Young, low-income, African American fathers have been at the center of research, practice, and policy on families over the past decade. This article uses a "voicing" analytic technique to examine identities among young, low-income, African American fathers living in an urban setting; the intersections of these identities; and the fathers' perceptions of the influences of familial, peer, and legal systems as barriers and resources in their development as fathers and the sustainability of their fathering roles. The primary questions addressed urban fathers' representations of their transition to fatherhood, intergenerational relationships, transformative events, and visions of a possible self. Results from a survey, focus groups, and interviews suggest that the fathers seek to reinvent themselves and reconstruct their identities by separating from street life, redefine home as a place of stability, and challenge the practices of social and legal systems that appear to work against their responsible fathering. 相似文献

Since 1989, federal law requires states to have presumptive child support guidelines and review them using economic data on child-rearing costs at least once every 4 years. This article reviews the child support guidelines models adopted by states, how they relate to estimates of child-rearing expenditures, the extent that states are updating their guidelines, and some of the more controversial guidelines provisions (i.e., adjustments for shared-parenting time, additional dependent children, and low-income nonresidential parents). We find that many states are not updating their core formulas and schedules. As a result, several state guidelines produce support award amounts that are below the costs of raising children. 相似文献

Latin American women's extensive collective action outside and inside the household has been paid much attention in the literature over the years. Only a handful of studies have challenged the arguments that Latin American women generally organise together and show solidarity with one another. This paper argues that women's collective action in contemporary urban Bolivia is relatively weak, both outside and within the household. The consequence is that women are isolated to a degree not hitherto recognised, an isolation women cope with in different ways. 相似文献

This article investigates how the control and devolution of productive assets are allocated among husband and wife. Theory predicts that bargaining power within marriage depends on the division of assets upon divorce and on control over assets during marriage. Using detailed household data from rural Ethiopia, we show that assets brought to marriage, ownership of assets, control within marriage, and disposition upon death or divorce are only partly related. Productive resources are controlled by the household head. Disposition upon death or divorce only loosely depends on individual ownership during marriage but control is associated with larger claims upon divorce. Assets brought into marriage have little impact on disposition upon death, but matter in case of divorce. 相似文献

Abstract This paper summarizes available information about the characteristics of the 4.4 million renter households in federally assisted housing. Where possible, characteristics are summarized by housing program and include information on income levels and sources, elderly and family households, and minority households. The story of a below market interest rate housing complex in Burlington, Vermont, illustrates the people at risk and one approach to preserving their housing. Accounts by elderly persons displaced in conversions of buildings subsidized under Farmers Home Administration rental assistance bring home the reality of the hardships faced by households at risk. An appendix addresses threats to the continued provision of assisted housing, including owner options to convert properties to market purposes, default, and the much more general issue of continued federal support. 相似文献

The US Violence Against Women Act of 2005 allocated $10 million to support collaborative efforts to create permanent housing options for domestic violence victims. Such programs are relatively new and rare, and up to now little research has examined their efficacy. This research investigates one permanent housing option, the permanent supportive housing model, through an exploratory case study of a Connecticut-based program currently being developed. The study compares the program design articulated by administrators and advocates with perspectives of domestic violence agency clients. Findings indicate important differences between the program activities and goals articulated by administrators, and those preferred by clients. Although everyone agreed that personal safety was a priority, administrators stressed independence and choice whereas clients sought a stricter, community-centered environment with time-limited stays. These themes can be used to develop hypotheses for larger studies and have important preliminary policy and program implications. 相似文献

Improving locational outcomes emerged as a major policy hope for the nation's largest low-income housing program over the past two decades, but a host of supply and demand-side barriers confront rental voucher users, leading to heated debate over the importance of choice versus constraint. In this context, we examine the Moving to Opportunity experiment's first decade, using a mixed-method approach. MTO families faced major barriers in tightening markets, yet diverse housing trajectories emerged, reflecting variation in: (a) willingness to trade location – in particular, safety and avoidance of “ghetto” behavior – to get larger, better housing units after initial relocation; (b) the distribution of neighborhood types in different metro areas; and (c) circumstances that produced many involuntary moves. Access to social networks or services “left behind” in poorer neighborhoods seldom drove moving decisions. Numerous moves were brokered by rental agents who provided shortcuts to willing landlords but thereby steered participants to particular neighborhoods. 相似文献

History offers valuable lessons to housing policymakers. For those who would devise new low-income housing programs during today's trying economic circumstances, it is helpful to study the strategies that succeeded in achieving low-income housing programs in past difficult times. This article, History Lessons for Today's Housing Policy, examines the political processes that led to the adoption of new low-income housing policies during four political crises. The four crises were the Great Depression of the 1930s, the post-World War II housing shortage, the urban crisis of the 1960s, and the policy crisis of the 1970s. Among other history lessons, the article reveals that well-organized political support, especially from large institutions, is crucial to achieving distinctly different new programs; that decentralized programs are more politically resilient than centralized programs; that programs that appeal to the nation's broad middle-class are most popular; and that policy research is valuable but that politics trumps research. 相似文献
