Immigration is one of the most widely debated issues today. It has, therefore, also become an important issue in party competition, and radical right parties are trying to exploit the issue. This opens up many pressing questions for researchers. To answer these questions, data on the self‐ascribed and unified party positions on immigration and immigrant integration issues is needed. So far, researchers have relied on expert survey data, media analysis data and ‘proxy’ categories from the Manifesto Project Dataset. However, the former two only give the mediated party position, and the latter relies on proxies that do not specifically measure immigration. The new dataset presented in this article provides researchers with party positions and saliency estimates on two issue dimensions – immigration and immigrant integration – in 14 countries and 43 elections. Deriving the data from manifestos enables the provision of parties’ unified and unfiltered immigration positions for countries and time points not covered in expert surveys and media studies, making it possible to link immigration and immigrant integration positions and saliency scores to other issue areas covered in the Manifesto Project Dataset. Well‐established criteria are used to distinguish between statements on (1) immigration control and (2) immigrant integration. This allows for a more fine‐grained analysis along these two dimensions. Furthermore, the dataset has been generated using the new method of crowd coding, which allows a relatively fast manual coding of political texts. Some of the advantages of crowd coding are that it is easily replicated and expanded, and, as such, presents the research community with the opportunity to amend and expand upon this coding scheme.  相似文献

Political agenda‐setting research has shown that policy makers are responsive vis‐à‐vis media priorities. However, the mechanisms behind this effect have remained understudied so far. In particular, agenda‐setting scholars have difficulties determining to what extent politicians react to media coverage purely because of the information it contains (information effect), and to what extent the effect is driven not by what the media say but by the fact that certain information is in the media (media channel effect), which is valued for its own sake – for instance, because media coverage is considered to be a reflection of public opinion. By means of a survey‐embedded experiment with Belgian, Canadian and Israeli political elites (N = 410), this study tests whether the mere fact that an issue is covered by the news media causes politicians to pay attention to this issue. It shows that a piece of information gets more attention from politicians when it comes via the media rather than an identical piece of information coming via a personal e‐mail. This effect occurs largely across the board: it is not dependent on individual politician characteristics.  相似文献

How do political parties react to foreign security threats? There has been very little attention paid in the literature generally to how parties react to international events, particularly how parties react to foreign policy threats. Using data from the Comparative Manifesto Project, we examine how political parties in countries in Europe have reacted to Russian actions in terms of their emphasis on security issues. Based upon our analysis of the manifestoes from 331 parties in 36 countries we find that, generally, interstate threats have no significant effect on the military position adopted by political parties, although these effects vary by party type and by the type of threat. Russian based threats appear to be associated with the Far Left becoming more dovish (which is consistent with what would be expected by the literature) and the Far Right becoming significantly less hawkish.  相似文献

Scattered case studies of recall procedures can be found in the literature on particular countries, and recent literature has drawn attention to the growth and diffusion of this family of practices. But the long genealogy, and the wide international distribution, of the recall process has been overlooked in the broader study of democratization, institutional design, and political representation. This article presents the two original country studies and situates them within the emerging field of comparative research. Four major themes are highlighted: the multiple and often subterranean sources of these experiments; their fluctuating profiles and (mostly) low external visibility; the relative weight of diffusion versus independent invention; and the resulting design pitfalls, as well as the potential benefits when carefully introduced.  相似文献

The article analyses Ali Khamenei’s discourse on insiders and outsiders in the Islamic Republic of Iran, arguing that it shows the leader of an electoral revolutionary regime striving to counter elite fragmentation and growing democratic demands. It studies identity demarcation as a tool of autocratic legitimation. In a political system where the possibility to access political positions depends on supporting a belief-system, all cadres share a basic identity, which rulers can exploit to draw boundaries between “us” and “them”. The analysis reveals how Iran’s leader capitalizes on the existence of an insider-outsider divide to promote ideas about an imagined “we” of the regime. The “we” is portrayed as an Islamic we, fully committed to his rule. The article maintains that Khamenei developed this discourse in response to the challenge of the Iranian reform movement. It analyses, first, the context in which the discourse emerged and, second, the discursive strategy itself, to substantiate the claim. It concludes that the discourse had two essential aims in the containment (1997–2003) and crushing (2009–2010) of the pro-democracy reformist and Green movements: to de-legitimate Khamenei’s opponents through othering and to legitimate the counter-mobilization of repressive agents.  相似文献

