The last two decades have witnessed widespread demolition of public housing and a large-scale relocation of public housing residents. Much of the current literature has examined the impact of demolition on relocated residents, focusing primarily on individual outcomes such as employment, housing quality, and health. This article examines the potential collective consequences of relocation by using data from 40 in-depth interviews conducted with relocated public housing residents in Atlanta, Georgia, to examine experiences of civic engagement and tenant activism before and after relocation. Participants describe frequent experiences of civic engagement and tenant activism in their public housing communities prior to demolition and also discuss how these collective actions often translated into meaningful gains for their communities. Participants also describe challenges associated with reestablishing these sources of collective agency in their new, post demolition, private-market rental communities where opportunities for civic engagement and tenant activism were perceived to be limited, where stigma was a barrier to social interaction, and where they experienced significant residential instability.  相似文献

As housing production was ramping up in the 1990s and 2000s, some of the industry’s largest firms experienced remarkable growth primarily through mergers and acquisitions and the issuance of debt; the market share of the 10 largest firms tripled between 1995 and 2005. This article describes the role of financial firms in encouraging that growth and some of its consequences. Drawing on financial filings, news reports, investor analyses, and other relevant data, this article offers an overview of the relationship between homebuilders and investment firms, as well as a new explanation of the oversupply of housing in the 2000s. In doing so, this article seeks to bring attention to homebuilders as a missing feature in analyses of housing supply and housing markets, and proposes directions for future research.  相似文献

This research examines the macro-determinants of the Lithuanian housing market. The study employs the Granger causality test to assess the interdependence of a number of macro-variables and the national housing price index. Regardless of the limitations involved with this methodology, the empirical findings suggest that the Lithuanian housing market relates to growth in building activity, interest rates, inflation, and employment. Considering all of these results, the research highlights useful policy implications for property market participants. Investors and developers can employ this information to guide their investment decisions. Likewise, the government and central bank could use this updated knowledge to drive a successful macroeconomic program.  相似文献

Governments prioritize some rights over others because of policy constraints. We ask whether differential disability policy priorities can readdress other unrealized rights when applied to services for people with disabilities in boarding houses in Australia. The housing is inappropriate to their support needs and breaches their immediate right to unsegregated housing. Findings about the government-funded support showed that their well-being improved, but the housing increased their support needs and reduced their eligibility for suitable housing, implying that support policies that prioritize progressive realization rights are not successful where immediate realization rights to housing remain unaddressed. These findings about the negative social outcomes from ignoring human rights hierarchies have implications for policy priorities.  相似文献

The Coalition government announced, in 2010, that between 2013 and the end of 2017 all existing claims to income-based welfare allowances, including housing benefit, would gradually move to the Universal Credit (DWP 2010). This article evaluates the performance of the Council Tax and Housing Benefits Administration Services under the current system for the delivery of these benefits since they were transferred fully to local authorities in 1993 up until December 2011. During this period the performance of local government has been influenced by four successive national delivery regimes, namely: Compulsory Competitive Tendering (CCT); Best Value; Comprehensive Performance Assessment (CPA) and Comprehensive Area Assessment (CAA). An earlier article (Murphy, P., Greenhalgh, K. and Jones, M., 2011. Comprehensive performance assessment and public services improvement in England – a case study of the benefits administration service in local government. Local Government Studies, 37 (6), pp. 579–599) examined the CPA period in detail and found a significant improvement in performance across all types of authorities in all parts of the country during this period. The current article complements this earlier analysis and provides a longer-term perspective on the performance of the benefits service between 1993 and December 2011. The findings of this article show that under CCT the performance of the system was poor, there were wide variations in individual local authority performance, with many acknowledged inadequacies in the system and unacceptably high levels of fraud. However, towards the end of CCT and in the subsequent Best Value period the antecedents of some of the tools and techniques subsequently used to drive improvement in the CPA era were either put in place or were being developed. The Best Value period itself did not show significant improvements in performance and it was not until many of the initiatives were refined, developed and applied within the CPA framework that sustained and significant improvements became evident. This overall improvement generally continued under the CAA although the previous trend of consistent reductions in the variation between authorities’ performance had changed between 2009–2010 and 2011–2012. It is too early to judge whether these latest trends will be maintained under the Coalition government’s localism regime.  相似文献

Recent developments in social housing policy, including large-scale stock transfers, have been proclaimed as marking ‘the death of council housing’ in the UK. The decline of public housing and new techniques for the governance of social housing provision are symbolic of the transformation of welfarist social regimes in advanced liberal democracies. This paper explores recent social housing policy in the UK and suggests that policy developments reflect changes in technologies for governing the conduct of social housing tenants and practitioners. The ethopolitics (Rose 2001) of social housing are characterized by emerging identities of active, entrepreneurial consumption and the invocation of responsibilized community. The paper examines how ethopower is manifested through technologies of social housing governance and identifies conflicts inherent within this new politics of conduct.  相似文献

Abstract

Since 1979, housing reforms in China have been seen as successive state efforts to improve urban governance. The idea is that the state has all along failed to deliver housing efficiently and equitably through the work units and that it is believed that only through the recommodification of housing could the housing problem be ultimately resolved. The housing monetarization policy (HMP) was thus launched in 1998 to replace the long-standing in-kind housing subsidy under the old welfare housing system. The policy aims at providing workers with cash subsidies as part of their wage package to enable them to buy or rent their homes from the market. The purpose of this paper is to explain the implications of the HMP through a neoliberal urbanization perspective. Through the case study of Guiyang, it is argued that while the HMP is successful in improving certain historical housing inequalities, it does not primarily aim at eradicating housing inequalities. HMP has in fact led to more rather than less horizontal inequities. In addition, it is argued here that a market housing system is leading towards increasing urban poverty, greater social polarization and spatial segregation. To improve governance, China needs to keep neoliberal urbanization in check and pay serious attention to its adverse consequences during economic transformation.  相似文献

This study sets out to analyze and evaluate the implementation of a system for the regulation and control of social policies ("Social Comptrollership") involving civil society so as to reinforce the mechanisms for ensuring transparency and responsibility in the government's operation of social programs and the execution of public works Here is presented the analysis of the Federal Rural Housing Program (in Spanish: "Programa de Vivienda RuraF') that is aimed at providing accommodation to families in situations of severe poverty living in communities described as suffering from "high or very high levels of marginalization". The main conclusion of this research, which is based on a series of interviews with aid recipients, the officials and the social organizations involved, is that the regulatory aspects of this system for controlling social policies are not effective, since they lack mechanisms for enforcing the sanctions set down for participants who do not respect the agreements they have entered into.  相似文献

Abstract

As the U.S. Department of Housing and Urban Development refines the new Consolidated Plans, which replace the Comprehensive Housing Affordability Strategies, it should examine Britain's experience with local housing plans. Case studies of four best‐practice cities—Glasgow, Dundee, Birmingham, and York—highlight the value of these plans in assessing the success of cities in their new “enabler” role.

Five key lessons for American cities emerge from this article. First, these plans can serve multiple roles beyond bids to central government. Second, local housing plans should address market‐rate as well as below‐market‐rate housing issues. Third, American housing plans should use a wider range of data sources than census information alone and should incorporate housing market analyses dealing with specific areas and population groups. Fourth, the stress on implementation and strategy in British plans should be emulated. Finally, aspects of Britain's competitive bidding system should be considered for implementation.  相似文献
