Beyond 'Do No Harm': The Challenge of Constructing Ethical Relationships in Refugee Research

This paper highlights some of the central ethical challengesinvolved in undertaking social science research with refugeesin conflict and crisis situations. It focuses on two main setsof challenges: first, the difficulties of constructing an ethicalconsent process and obtaining genuinely informed consent; andsecond, taking fully into account and responding to refugeeparticipants' capacities for autonomy. The authors also discussthe challenges involved in applying the central normative principlesgoverning ethics review processes—the principles of beneficence,integrity, respect for persons, autonomy and justice—tothe context of refugee research. It is argued that researchersshould seek ways to move beyond harm minimization as a standardfor ethical research and recognize an obligation to design andconduct research projects that aim to bring about reciprocalbenefits for refugee participants and/or communities. Some ofthe methodological issues raised by this analysis are discussedin the conclusion.

弘扬中华传统道德精神是以德治国,大力推进社会主义精神文明建设的必然要求,对于加强素质教育具有重要的现实意义.在推进素质教育过程中,学校应改进方式方法,从教学活动、校园文化建设、师资队伍等方面,坚持弘扬中华传统道德精神,着力创设中国式的德育环境;同时反对两种错误倾向,努力实现从传统道德教育向现代化道德教育的转化.     

Becoming an Informant

Though widely acknowledged as vital to law enforcement, social scientists have largely ignored the practice of confidential informing. The extant literature on the topic is primarily comprised of experientially based practical guides to informant management and a handful of field studies drawing information from informants in the study of other undercover practices. This study features data obtained from in‐depth interviews with eighty‐four former informants drawn from five southern states identified through a purposive‐snowball sampling strategy. Informant accounts suggest that the practice of confidential informing is an institutionalized component of a general narcotics enforcement pattern characterized by duplicity and social control irony. Confidential informant work is observed as a moral career entailing deviant identity maintenance through neutralizations and insider perspective. Narratives confirmed a motivational typology accounting for role assumption and informant–agent dynamics and orient discussion around practice and research implications.     

论农村资金互助社的政府有限监管

合作金融与政府监管存在内生的冲突,农村资金互助社的独立自主性决定了政府对其监管应当是有限的。除非出于维护社会公共利益的需要而由政府对农村资金互助社进行监管,互助社的设立、管理与运行应当主要留给社员自行决定。实际上,农村资金互助社通过其自主制定的章程,依靠当地的习惯规范以及互助社自身的特有优势,可以有效地进行风险管理。因此,就农村资金互助社的监管模式改革而言,我国当前银监会的监管职能需要收缩,监管的范围要改变,同时,农村资金互助社的自我管理能力也需进一步加强,但这些均需纳入法律的框架中。     

大学伦理精神与大学自治

在传承知识、寻求真理、学术自由、思想自由等基本伦理规定性基础之上,大学所具有的人本、宽容、开放、批判性等伦理精神,为大学自治提供了一般价值合理性依据.源于西方的大学自治经验,只有完成与中国既有社会文化等制度环境的接榫,才能推动中国大学自治实现从理念到制度的转变.