Journalists in Mexico face hundreds of attacks each year, ranging from online harassment and physical intimidation to outright murder. The official narrative typically claims that murdered journalists are the victims of general criminal violence. This article finds that despite the rampant violence in Mexico, the murder of journalists cannot be attributed to the country’s general criminal violence problem alone. Instead, the evidence points to the targeting, and even political targeting of journalists. First, journalists are at a much higher risk of being murdered than the general population. Second, the divergence between homicide rates among the general population and among journalists varies considerably between Mexican states. While recent scholarship has shown that subnational governments can successfully remain authoritarian despite democratization at the central or federal level, this literature has largely ignored the use of political killings in subnational undemocratic regimes. This article attempts to understand the murder of journalists not just as a problem of criminal violence, but also of political violence, and thereby connects the findings to the existing scholarship on subnational authoritarianism.  相似文献

Tony King had a healthy disrespect for conventional wisdom but a deep appreciation for common sense. Drawing on an eclectic mix of sources, both qualitative and quantitative, he wore his learning lightly, the better to highlight and explain to academic and non‐academic audiences how shifts in society and public opinion drove change inside parties and in the party systems in which they operated. King asked great questions and provided answers that simultaneously captured complexity and the big picture. This article draws on some findings from research which investigated penal voluntary sector adaptation to the mixed market in criminal justice services. The article firstly reprises the main trends for aligning state relationships with the voluntary sector from the 1980s to the present. We then outline some findings about adaptive experiences, situations and practices of the voluntary sector in criminal justice resettlement in the light of considerable upheaval. The research found that service providing voluntary sector organisations (VSOs) either outwardly comply with, or, in a minority of cases, actively embrace, competitive marketised models of service delivery. Secondly, the sector has normalised commercial approaches to organisational efficiency as well as aligned with bureaucratic practices common to the statutory sector. Despite charges that they are effectively co‐opted by both state and market interests, many have reported conflicts between prioritising long‐term financial viability with their founding ‘ethos and values’. We conclude that while many VSOs have successfully adjusted to market and bureaucratic norms, aspects of that repositioning have been at a cost to their traditions of relative autonomy, localism and distinctiveness, to the possible detriment of a vigorous civil society.  相似文献

The left needs a fundamental rethinking of its politics for a new era. The first task is to understand the contemporary conjuncture: the dynamic combination of events and circumstances which structure a political settlement. Two such conjunctures have occurred in recent history. The first produced the postwar welfare settlement of 1945, which broke down in the economic crisis of the 1970s. The second took shape in the 1980s around the revival of liberal market economics and what became known as Thatcherism. It failed following the 2008 financial crash, and has begun to break apart with the vote to leave the EU. New political and cultural faultlines are confounding the orthodoxies of the governing class and cutting across the partisan loyalties of the main political parties. They herald the renewal of politics. But Labour is on the edge of an abyss. This article considers what the left can learn from Labour's previous periods of defeat and revisionism, and suggests where—if it survives—it should go next.  相似文献

Facchini uses a behavioural approach to analyse the political beliefs of French people, who he believes are ‘more or less incompetent’ in economics. In this article I focus on his premise that the public are incompetent and that therefore their views, such as being opposed to the market in the case of the French people, should be interpreted as ‘perception bias’. Other economists may echo Facchini, claiming that people who voted Leave in the UK and for Trump in the USA did so because their lack of economic knowledge contributed to an ‘anti‐foreign bias’. However, I argue here that the existing empirical research showing that people lack economic knowledge is flawed. Many economists adopt a questionable approach to the interpretation of public knowledge and the evaluation of what knowledge is important.  相似文献
