This article explains the diversity of young people’s access to social welfare by distinguishing between two models of social citizenship in a comparative analysis of 15 Western European countries. On the one hand, social citizenship can be familialized, when young people are considered as children and therefore do not receive state benefits in their own name. This form of citizenship is found in Bismarckian welfare states, based on the principle of subsidiarity. On the other hand, it can be individualized, in which case young people can be entitled to benefits in their own right, insofar as they are considered as adults. This form of social citizenship is found more in Beveridgean welfare states.  相似文献

Institutional Review Boards often raise concerns about qualitative research with vulnerable populations such as crime victims, and assume that research with vulnerable populations will be distressing for participants. It is therefore vital to examine whether participants do in fact experience adverse effects stemming from their participation. The existing research is clear that some members of vulnerable populations do feel distressed when they participate in research; however, in most cases, this distress is outweighed by the benefits of participation, such as a sense of having contributed to community awareness raising. This literature is, however, predominantly quantitative. In addition, it overwhelmingly focuses on violent trauma, providing no insight into participants’ experiences of research on non-violent traumatic events. The current study addresses these shortcomings by examining the research participation experiences of victims of online fraud. Specifically, an online questionnaire designed to elicit qualitative data was administered to victims of online fraud who had previously participated in a semi-structured qualitative interview. Among other findings, the study suggests that perceptions about the outcomes of research, in addition to the research process, influence victims’ satisfaction with their participation in qualitative research.  相似文献

Fragmented citizenship has been a concept describing a deficit in the rights granted to citizens, which may be subject to fluctuations. This paper suggests that the expansion of citizenship is connected to an ideational shift while fragmentation occurs when institutional structures and core values inhibit change in certain areas. The case under discussion is the status of homosexuals in Israel. The country has been described as a gay-friendly society where homosexuals enjoy a plethora of socio-economic rights on the one hand, but are denied marital rights on the other. Expansion of citizenship was made possible owing to a gradual process of liberalization and growing institutional receptivity. This however, did not conclude with the full social inclusion of Israeli homosexuals but rather with citizenship fragmentation. Granting full citizenship rights would have been incompatible with Jewish national core values backed by the institutional autonomy utilized by resistant veto actors.  相似文献

This article explores how different types of governance systems shape different forms of political violence. We identify four governance types by combining the “institutional” dimension of coalition size represented by a minimum winning coalition (MWC) and the “ethno-political” dimension represented by the size of ethnic groups participating in the governing coalition. This study hypothesizes that (a) an exclusive system (small MWC; narrow-based ethnic coalition) is likely to engender civil war, (b) an oversized system (small MWC; broad-based ethnic coalition) is likely to generate a coup, and (c) an undersized system (large MWC; narrow-based ethnic coalition) is likely to stimulate riots or protests. Statistical analyses confirm all three hypotheses, implying that opposition groups choose alternative forms of conflict that maximize their chances of accessing power under different governance configurations. The article concludes by identifying three possible paths toward inclusive governance and suggesting that institutional reform before ethnic inclusion makes a transition toward inclusive governance far less dangerous.  相似文献

While many studies have shown that greater trade openness affects the overall size of social spending, this study emphasizes that it also affects types of social policies that a government prioritizes. When faced with deepening trade competition, governments tend to use different policy measures to address the opportunities and challenges stemming from their economic competitiveness in the international market. Policy makers in countries with high relative labor costs are likely to privilege social insurances and income transfer. This is because as high labor costs make their workers more vulnerable in the trade competition, governments seek to protect skilled labor in order to maintain their economic advantage in advanced industries. In contrast, when relative labor costs are low, human capital investment programs are likely to be emphasized to enhance productivity and the quality of labor to capitalize the cost competitiveness of a country’s workers. The findings from empirical analyzes of 26 OECD economies from 1991 to 2012 support these arguments.  相似文献

