which there is a rising demand in the name of competition, globalization and new necessities of the society (Tosun, 2006, p. 19). However, "innovation does not just happen" (Streib & Willoughby, 2005, p. 83). This paper tries to search for conditions of developing innovation with public administration in Turkey. To start with, organizational leadership, collaboration and good communication are needed to enable joint development of innovation, for example, to increase computer and information literacy, access to the Internet, and demonstrate the value of using the Internet (OECD, 2006, pp. 6, 9) Financial incentives for developing innovation by public organizations to share their solutions could also be considered.  相似文献
