Local democracy in a hybrid state: pluralism and protest in Volzhskiy,Russia

The standard narrative of Russia's “authoritarian backsliding” fails to grapple with the tremendous variation in subnational politics that emerged over the past two decades. This article offers a case study of the industrial city of Volzhskiy, which, although once a stalwart supporter of the Communist Party (KPRF), has evolved into a highly pluralistic system with democratic municipal institutions. Drawing upon analysis of local publications, protest data, and interviews with local politicians, this article traces the interplay of formal institutions and informal political processes in Volzhskiy's local-level transition to democracy. Volzhskiy's pluralism and local democratic outcome can largely be explained by (1) the emergence of a more diverse set of economic and political interests and constituencies, and (2) a KPRF organization that was strong and provided robust competition that created the conditions for cooperation among the competitors to form fair and open local political institutions, which fostered the city's pluralism.     

Authoritarian populism in rural Belarus: distinction,commonalities, and projected finale

ABSTRACT

The paper inspects how agrarian debates apply to rural Belarus. Following the ‘persistence versus disappearance’ debate, it finds the moral economy alongside request for change. Pursuing the ‘adaptation versus resistance’ debate, it spots adaptability and exclusion of those failing to adapt. Here ‘lukascism’ surfaces resting on constructing the ‘other’. A rare case of agrarian populism employed by top authority, lukascism is otherwise humdrum. Proclaiming some principles of the moral economy while disregarding others, inconsistent lukascism undercuts the ‘coexistence scenario’ of households with large-scale farming. Change avoidance is a commonplace foretelling lukascism’s finale: its appeal is limited by the older generation..

Natural Law: Practical Reason and Creative Information

With nine main theses that are interspersed with each other, this paper explores and articulates some of the most important questions in natural law theory. The theses include: I. In investigating facts, one finds reasons to choose an honest self-discipline; II. Deliberating, one finds reasons similarly directing one to other intrinsic goods; III. Taken integrally, these goods and principles acquire the force of moral precepts; IV. Those precepts, natural moral law, depict our nature (humanity) in its flourishing; V. Nature and natures are best explained by free, intelligent transcendent creation; VI. Creation and other gifts past and present deserve our gratitude; VII. Natural moral law and historical revelation are two channels of information; VIII. Secular and spiritual communities are distinct and respectfully self-governing; IX. Natural moral law defines human rights but rightfully extends beyond them.

对我省青少年网络道德和现实道德状况的调查显示:大多数青少年能理性地面对网络,但也有少数青少年沉溺于网络;青少年的网络本质观基本是正确的,但对网络的使用存在偏差;青少年道德观念和道德行为的主流是正确的、积极的,但在网络虚拟世界和现实真实世界有着不同的表现。问题的原因:道德教育主体比较单一,未能在全社会范围内形成一种德育合力;网民教育还未真正纳入教育体系之中;道德教育缺乏应有的实效;现实道德环境的缺失。我们认为在青少年道德教育中,道德教育主体应三者并重,形成家庭、学校、社会三位一体的教育网络;道德教育内容应具体化,突出基本道德规范教育;道德教育途径应多样化,教育主体必须充分利用网络中介开展德育活动;道德教育方式要增强针对性,提高实效性;道德教育体系应有系统性,它的运行和发展需要社会其它领域的支持、需要其它社会意识形式的支持、需要德育管理的支持。
