Everyday disasters,stagnation and the normalcy of non-development: Roghun Dam,a flood,and campaigns of forced taxation in southern Tajikistan

This article conducts a comparative analysis of a catastrophic flood that hit the Kulob region of southern Tajikistan in 2010, and the government of Tajikistan's campaign to gather money to build the Roghun dam and hydropower station. It advances the notion of ‘everyday disasters’ in order to explain the imprecise boundaries between major catastrophic events and more mundane dimensions of the everyday as experienced by residents of Kulob. The article seeks to shed light, firstly, on the processes that underpin both Kulob residents’ experiences of stagnation and the normalization of non-development, and, secondly, on the ways in which Kulob residents joke and ‘do’ cunning/cheating whilst dealing with disastrous events in order to cultivate an everydayness that is worth living.     

Stability and change in subjective quality of life of adolescents in secure residential care

Subjective quality of life (QoL) is an outcome measure often used in the field of psychiatry. While upcoming strength-based rehabilitation theories place strong emphasis on subjective QoL, it has hardly ever been investigated in adolescents with severe psychiatric problems who are admitted to secure residential care. Therefore, the aim of this study was to investigate the stability and change of subjective QoL of adolescents with severe psychiatric problems. Additionally, the effect of discharge and re-entering society on subjective QoL was studied. In a four-wave longitudinal study, the subjective QoL of 172 male adolescents with severe psychiatric problems was examined. Five subjective QoL domains remained stable over time, while five other domains changed. A decrease in satisfaction with family relations and social participation was observed for discharged adolescents. These results warrant for continuing guidance of adolescents in order for them to positively adapt to a new life outside secure residential care.     

Streams and stages: Reconciling Kingdon and policy process theory

Use of metaphors is a staple feature of how we understand policy processes – none more so than the use of ‘policy stages’/'cycles’ and ‘multiple streams’. Yet even allowing for the necessary parsimony of metaphors, the former is often criticised for its lack of ‘real world’ engagement with agency, power, ideology, turbulence and complexity, while the latter focuses only on agenda‐setting but at times has been utilised, with limited results, to understand later stages of the policy process. This article seeks to explore and advance the opportunities for combining both and applying them to the policy‐formation and decision‐making stages of policy making. In doing so it examines possible three, four and five stream models. It argues that a five stream confluence model provides the highest analytical value because it retains the simplicity of metaphors (combining elements of two of the most prominent models in policy studies) while also helping capture some of the more complex and subtle aspects of policy processes, including policy styles and nested systems of governance.

20世纪三四十年代宝鸡城市发展与社会变迁

20世纪三四十年代,陇海铁路修通至宝鸡,便利了与外界的交通往来,也为抗战全面爆发后沦陷区企业和难民内迁宝鸡奠定基础。在外来因素的刺激下,长期处于停滞状态的宝鸡社会经济开始发生显著的变化,在工商业繁荣的同时,传统的封闭社会也逐渐开放。电力作为照明应用于市民日常生活,河南人大量涌入宝鸡改变了当地人口结构并导致河南话成为官方交流语言,妇女也不再局限于家务劳动而进入工厂成为工人,西医医院大量出现扩大了就医范围。

Between the lines: Surf texts,prosthetics, and everyday theory

The texts of surfing have been largely neglected in serious cultural commentary. Surfing, as with other texts in popular culture, cannot be adequately explained through the deployment of existing theoretical and analytical paradigms. We must move beyond de Certeau's psychoanalysis and Fiske's semiotic essentialism in order to explain satisfactorily the ideo‐political and consumer dimensions of textual surfing.     

Everyday Legitimacy in Post-Conflict Spaces: The Creation of Social Legitimacy in Bosnia-Herzegovina's Cultural Arenas

Abstract

The international community has long been criticized for its lack of social legitimacy in Bosnia-Herzegovina and its creation of a dysfunctional public space in the light of people's everyday experiences of peace. This article contends that, as a result, legitimacy has been moved from such public spaces to semi-public spaces, wherein the public and the private are interrelated. One example is local cultural arenas, where hopes emerging in people's everyday lives are projected onto alternative visions of peace and a corresponding social contract. In that sense, cultural agencies have served as alternative social locations of legitimacy due to their closer connection to people's lives and needs.

Measuring Progress: Community Indicators and the Quality of Life

Abstract

As communities and local governments increasingly have become concerned about quality‐of‐life issues, community indicators have become a widely used tool to measure the status of the quality of life and progress being made toward improving it. Indicators provide a vehicle for understanding and addressing community issues from a holistic and outcomes‐oriented perspective. They are useful, within the context of an overall community‐improvement process, both as a planning tool, based on a community's vision, and as an evaluation tool to measure progress on steps taken toward improvement. Their usefulness is maximized when they are both directly tied to public‐policy and budget decision making and when the community feels a sense of ownership of the indicators through direct citizen involvement with them. This article briefly describes four major approaches to community‐indicators work, and then in more detail, illustrates one of the approaches called “quality of life.” This approach is illustrated with experiences of the Jacksonville (Florida) Community Council Inc. (JCCI), a pioneer and leader in the community‐indicators movement.
