This article synthesizes housing subsidy voucher research to explain why, when in theory vouchers enable users to move out of poor neighborhoods, in practice they often do not. This qualitative meta-analysis presents an examination of the assumptions of the program and their relationship to empirical findings.
Two themes emerged from this synthesis: market barriers and product problems. Data from a variety of studies and contexts portray recipients struggling to use vouchers in the private rental market due to market barriers, including lack of public transportation and the presence of discrimination. Product problems constrained freedom of choice about where to move and when to make a housing transition. These constraints manifest as compromised housing quality and low voucher utilization. This synthetic view cannot account for all outcomes or exceptional cases, but results suggest where participant experiences are generalizable and attributable to features of the housing market and structure of the program itself. 相似文献
It is widely known that parenting behavior has an impact on the development of delinquent behavior among adolescents. However, there is paucity of studies focusing on parenting behavior and its relation to juvenile delinquency among low-income families from India. The authors examined a wide range of parenting behavior and its relationship to juvenile delinquency in low-income families among Indians. Data were collected from 27 juvenile delinquent boys who were residing temporarily in an observation home in Kolkata (West Bengal, India) and 100 matched control (with respect to their socioeconomic status) juvenile boys, 11–18 years old, also from the same city. The overall findings revealed that there were higher levels of permissive parenting in the families of delinquent adolescents. It may be because low-income families have many family members that initiated the adolescents to take up some jobs to increase the family income, and this in turn affected their parents’ parenting behavior. 相似文献
Although the drivers of renewable electricity (RE) are well-established among Western high-income countries, little is known about the factors that encourage RE development elsewhere. This paper analyzes an unprecedented, original dataset of 149 countries from 1990 to 2010 to compare the policy instruments and other factors that influence RE adoption across low-, middle-, and high-income countries. We find the factors driving RE development vary both across income group and between hydroelectric and non-hydro generation. Most notably for environmental concerns, non-hydroelectric RE generation is driven by feed-in-tariffs and renewable portfolio standards in high-income countries, feed-in tariffs alone in middle-income countries, and by subsidies in low-income countries. AbstractTax?benefit microsimulation models are typically used to quantify the effect of specific policy changes on the income distribution based on representative microdata. Such analysis evaluates policies by considering how different tax?benefit elements interact given personal, household and labour market characteristics. Using hypothetical household data instead helps address broader questions of policy design and systemic (cross-national) differences. This article introduces the Hypothetical Household Tool (HHoT) in combination with the microsimulation model EUROMOD to analyse European tax?benefit policies from a comparative perspective. AbstractA key feature of the rise of neoliberal politics and policy has been the progressive shift of risk from corporations and national states to the local government, individuals and households. In this article, we argue that, in the UK, ‘great risk shift’ has not only been intensified by recession and austerity but has also been marked by the unevenness of the redistribution of risk and insecurity across scales and places, and between different types of household. In order to capture the differentiated nature of experiences and impacts of recession, risk and insecurity, this article first considers the spatial and temporal dynamics of recession and the great risk shift. It then goes on to localise and embed these dynamics within the city regions and local authorities of Bristol and Liverpool, drawing on a quantitative survey of 1,013 households, across a range of different household types. The survey was segmented geographically and by ten different household types using Ipsos-MORI’s (ACORN) classification of residential neighbourhoods. Whilst the evolving crisis and subsequent austerity measure have been a ‘moving target’ for cities, the local government and households, the household survey was undertaken in the two city regions in the winter of 2011 and explored experiences and impacts since 2008. It will seek to demonstrate the nature, impact and ‘lived experience’ of the ‘risk shift’ during this period and consider the ongoing and broader implications for households, and national and local policymakers. 相似文献
This paper describes the development and validation of the Home Inventory for Dangers and Safety Precautions – Illustrated Version to be used with parents whose children are at significant risk for home injury. Because illustrations are useful in facilitating learning by parents who have difficulty ensuring child and self home safety, colored illustrations representing 6 home rooms or areas were empirically developed for assessment purposes. The dangers depicted were selected from previous work and represented those associated with the majority of family home injuries. Score-sheets contained dangers and associated precautions administered to 62 referred young parents. Administration and psychometric characteristics were examined; specific hypotheses were tested. Obtained measures of internal consistency for dangers and precautions for all illustrations (except for Stairway) and for totals were satisfactory. Administration was suitable for use with this population. Parents were able to identify approximately half of the depicted dangers while being able to provide a suitable precaution for 40%. Reading comprehension was predictive of danger identification whereas reading recognition was predictive of precautions given. The HIDSP-IV is useful in assessing a parent's knowledge of dangers and precautions from which more individualized home safety instruction can occur. 相似文献
