总体国家安全观提出十年来,中国的传统安全研究取得了显著进步。从研究议题看,中国的传统安全研究主要聚焦地区冲突,领土争端,联盟政治与伙伴关系,核安全、太空战略与网络安全,安全秩序等重要议题。在理论研究上,中国传统安全研究在宏观理论和中层理论方面都有大的提升。总的来看,中国传统安全研究在过去十年研究水平和国际化水平不断提升,中国学者发展了一些安全理论,在国际学术界产生了重要影响。在研究方法、人才梯队和学术共同体建设上,中国传统安全研究也取得了进步。不过,中国传统安全研究也面临着一些挑战:一方面,目前理论创新仍落后于中国的外交实践,难以满足构建中国自主知识体系的要求;另一方面,中国传统安全研究也面临学科碎片化和产出泡沫化的问题。展望未来,中国传统安全研究需紧扣中国和世界面临的重大战略问题,重视对中国经验的提炼和总结,通过基础理论创新为中华民族伟大复兴提供智力支撑。  相似文献

Current critical theorizations within citizenship studies on the condition of migrants and refugees celebrate the nomadic dimension of the contemporary migrant/refugee figure and assign her the potential to disrupt hegemonic practices of capital and state-centric citizenship. However, such enthusiastic accounts need to exercise a sense of caution in conceptualizing the fragile and unstable condition of the migrant, and need to distinguish between various experiences of mobility, hybridity, and citizenship. Such a differentiation between these different lived experiences of citizenship echoes Aihwa Ong's critique of the ‘unified moralism attached to subaltern subjects [that] now also clings to diasporan ones, who are invariably assumed to be members of oppressed classes and therefore constitutionally opposed to capitalism and state power’. My analysis points to how class, race and language structure various experiences of mobility and citizenship and make tenuous easy celebrations of postcolonial hybridity within critical re-configurations of citizenship. I argue that practices of postcolonial mobility in the Franco-Maghrebian context have produced differentiated and unequal hybridities, and, consequently, asymmetrical experiences of citizenship. By distinguishing between various practices of mobility and hybridity, I indicate that postcolonial hybridity can also be employed to re-constitute the rigid boundaries of nation and citizenship.  相似文献

This study discusses the dynamic roles of activist women in militarized societies. It offers an analysis of the perspectives of Israeli activist women regarding their roles as women activists and writers. In their non-fiction writings, these activist women voice their resistance and document both their everyday lives and political perspectives about the Israeli-Palestinian conflict and their socio-political activism and resistance to the Israeli occupation. These women were interviewed regarding their perspectives and struggles. The interviews were analysed by applying narrative analysis – the ‘Listening Guide’ methodology – to explore their various voices and narratives. By using this methodology, this study sought to uncover additional knowledge regarding women’s forms of resistance in militarized societies. We emphasize the importance of women citizens’ voices, narratives and points of view by presenting activist women’s critical insights on activism, the Israeli-Palestinian conflict and literature. Their curiosity, agency, critical perspectives, and resistance can be viewed as counter-narratives that de-centre Israeli hegemonic masculinity and demand a critique of the national and militarized ideology. Our article seeks to demonstrate the importance of women’s perspectives, everyday life experiences, dilemmas and struggles in a reality of conflict and war.  相似文献

The US Environmental Protection Agency (EPA) has been the target of two recent controversies involving the devaluation of life: the 2003 use of a senior discount for the value of statistical life for people over age 65, and the 2008 downward reassessment of the value of statistical life by the EPA Air Office. Even though these new values of statistical life were still among the highest used in the Federal government, there was a strong negative public reaction to each. The public outcry over the EPA policies appears to have stemmed from an irrational response to decreases in the value of statistical life. Proposed Congressional legislation that purportedly seeks to reform the valuations would politicize benefit assessments. A sounder approach is to establish a peer‐reviewed scientific advisory panel to advise agencies on the value of statistical life.  相似文献

For decades, the media have frequently been instrumental in framing rape cases by linking the deed with the place. This study demonstrates that law courts are not innocent of such social framing; on the contrary, they are significant agents. We argue that courts, by shaping the plot in rape cases, participate in an ongoing cultural production of meaning, although in a more subtle and ambivalent way than the media. In a narrative analysis of three contemporary rape cases in Sweden, we bring together feminist research on place with the concepts of vulnerability and agency. We argue that place is framed as ambivalent in relation to vulnerability and agency, and dependent on the positioning of plaintiff and defendant. In court narratives, geographical places are made relevant, including the locations where the alleged rapes took place. Court narratives of rape include highly ambivalent connotations with place in relation to vulnerability and agency, distinguished by different narratives and outcomes in the various instances. The legal and social implications of our work should include an awareness of the relevance of place in relation to rape.  相似文献

Regulating interest groups’ access to decision makers constitutes a key dimension of legitimate and accountable systems of government. The European Union explicitly links lobbying regulation with the democratic credentials of its supranational system of governance and proposes transparency as a solution to increase legitimacy and regulate private actors’ participation in policy making. This lobbying regulation regime consists of a Transparency Register that conditions access to decision makers upon joining it and complying with its information disclosure requirements. The extent to which transparency‐based regulatory regimes are successful in ensuring effective regulation of targeted actors and in being recognised as a legitimate instrument of governance constitutes a key empirical question. Therefore, the study asks: Do stakeholders perceive the transparency‐based EU lobbying regulation regime to be a legitimate form of regulatory governance? The study answers by building on a classic model of targeted transparency and proposes perceived regulatory effectiveness and sustainability as two key dimensions on which to evaluate the legitimacy of the Register. The arguments are tested on a new dataset reporting the evaluations of 1,374 stakeholders on the design and performance of the EU lobbying regulation regime. The findings describe a transparency regime that scores low in perceived effectiveness and moderate to low in sustainability. Citizens criticise the quality of information disclosed and the Register's performance as a transparency instrument. The Register did not effectively bridge the information gap between the public and interest groups about supranational lobbying. In terms of sustainability, interest organisations appreciate the systemic benefits of transparency, but identify few organisation‐level benefits. Organisations that are policy insiders incur more transparency costs so they instrumentally support transparency only insofar it suits their lobbying strategies and does not threaten their position. Insiders support including additional categories of organisations in the Register's regulatory remit but not more types of interactions with policy makers. They support an imperfect regulatory status quo to which they have adapted but lack incentives to support increased transparency and information disclosure. Targeted transparency proves an ineffective approach to regulating interest groups’ participation in EU policy making, constituting a suboptimal choice for ensuring transparent, accountable and legitimate supranational lobbying.  相似文献
