党的执政能力建设与制度安排创新

加强党的执政能力建设,是对当代中国共产党执政实践认识上的一次飞跃,是解放思想、实事求是、与时俱进的具体体现。由于当代中国正处于各种社会利益博弈、社会资源重新分配的社会转型过程中,势必要求在制度安排创新中更加有效地加强党的执政能力建设。     

Governments and International Civil Society inSustainable Development: A Framework

International civil society has emerged as a critical forcein sustainable development. This poses significant challenges tothe analysis of international relations. This paper suggests anumber of ways to think about the role of civl society actorsin international relations, focusing on market-based factors andnew institutional venues. Public/private partnerships andproduct regimes are identified as critical framwroks for theunderstanding of the prospects of achieving greater sustainability     

浅析邓小平党的制度建设思想

执政的中国共产党,如何把自己的党建设好,既关系到党的执政地位能否巩固和党在人民群众心目中的威望,又关系到中国能否坚持走社会主义道路、如期实现现代化伟业的宏伟目标。邓小平在继承了毛泽东建党理论的基础上,走出了一条不靠搞政治运动,而靠严肃党的纪律、改革和完善党的制度来全面加强党的建设的新路子,大大丰富和发展了我们党关于党的建设的思想。     

Institutional Openness and the Use of Referendums and Popular Initiatives: Evidence from Swiss Cantons

Despite the growing interest in direct democratic institutions—like referendums and popular initiatives—the empirical evidence on the relationship between institutional openness and use is still sparse. We use a novel data set on the institutional openness and test its link to actual voting behaviour for ballots in the Swiss cantons for the period 1970‐1996. We find no robust relationship between the number of cantonal ballots and openness, measured by the number of signatures necessary to force a ballot and the time limit within which they have to be gathered. We observe, however, that openness is negatively related with voter participation. Having to gather more signatures apparently increases the awareness in the population at large, creates more information about the issues at hand, and thus induces more voters to turn out.

目前 ,人大对“一府两院”的监督存在诸多困难 ,其中体制是制约人大监督的重要因素。从根本上发挥人大监督的作用 ,需要创新领导体制和人大监督体制 ,包括理顺人大与人大代表、人大与“一府两院”的关系和完善监督程序。     

Structural weaknesses and the role of the dominant political party: democratic backsliding in Croatia since EU accession

ABSTRACT

Croatia is regarded as a success story of the EU’s enlargement policy. However, this narrative conflicts with the situation on the ground and with expert surveys, which depict incremental, yet persistent democratic backsliding in recent years. A shift towards illiberal practices, primarily focused on the liberal part of the liberal-democratic nexus, is taking place. This research aims to explore the prevalence and causes for the re-emergence of illiberal practices in Croatia by employing an interpretive method to evidence gathered from media articles and research reports published 2013–2019. The use of illiberal policies by the governing Croatian Democratic Union (HDZ) in three areas of the political system – the capture of independent agencies, control of the judiciary, and the weakening of independent media – is found to be the driver of democratic backsliding. Causes are found in structural reasons linked to the dominant party. Without either internal power-sharing constraints or external EU conditionality pressure, the HDZ has been able to take advantage of structural weaknesses of the system it built and shaped during the 1990s.     

Predictors of Euroscepticism in six Western Balkan countries

ABSTRACT

Based on a combination of national representative surveys and semi-structured interviews conducted in six Western Balkan countries, the study represents a pioneering attempt at a systematic, comparative analysis of Euroscepticism in the Western Balkans. By employing a theoretical framework that tests the effects of utilitarian, political and cultural factors, the study identifies and interprets the strongest socio-demographical and attitudinal predictors of Euroscepticism. The study demonstrates that all three theoretical models have some explanatory power regarding Eurosceptical attitudes in the Western Balkans, albeit to different degrees. While utilitarian predictors have limited effects, domestic proxies and especially cultural factors such as traditional values, authoritarian orientations and particularly religious affiliation appear as the strongest predictors of Euroscepticism.     

浅析企业高技能人才的培养

高级技能劳动者队伍梯次发展和比例结构基本合理的格局，是企业实施人才战略，提高企业核心竞争力和自主创新能力的重要举措。目前高技能人才培养中存在培养理念需进一步更新、培训需求调研流于形式、工学矛盾突出、评价难以发挥应有的作用并存在盲区等问题。解决方法：一是转变观念，加强队伍建设；二是加强技能培训，提高业务水平；三是建立完善的激励约束机制，充分调动人才的积极性和创造性；四是营造竞争机制，增强学习积极性。     

推进规模城镇化向人口城镇化的转型

中国的新型城镇化面临重大机遇、拥有巨大潜力,并将在推动经济社会转型发展中扮演重要的历史性角色。当前的突出问题是,如何解决城镇化质量不高、不可持续的矛盾和问题。我们的主张是,推进规模城镇化向人口城镇化的转型,以人口城镇化为主要载体、以政策和体制创新为重点,有效释放城镇化的内需潜力,争取到2020年基本形成人口城镇化的新格局。     

制度廉洁性评估:理论基础、实践探索及推进策略

由于利益相关方施加影响、立法技术存在局限、社会情势不断变化等原因,制度可能存在腐败漏洞。制度廉洁性评估是防范利益冲突、筑牢制度"铁笼"、从源头上铲除滋生腐败土壤的有效方式,也是"良法之治"的必然要求。我国目前开展的制度廉洁性评估试点工作在评估的主体、对象、内容及方式等方面进行了有益探索,积累了一定经验。进一步推进制度廉洁性评估工作应充分调动各方积极性,准确把握评估的重点对象,科学设计评估指标体系,将立法前评估与立法后评估相结合,依职权评估与依申请评估相结合,逐渐建立长效机制。
