Abstract The “community of practice” (CoP) has emerged as a potentially powerful unit of analysis linking the individual and the collective because it situates the role of learning, knowledge transfer, and participation among people as the central enterprise of collective action. The authors?uo; surface tensions and highlight unanswered questions regarding CoP theory, concluding that it relies on a largely normative and under-operationalized set of premises. Building on a growing body of literature on public innovation and the rediscovery of bureaucracy, this article explores the relations between innovation and bureaucracy. A framework for studying innovation in a bureaucratic context is developed and its relevance assessed through a case study of the successful implementation but failed diffusion of an innovation project. The case study demonstrates how a bureaucratic context represents not only barriers to innovation but also a number of complex drivers. The outline of these ambivalent relations is used to tease out the Janus face of the new spirit of innovation in public administration. 相似文献

In response to the crises of the 1960s, police departments in the United States embarked upon great change in their policies, operations, and programs. This literature, however, has largely neglected the duality of the role of police unions in the adoption of new programs and practices. Learning about the key actors in the innovations process, however, is crucial to understanding how organizational change emerges. This article builds upon previous research to understand the effects of police unions on the adoption of innovation. This article claims that membership of the WTO will help industrialisation, rather than make China more dependent. Hedley Bull's realist paradigm helps to understand why China joined this organisation, any counter arguments are wishful thinking. Friedrich List's ideas for self-reliant industrialisation were used successfully by Mao Zedong, but globalisation has changed development strategy. Globalisation, if handled wrongly can make China jobless, voiceless, rootless, ruthless and futureless. If handled right, it can strengthen independence, sovereignty and self-reliance. The Chinese government needs stable external, as well as internal economic conditions. There are benefits for the vast majority of Chinese, but there are also possible disadvantages. David Ricardo's “comparative advantage” has not really helped Less Developed Countries, on the other hand, China should not become a crumbled “Somalia,” this means that China has to engage with globalisation, and this means also the WTO. After all, agency does exist and globalisation is a “two-edged sword.” 相似文献

AbstractStudies on contracting out have provided much needed knowledge about the effect of contracting on different types of services, yet much remains unknown about the antecedents driving the adoption of new contracting practices. The focus of previous studies that have addressed the antecedents of contracting has been on the financial benefit of specific services. This study incorporates the innovation diffusion literature to explore organisational and managerial influences on a novel contracting practice: the contracting out of energy efficiency improvement services in Danish municipalities. The paper finds that the antecedents driving the adoption of contracting out may result from inter-organisational influences as much as managerial factors. 相似文献

Abstract This article argues for a reconceptualization of financial innovation which, as culprit and victim of the current crisis, is now damned by those who once praised it. But what is financial innovation? The dominant answers from mainstream finance and social studies of finance share variations on a rationalistic view whereby financial innovation is about improving markets or at least extending the sphere of rational calculability. Because improvisation is more important than the dominant perspectives can admit, this article proposes a new concept of financial innovation whose three main elements – frame, conjuncture and bricolage – are indicated by the title of this article. The importance of this problem shift is that it highlights the inherent fragility of this type of intermediary-led financial innovation where things will often miscarry and highlights the need for a more radical rethinking about policy responses to the financial crisis that began in 2007. 相似文献
