The existing literature on authoritarian survival, implicitly or explicitly, assumes that political challenges faced by authoritarian regimes are all domestic. I argue that globalisation exposes authoritarian regimes to new sources of threat. In particular, capital mobility forces authoritarian regimes to deal with not only those who dare to voice out dissatisfaction, but also those who exit. While repression may be the best strategy to silence the vocal, co-optation would be a more effective tool to retain the runaway. It is, however, often impossible to co-opt all the capital owners. As such, authoritarian regimes have to be selective when choosing co-optation targets. I argue that authoritarian regimes would co-opt renowned firms because these firms yield the greatest demonstration effect. Hong Kong provides an interesting case to illustrate my arguments. Beijing strategically co-opted the stakeholders of renowned firms in Hong Kong in order to solve the city's pervasive confidence crisis prior to 1997. I test my arguments with data on firms listed on the Hong Kong Stock Exchange. I find that firms owned by well-known and prestigious elite families were more likely to build political connections with Beijing. To test the causal linkage more rigorously, I use both the genetic matching and instrumental variable approaches. The empirical results provide strong support to my arguments.  相似文献

As Muslim communities reassert themselves in public life across the world, including Central Asia, their actions are causing tension in relations with ‘secular’ governments. Various global theories have been offered to explain these dynamics. According to one theory, tension between religious communities and secular states is caused by the exclusion or marginalization of Muslims, a process exacerbated by the perceived anti-Muslim bias in the foreign- and domestic-security policies of Central Asian states. A second view is that tension results from the work of global extremist groups espousing the restoration of an Islamic Caliphate. The third approach presents the rising tension as part of a broader trend: a putative clash of Western and Muslim civilizations. This article challenges these theories by using a case study of a Muslim grassroots protest in Kyrgyzstan to highlight the importance of local politics, namely informal arrangements among local officials, power brokers and community members. In so doing, it seeks to make a contribution to theorizing Muslim–state relations in Central Asia.  相似文献

This article examines the role of the inter-generational memory of the Second World War (WWII) in identity formation and political mobilization. An existing explanation in the ethnic-conflict literature is that strategic political leaders play a crucial role in constructing and mobilizing ethnic identities. However, based on 114 open-ended interviews with individuals born in Serbia, Bosnia and Herzegovina, and Croatia, conducted in Serbia during 2008–2011, nearly a third of the respondents make spontaneous references to WWII in their statements, usually drawing parallels between the cycle of violence in the 1990s and that in the 1940s. The question this article asks, then, is why some respondents make references to WWII spontaneously while others do not. It is argued that inter-generational narratives of past cycles of violence also constitute a process of identity formation, in addition to, or apart from, other processes of identity formation. The respondents mention WWII violence in the context of the 1990s events because they “recognize” elements, such as symbols, discourse or patterns of violence, similar to those in the inter-generational narratives and interpret them as warning signs. Hence, individuals who had previously been exposed to inter-generational narratives may be subsequently more susceptible to political mobilization efforts.  相似文献

This article is the fifth and final in a Nationalities Papers series providing an overview of the development of Romani political group representation and administration, from the arrival of Roma to Europe up to 1971, the landmark year of modern transnational Romani politics. The article concentrates on the period between the Second World War and 1970 and the emergence of the following phenomena which distinguish this period from those covered in the previous articles: some limited Romani participation in non-Romani mainstream political or administrative structures, an international Romani evangelical movement, reconciliation between Romani political representation and the Catholic Church, national institutions created by various governments to aid the administration of policies on Roma and rapid growth of non-governmental organizations addressing Romani issues.  相似文献

