This study examines how statement selection systematically affects the output of voting advice applications (VAAs). Does the statement selection influence how often voters are matched with parties that ‘should be’ close to them? Our benchmark is a classic account of issue voting, the proximity left–right model. We analyze the Belgian VAA Do the Vote Test and find that the output resembles the left–right model. When more left–right statements are included, more left-wing voters get the advice to vote for left-wing parties and the same is true on the right, while simultaneously advantaging parties with more extreme positions on this dimension. We also analyze issue saliency and find that parties are disadvantaged when more statements about salient issues are included. These findings imply tough choices for VAA builders.  相似文献

社区矫正是与监禁刑相对的行刑方式,是促进罪犯顺利回归社会的非监禁刑罚执行活动。自2003年我国开展社区矫正试点工作以来,社区矫正工作取得了斐然成绩,但与此同时也存在着不可忽视的种种问题。随着2009年社区矫正工作在全国实施及2011年《刑法修正案(八)》将"依法实行社区矫正"正式写入我国刑法,社区矫正进入了新的发展阶段。有鉴于此,需要从观念层面、立法层面、操作层面、社会层面、保障层面进行转变与完善,为社区矫正工作向更高层次发展铺平道路。  相似文献

Mediation caucusing — that is, separate meetings conducted by the mediator with some, but not all, of the parties — is widely used, but it has become increasingly controversial, as some mediators advocate for a no‐caucus form of mediation using only joint sessions with all parties present. The rationale for the no‐caucus model is that caucuses give the mediator too much power at the expense of the parties, and joint sessions improve the parties' understanding of each other's views. But caucusing adds value to mediation in several ways. First, from the standpoint of economic theory, caucusing provides mediators with an important tool for overcoming two impediments to settlement — the “prisoner's dilemma” (caused by the parties' fear of mutual exploitation) and “adverse selection” (caused by the failure to disclose information). Second, caucusing can help the mediator overcome a variety of negotiation problems, such as communication barriers, unrealistic expectations, emotional barriers, intraparty conflict, and fear of losing face. Third, caucusing provides a more private setting in which the mediator can develop a deeper and more personal understanding of the parties' needs and interests. Although the no‐caucus model may be appropriate for certain types of mediation (particularly those cases in which the parties will have an ongoing relationship), some parties may prefer the efficiency that can be achieved with caucusing, even if that means sacrificing certain other values — such as greater understanding — or giving the mediator more information than the parties have, thus creating the risk of manipulation by the mediator. Moreover, the choice is not binary — numerous variations and hybrid formats can be useful, such as sessions in which the mediator meets with only the parties' lawyers or with only the parties. Choosing the best format for a mediation is more of an art than a science, and mediators should consider, with the parties, whether the parties' objectives would be best served using only joint sessions, extensive caucusing, or a combination of these approaches.  相似文献

However, the concept of political marketing strategy has been criticized for being unidimensional, ill‐defined and neglecting the contingencies of strategy theories. This article addresses political-party organization in Estonia, especially candidate selection. Its first objective is to describe the ways in which the main parties chose their candidates before the 2011 parliamentary election. A second objective is to evaluate those procedures in light of expectations generated by established theory. The focus is on two conditions: the institutional framework, particularly the electoral system, and the relative youth of Estonian democracy. The evidence confirms these expectations only partially, which suggests that an individual party’s ideological, organizational and strategic circumstances, in addition to structural and institutional conditions, are critical to understanding why it performs this basic function as it does.  相似文献

The coalition's programme for government promises to fund 200 open postal primaries during the current Parliament, targeted at seats which have not changed hands for many years. The lessons from the two open postal primaries used in 2009 are that they will change the numbers and characteristics of those involved in choosing candidates, the criteria for selection and the type of candidates chosen. Much will remain unchanged. Primaries are unlikely to affect the controlling influence of party in the House. The limits to their number and duration will leave most safe seats unaffected and prevent the development of any new form of accountability. Primaries will provide some voters with intra‐party competition but inter‐party uncompetitiveness will remain the norm.  相似文献
