从全球风险社会到人类安全共同体：理论进阶分析

全球性风险和安全问题是当前人类面临的重大挑战。全球风险社会理论通过对现代性的反思与批判,阐述了现代社会的风险特征,以及在现代风险挑战下传统制度的解构和风险治理机制的瓦解,并探寻由自反性现代化向世界主义迈进的路径,以应对这些风险和挑战。文章剖析了现代风险社会理论的要点,提出了该理论应对全球风险存在的局限性,认为我国提出的总体国家安全观当中有关人类安全共同体的论述,坚持马克思主义阶级分析方法,倡导以人类整体利益为导向,以发展为基础,以共商共建为原则、互利共赢为目标,实现了对现代风险社会理论的超越,为人类社会迈向人类命运共同体提供了一条切实可行的路径。     

扶贫车间对农村妇女空间的再造——基于河南省的一个案例

改革开放四十多年来,伴随着经济的快速发展,中国的农村社会结构发生了剧烈变迁,其中较为显著的是大量农村家庭成员外出务工,从而带来了家庭社会关系的断裂和社会空间的分离。较男性而言,女性受到的影响更为突出。通过对河南一个扶贫车间的案例进行研究,本文发现:近几年由政府、企业和村庄社区所共建的扶贫车间,为农村妇女社会空间的再造提供了一种可能路径,但从社会保障和社会福利等角度看,扶贫车间仍然存在一些缺陷和提升空间。     

The international rule of law

ABSTRACT

The rule of law is a moral ideal that protects distinctive legal values such as generality, equality before the law, the independence of courts, and due process rights. I argue that one of the main goals of an international rule of the law is the protection of individual and state autonomy from the arbitrary interference of international institutions, and that the best way to codify this protection is through constitutional rules restraining the reach of international law into the internal affairs of a state. State autonomy does not have any intrinsic value or moral status of its own. Its value is derivative, resulting from the role it plays as the most efficient means of protecting autonomy for individuals and groups. Therefore, the goal of protecting state autonomy form the encroachment of international law will have to be constrained by, and balanced against the more fundamental goal of an international rule of law, the protection of the autonomy of individual persons, best realized through the entrenchment of basic human rights.     

人体毛发中硝甲西泮的HPLC-MS/MS检测

目的建立测定涉毒人员毛发样本中硝甲西泮的液相色谱-质谱/质谱(HPLC-MS/MS)分析方法。方法对质谱主要参数进行优化,采用电喷雾多反应监测模式(MRM)测定不同浓度标准样品并建立标准曲线,通过准确度、灵敏度和实际案例检材的检验对方法进行评价。结果标准溶液最低检出限0.1ng/mL,线性范围宽,R²>0.999,空白毛发外添加标样回收率>80%。结论优化后的毛发样本中硝甲西泮的HPLC-MS/MS操作简便快捷,灵敏度高,重现性好,具备定性定量的适用性和可靠性。     

‘Belmopan. A New Capital for a New Nation’ State,Nation and Ethnicity at the Time of Independence

In Belize, a project for building a new capital emerged in the early 1960s, just after the ravages of Hurricane Hattie, which had destroyed much of the colonial capital, Belize City. According to the common narrative, Belmopan was the answer to a natural threat. But this article will show that it was also a political strategy, intended to give the country a new, modern face, the symbol of a young nation on the road to independence (1981). One of the issues of this post-colonial state is the definition of a national ‘us’ and the place of ethnic groups inherited from the British colonial administration's policy of ‘divide and rule’. The article shows that the politicisation of ethnicity entails neither its integration in the state nor its institutionalisation by the parties, but rather the emergence of ‘citizenship from below’.

The decoding of the human genome, aswell as current research on human stem cellsand early embryos, demands new legal andpolitical definitions of the human species.Both the act of limiting research on humanembryos, because they are themselves human, orthe act of permitting such research since theyare not human at all, entail a very newdefinition of the human species. Where politicsis confronted with the task of defining theessence and the anthropos of the human beingand of transforming this definition intolegitimated social actions, we must admit of anincrease in civil procedures. This debate isconstantly pushing at the borders of thedefinition of `humanness'; borders which bothlimit its definition and scope. The biosciencesnot only transgress such borders but alsosubstantially damage them; concerned subjectscannot proceed against such violations of theborders of `humanness'. The transposition of adistinct non-human life form into a human oneis endangering the human being as a distinctspecies. In this case, however, Carl Schmitt'stheory of politics, as an opposition to theenemy, becomes relevant to the human organismitself as it is challenged by the appearance ofnon-human forms of life within it.     

Explaining School Corporal Punishment: Evangelical Protestantism and Social Capital in a Path Model

School corporal punishment is associated with many negative outcomes. This research explores the antecedents to the practice and prevalence of school corporal punishment. A series of regression models indicated that two variables were significant predictors of a state’s practice of school corporal punishment: rate of evangelical Protestant adherents and social capital. A path analysis indicated that these two variables significantly predicted the rate of school corporal punishment in practicing states. The path analysis also revealed a significant and negative relationship between rate of evangelical Protestant adherents and social capital, but no relationship between rate of mainstream Protestant adherents and social capital. A mediation analysis indicated that social capital serves as a mediating variable between evangelical Protestantism and rate of school corporal punishment. Practical and theoretical implications are discussed.     

我国新股发行定价市场化问题探讨

资本市场的效率很大程度上取决于市场的定价效率,理论分析表明,最有效的定价方式是市场化的发行定价。我国的资本市场效率在新股发行方式的不断变换中得到改善,但是新股的发行定价还没有真正实现市场化。本文力图找出适合于现阶段我国股市的发行定价方式,逐步实现市场化的发行和定价,提高资本市场的资源配置效率。     

抗人血红蛋白胶体金检测试剂条的研制

目的制备法医学检验所用的确定人血的免疫胶体金层析试剂条。方法选取抗人血红蛋白单克隆细胞株,制备其小鼠腹水,从腹水中纯化出单克隆抗体。制备胶体金并用一纯化的单克隆抗体包被,制成免疫胶体金。取玻璃纤维以免疫胶体金浸泡,烘干。在一硝酸纤维素膜上两个不同位置分别点加另一抗人血红蛋白抗体和羊抗鼠IgG。搭建试剂条并检测其灵敏度和特异性。结果制成的免疫胶体金试剂条可对稀释至20万倍的人血红蛋白溶液显示阳性,对法医学检验常见8种动物的血溶液显示阴性。结论所制备抗人血红蛋白胶体金试剂条可以应用于法医学检验。     

收容遣送制度应予废止

收容遣送已演变成限制公民人身自由的行政强制措施和行政处罚措施。它违背了宪法基本原则 ,严重滞后于我国现状 ,应予废止。
