To improve local service delivery under decentralization, performance ratings are often introduced. In this article, performance ratings and other correlates of the citizens’ assessment of the responsiveness of their local governments are investigated with a regression analysis of survey data collected during the pilot test of a performance rating scheme in 12 Philippine cities and municipalities in 2001–2003. The local governments in the eight sites where the ratings were announced are assessed less responsive by their own constituents than those in the four control areas by theirs. Possibly, the citizens exposed to the ratings expected better performances from their officials. 相似文献

State-owned enterprises (SOEs) account for a substantial proportion of gross domestic product, employment, and assets in many countries. Based on a review of the theory and empirical evidence, we develop a novel five-step framework that can guide policymakers and economic advisors in making decisions about maintaining and/or creating SOEs. The framework suggests that the use of SOEs should be limited to circumstances in which a market failure exists, less invasive forms of intervention such as regulation/taxes/subsidies and private-sector contracting are ineffective or not possible, and the welfare loss of the market failure exceeds the costs, distortions, and inefficiencies of SOEs. 相似文献

Despite the consensus on volunteering as a behavioral consequence of public service motivation (PSM), research has not yet empirically examined how various PSM constructs relate to an individual’s volunteering, and the underlying mechanism between PSM and volunteering remains a mystery. This study identifies common motivational grounds between PSM and volunteering and examines how the four PSM types—rational, normative, affective, and self-sacrifice—predict public service employees’ volunteering. The findings from the survey of employees in the Korean National Government suggest a connection between public employees’ volunteering and the rational dimension of PSM, i.e., their desire to influence public policy process. 相似文献

Since 1988, Ghana has implemented comprehensive reforms to promote grassroots and citizen participation in government. This article examined women’s participation in local governance. Through an interview of 353 women in Ejisu, it was found out that the women performed almost all household chores, 62.3% of whom partly financed their households while 17% solely financed their households. About 27% of the women were members of CBOs, and 25% were assembly members. The women were restrained in local government participation by marriage, perceived superiority of men, and illiteracy. Encouragement of women and girls’ education are contingent to promoting women’s participation in local governance. 相似文献

Abstract The impact the International Financial Reporting Standards (IFRS) has on business has been considered by various authors, such as Jones and Higgins (2006). However, there has not been the same research conducted with respect to local government. As Australia and New Zealand are leading the world by being the first to introduce IFRS into local government financial reporting, this study is timely in order todetermine the impact of compliance on local government. With the New Public Management (NPM) introduced in the late 1970s, accrual accounting and the desire to enhance transparency became embedded in financial reporting across the world. The paper adds to the growing literature on institutional theory with results of the study suggesting that a form of coercive isomorphism is present in regards to local government compliance with IFRS. It also suggests that the philosophy behind NPM – especially that espousing the benefits of public sector reporting in a private sector vein–may not be as relevant to Australian local government as the policy makers would have us believe. The thrust to implement IFRS may have finally pushed local government into a world they struggle to cope with. For example, findings indicate that there is now, more than ever, a perception in the community that the bottom line is an important indicator of a council's performance. Results reported here determined that the implementation process was time-consuming and costly with, in general, very little perceived benefit. Councils are conforming to the coercive pressure from legislative bodies, but they are not converging as part of the ‘transaction-neutral’ reporting regime. 相似文献

This paper discusses and tries to explain the paradoxical observation that a local government reform aimed at reducing or even removing bureaucracy actually leads to more formalisation, not less. During the last 10–15 years more than 40 per cent of Norwegian municipalities have adopted an organisational model that makes the administration more disaggregated, decentralised and flat. The reform has been promoted by strong post- or even anti-bureaucratic rhetoric, arguing for increased managerial autonomy at the operational level. The basic idea is that greater autonomy will create better performance. The paradox of increased formalisation is discussed on the basis of rhetoric, unintended consequences, diagnostic problems and linguistic problems. The paper concludes by pointing out the need for a more nuanced conception of bureaucracy than the dichotomous approach of post-bureaucracy can offer. This article examines the strong mayor form of local political management in Spain. Drawing on empirical research conducted with members and officers in a Spanish municipality, the system is analysed according to leadership, representation and responsiveness, accountability, scrutiny, and decision-making. It finds that the model underpins concentrated individualised leadership exercised by the mayor. Representativeness and responsiveness in the system are hampered by the absence of electoral divisions within the municipality, meaning citizens do not have their own councillor, and by there being no institutionalised system of citizen participation or decentralisation. Elections every four years serve to hold incumbent mayors to account, and the full council has the power to recall the mayor, though such a recall is unlikely. There is little detailed scrutiny of the performance of the municipal government. It is argued that the security of tenure enjoyed by Spanish mayors is unlikely to be replicated in England, and that there is some concurrence in Spain with reform trends observed elsewhere. 相似文献

The literature that explores relationships between lay and professional stakeholders in community participation generally suggests that professionals perceive five main difficulties in working with lay people: it is unnecessary within democracies; lay people lack expertise; they are not representative; there is commonly a lack of trust, and decision-making is made more complex. In respect of spatial planning in South West England, from survey evidence these difficulties are not so apparent except in respect of complex decision-making. It is likely that the variation between the literature and the survey is influenced by the longer heritage of community participation in the spatial planning process in England, than in most other local authority services. 相似文献

The Coalition between the Conservatives and Liberal Democrats, formally created on 11th May 2010, has introduced a range of initiatives which affect local governance, from the announcement of a new Localism Bill through to the abolition of the Audit Commission and the arrival of the ‘Big Society’ agenda. This article reviews the key policy announcements of the Coalition's first year and analyses the underlying themes and trends which are emerging. It argues that the Coalition's reforms do show traces of an ideological commitment to localism and a new understanding of local self-government; there is an ideological agenda which has the potential to deliver a radically different form of local governance. However, the reform process is far from coherent and the potential for radical change is heavily constrained by: conflicts in Conservative thinking and the failure of the Liberal Democrats to assert their own ideology; the political expediency of budget cuts during an era of austerity and; the problems of implementing an apparently radical agenda after 13 years of New Labour. 相似文献

This article discusses the effects of the structural reform in Denmark in 2007 – where a large number of municipalities were amalgamated – on local councillors' influence on decisions taken in the local political realm. The analysis uses data from two large surveys, a pre-reform survey (2003) and a post-reform survey (2009). The analysis shows that the amalgamations have led to an increase in the perceived influence of leading councillors vis-à-vis other councillors and a decrease in the perceived influence of the council vis-à-vis its top administrative officers. Furthermore, it is found that there is an increase in the number of councillors who find that local political decisions are determined by laws and rules from central government, but at the same time it is shown that this increase cannot be ascribed to the amalgamations. 相似文献