This article compares causes and mechanisms of the mass mobilizations which took place in Kyrgyzstan in 2005 and 2010. The upheavals of 2005, the so called “Tulip Revolution,” led to the ousting of President Akaev who was replaced by Kurmanbek Bakiev. In 2010, Bakiev himself had to flee the country after violent social upheavals. As this analysis shows, the causes for both series of events were similar: neopatrimonial rule and the elite's control of resources together with oppressive tactics stirred up discontent among wide parts of the population and instigated violent protest. The mechanisms of mass mobilization, however, differed considerably. While the revolution of 2005 was carried out as the concerted action of varied political forces and NGOs, which, supported by patronage networks and traditional institutions, offered material and solidary incentives for the crowds, the great mass of people who took part in the 2010 protests were spontaneously mobilized through purposive incentives when news of the killings spread through the media.  相似文献

This article analyses the decline of Japanese labour unions and their struggles for revitalisation from a power resources perspective. It demonstrates first that the power resources of labour unions declined in the neo-liberal political process of labour-market deregulation as a result of lower union density, the intensified conflicts of interest among unions and their reduced access to policy-making. Although this situation induced labour unions to change their interest representation to some extent and organise an increasing number of non-regular and marginalised regular workers, the article claims that they are still concerned about protecting the vested interests of regular workers in large companies and their efforts to organise non-regular and marginalised regular workers have been insufficient. In addition, although community unions have aimed to organise these workers extensively, their human and financial resources are too small to do so and revitalise the labour movement.  相似文献

This article sheds light on the literacy-education mechanism by which the literacy programs of the Chinese Communist Party (CCP) were able to mobilize villagers during the Jiangxi Soviet period (1931–1934). Beginning in the late 1920s and continuing throughout the Jiangxi period, the CCP gave substantial attention to literacy education. Based on political documents and published literacy primers, this article explores the CCP's notion of what was possible and desirable with respect to the way the party and villagers would participate in political life. The Jiangxi Soviet conceived of literacy education within the context of military and political struggle against the Nationalists. Literacy education in this period reflected the party's desire to socialize villagers into its revolution, equipping them with a class-centered worldview and transforming them into Communist comrades. Meanwhile, owing to the modernization ideology of literacy formed around the turn of the twentieth century in China, literacy education also served as the legitimating symbol for the soviet government's rule nationwide.  相似文献

Theoretically, the “mobilization hypothesis” establishes a link between religion and conflict by arguing that particular religious structures are prone to mobilization; once politicized, escalation to violent conflict becomes more likely. Yet, despite the religious diversity in sub-Saharan Africa and the religious overtones in a number of African conflicts, this assumption has not yet been backed by systematic empirical research on the religion–conflict nexus in the region. The following questions thus remain: Do religious factors significantly impact the onset of (religious) armed conflict? If so, do they follow the logic of the mobilization hypothesis and, if so, in which way? To answer these questions, this article draws on a unique data inventory of all sub-Saharan countries for the period 1990–2008, particularly including data on mobilization-prone religious structures (e.g., demographic changes, parallel ethno-religious identities) as well as religious factors indicating actual politicization of religion (e.g., inter-religious tensions, religious discrimination, incitement by religious leaders). Logit regressions suggest that religion indeed plays a significant role in African armed conflicts. These findings are compatible with the mobilization hypothesis, and stress the impact of conflict-prone religious structures, and particularly, the fact that overlaps of religious and ethnic identities are conflict-prone. Future research should investigate the religion-ethnicity-nexus in more detail.  相似文献

For a long time, insurgency was a rural affair. The growing modernization of the modern world, however, shifts conflicts to the cities and requires us to explore the logics of armed struggle in urban environments. This article explores how the urban environment shapes armed conflicts, and argues that insurgents face severe practical constraints when acting in the cities. The urban environment offers the insurgents alternative ways of financing and of operating while close state control impedes them in pursuing a classic strategy of insurgency. Although state control cannot prevent attacks as such, it particularly hampers insurgents in relating to the population and organizing opposition. However, without massive and active support, armed struggle will remain sectarian and, thus, fail to achieve major political changes. This article argues that urban insurgents face a paradoxical relationship with society. While urban insurgents become independent of social support on an operational level, they depend more than ever on spontaneous massive and active social support on a strategic level.  相似文献