We analyze the individual‐level and school‐level determinants of delinquency through the lens of a macro‐sociological theory of crime—institutional anomie theory (IAT). The concept of a “marketized mentality” is introduced as a predictor of students’ delinquency, along with an egoistic/competitive school culture—a feature of the school community. Five hypotheses pertaining to the readiness to use violence and self‐reported delinquency were assessed using multilevel modeling with data from a survey in Germany for 4,150 students clustered in 69 schools. The results largely meet theoretical expectations. The measure of marketized mentality exhibits robust relationships with both forms of delinquency at the individual level, and an egoistic/competitive school culture helps explain variation in levels of these forms of delinquency across schools. Also consistent with expectations, the anti‐social effects of marketized mentality are accentuated for both the readiness to use violence and committing instrumentally motivated property offenses as a competitive/egoistic school climate increases. The results of our analyses reveal that bringing in concepts of IAT can appreciably enhance understanding of the characteristics of students and features of communal school organization that are conducive to youthful offending.  相似文献

This article seeks to understand how knowledge of the policy process, and especially of policy change, is generated. For three dominant approaches—punctuated equilibrium theory, incremental change theorizing, and institutional isomorphism theorizing—we ask where, by whom, and especially how these theoretical approaches have been applied in empirical studies. Answering these questions is relevant for synthesizing knowledge on policy change across such studies. For a stratified sample of 153 empirical articles, we find that the theories have mainly been applied for single-n or small-n studies at the national level, in western countries, and by scholars affiliated with western universities. We also find that the theoretical approaches are, generally, only partially and loosely operationalized. This limits the generic lessons we can draw from this body of empirical work.  相似文献

Performance management (PM) has become one of the most important reforms in the public sector in both developed and developing countries. Unfortunately, institutionalizing PM in the sector continues to be a major problem. Although a number of scholars continue to study the PM in the public sector from different theoretical perspectives, there has been paucity of research concerning the process of institutionalization. The few studies that have attempted to look at the process have done so from a “coercive isomorphism” perspective, especially through legislation. The lack of studies to examine the process of institutionalization has therefore created a gap, which needs to be filled. We therefore attempt to contribute to this discussion by exploring the role of institutional entrepreneurs and their impact on the development and institutionalization of PM in developing countries, with a particular focus on Ghana, a country obsessed with PM but was only able to institutionalize one in 2013 under the leadership of its Public Services Commission. How was the leadership of the PSC able to succeed where previous leaders could not? What characteristics did they display, and what strategies did they use to get things done? ABSTRACT

Based on a combination of national representative surveys and semi-structured interviews conducted in six Western Balkan countries, the study represents a pioneering attempt at a systematic, comparative analysis of Euroscepticism in the Western Balkans. By employing a theoretical framework that tests the effects of utilitarian, political and cultural factors, the study identifies and interprets the strongest socio-demographical and attitudinal predictors of Euroscepticism. The study demonstrates that all three theoretical models have some explanatory power regarding Eurosceptical attitudes in the Western Balkans, albeit to different degrees. While utilitarian predictors have limited effects, domestic proxies and especially cultural factors such as traditional values, authoritarian orientations and particularly religious affiliation appear as the strongest predictors of Euroscepticism.  相似文献

ABSTRACT

Croatia is regarded as a success story of the EU’s enlargement policy. However, this narrative conflicts with the situation on the ground and with expert surveys, which depict incremental, yet persistent democratic backsliding in recent years. A shift towards illiberal practices, primarily focused on the liberal part of the liberal-democratic nexus, is taking place. This research aims to explore the prevalence and causes for the re-emergence of illiberal practices in Croatia by employing an interpretive method to evidence gathered from media articles and research reports published 2013–2019. The use of illiberal policies by the governing Croatian Democratic Union (HDZ) in three areas of the political system – the capture of independent agencies, control of the judiciary, and the weakening of independent media – is found to be the driver of democratic backsliding. Causes are found in structural reasons linked to the dominant party. Without either internal power-sharing constraints or external EU conditionality pressure, the HDZ has been able to take advantage of structural weaknesses of the system it built and shaped during the 1990s.  相似文献
