Abstract

There have been concerns about the recent private turn and re-emergence of philanthropies in world health, with many worrying about philanthropies’ perceived lack of transparency and accountability. In contrast, I argue that while the private turn might have led to a decline in democratic or public accountability, it did not bring an end to all forms of accountability. Specifically, I suggest that philanthropists’ involvement in global health has led to the spread of another, new form of accountability: epidemiological accountability. The latter is a combination of two regimes of expertise and practices hitherto kept separate: audit and epidemiology. To substantiate this argument, I draw on my research on the Bloomberg Initiative – a global effort to reduce tobacco use spearheaded by the Bloomberg and Gates foundations.  相似文献

The central position of this article is that validation and interoperability are paramount for the effective and ethical use of biometrics. Illuminating the relevance for policymakers of the science underlying the security and privacy aspects of biometrics, this article calls for adequate and enforceable performance metrics that can be independently corroborated. Accordingly, the article considers biometrics and forensics for the dual challenges of addressing security and privacy using smart identity management. The discussion revolves around the concepts of “personally identifiable information” (PII) and interoperability with emphasis on quantitative performance analysis and validation for uncontrolled operational settings, variable demographics, and distributed and federated operations. Validation metrics includes expected rates of identification/misidentification, precision, and recall. The complementary concepts of identity and anonymity are addressed in terms of expected performance, functionality, law and ethics, forensics, and statistical learning. Biometrics encompasses appearance, behavior, and cognitive state or intent. Modes of deployment and performance evaluation for biometrics are detailed, with operational and adversarial challenges for both security and privacy described in terms of trustworthiness, vulnerabilities, functional creep, and feasibility of safeguards. The article underscores how lack of interoperability is mostly due to overfitting and tuning to well‐controlled settings, so that validation merely confirms “teaching to the test” rather than preparation for real‐world deployment. Most important for validation is reproducibility of results including full information on the experimental design used, that forensic exclusion is allowed, and that scientific methods for performance evaluation are followed. The article concludes with expected developments regarding technology use and advancements that bear on security and privacy, including data streams and video, de‐anonymization and reidentification, social media analytics and cyber security, and smart camera networks and surveillance.  相似文献

Forensic application of carbon isotope ratio measurements of honey and honey protein to investigate the degree of adulteration with high fructose corn syrup or other C4 plant sugars is well established. These measurements must use methods that exhibit suitable performance criteria, particularly with regard to measurement uncertainty and traceability – low levels of adulteration can only be detected by methods that result in suitably small measurement uncertainties such that differences of 1‰ or less can be reliably detected. Inter-laboratory exercises are invaluable to assess the state-of-the art of measurement capabilities of laboratories necessary to achieve such performance criteria. National and designated metrology institutes from a number of countries recently participated in an inter-laboratory assessment (CCQM-K140) of stable carbon isotope ratio determination of bulk honey. The same sample material was distributed to a number of forensic isotope analysis laboratories that could not participate directly in the metrological comparison. The results from these studies have demonstrated that the majority of participants provided isotope delta values with acceptable performance metrics; that all participants ensured traceability of their results; and that where measurement uncertainties were reported; these were fit-for-purpose. A number of the forensic laboratories only reported precision rather than full estimates of measurement uncertainty and this was the major cause of the few instances of questionable performance metrics. Reporting of standard deviations in place of measurement uncertainties is common practice outside metrology institutes and the implications for interpretations of small differences in isotopic compositions are discussed. The results have also highlighted a number of considerations that are useful for organisers of similar inter-laboratory studies in the future.  相似文献

Results are reported from a study of shelters for abused women in Ontario, Canada, suggesting that what clients, managers, and frontline workers value most in shelter services is based on a care perspective in which ongoing relational support is seen as essential to effective service delivery. Presently, government-required metrics used to assess shelter services not only reflect a narrow, justice perspective where “fairness” is defined as equal access to publicly supported services, but reveal a New Public Management emphasis on efficiency in which the focus is more on the “what” than the “how” of practice. Findings are discussed in terms of their implications for the design of accountability systems for evaluating government-contracted social services.  相似文献

As the hardest tissue in the body, teeth have the potential to offer a wealth of biological information to the forensic anthropologist, which can include the assessment of ancestry. Using a large data set of dental measurements, the efficacy of mesiodistal and buccolingual tooth dimensions to discriminate between broad, geographically based groups is explored. A general pattern is identified: African populations have the largest teeth, Asians possess teeth of intermediate size, and Europeans have the smallest teeth. In a discriminant function analysis using crown measurements of all teeth (mandibular and maxillary and excluding the third molar), individuals were correctly classified in 71.3% of cases. When the sex of the individual is known, classification is improved up to 88.1% in females and 71.9% of males (cross‐validated). Based on these results, we argue that dental metrics can be regularly employed as part of the development of the biological profile.  相似文献

Objectives

This study aimed to validate a tool for coding police body-worn camera (BWC) footage to measure the dynamics of police–community encounters, including items related to community members, officer performance, and situational outcomes.

Methods

Over 1000 BWC videos were scored by five coders who participated in an iterative interrater reliability exercise to improve the agreement. Krippendorf's alphas and a multilevel simultaneous component analysis were used to assess interrater reliability and the component structure of ratings, respectively. Bootstrapped and multilevel exploratory and confirmatory factor analyses were conducted to ascertain any underlying dimensions supporting officer and community member behavior, and cluster analyses were performed to examine whether interactions could be grouped into coherent categories.

Results

The lower bound of unweighted means of bootstrapped alphas ranged from 0.67 to 0.96 depending upon item type, and 21.60% of the total variance in raters was between-subjects. Factor analyses revealed only a single factor (“defensiveness”) underlying four items related to hostility directed toward officers by community members. Cluster analyses described seven categories that were highly overlapping but conceptually plausible with cluster silhouette means ranging from −0.06 to 0.13.

Conclusions

We validated a collection of interval-level coding metrics on a random sample of over 1000 interactions between police officers and community members recorded through BWCs. In doing so, we provide a roadmap for researchers and practitioners to effectively measure the dynamics of police–community encounters and officer performance within those encounters and a framework for addressing the validity and reliability of items in future studies involving the measurement of BWC footage.  相似文献
