跨国公司社会责任的全球治理

随着全球一体化的持续发展,跨国公司日益成为经济全球化的主要载体和受益人。跨国公司的国际性、生产经营的全球化决定了其社会责任的实现需建构有效的全球治理。     

非法跨国移民集群化现象成因探析

非法移民活动作为非正常的国际移民行为,扰乱了一个国家正常的出入境秩序。无序的非法流动给社会和国际交往造成了巨大的负面影响,不仅可能使偷渡者付出生命的代价,而且损害了国家的形象。在此,以福建沿海某些地区的非法移民问题为例,结合越轨社会学中的相关理论,从社会学视角,对该地区集群化偷渡行为产生的原因进行分析。     

跨国公司转移定价及我国的税制对策

在我国的许多跨国公司滥用转移定价,以实现其市场目标。这不仅给我国带来了巨大的税收损失,而且也破坏了公平的税收环境,给中国的正常经济活动造成了很大的利益损失。这就要求中国政府必须有效地防范外方投资者利用转移定价避税。     

Ethnic outbidding and nested competition: Explaining the extremism of ethnonational minority parties in Europe

The classical outbidding model of ethnic politics argues that democratic competition involving ethnic parties inevitably leads to ethnic outbidding where parties adopt ever more extreme positions. However, recent small‐N studies show that ethnic outbidding is only one of a range of strategies available to ethnic parties. This article seeks to explain why some ethnic parties are extremist, whereas others adopt moderate positions. Drawing on the ethnic outbidding and the nested competition model of ethnic party competition, it is hypothesised that the ethnic segmentation of the electoral market, and the relative salience of an ethnically cross‐cutting economic dimension of party competition, account for the varying degrees of extremism. Hypotheses are tested drawing on a novel, expert‐survey‐based dataset that provides indicators for the positions of 83 ethnonational minority parties in 22 European democracies in 2011. Results of ordinary least squares and two‐level linear regressions show that as the economic dimension gains importance, parties become more moderate relative to the party system mean. The electorate's ethnic segmentation has a positive effect on extremism, but this effect is not significant in all models. Contrary to expectations, higher ethnic segmentation of the party system is associated with more moderate positions in the majority of the estimated models.     

经济全球化背景下跨国公司制度创新的特点及分析

上世纪90年代以后 ,全球各大跨国公司所处的经济环境发生了质的变化 ,对企业而言交易成本不再是衡量其效率高低的关键因素 ,以隐性形式存在的机会成本反而更具有说服力 ,它直接反映了企业潜在收益向现实收益转化的能力。经济全球化在促进世界经济增长的同时引发了一系列的社会动荡和不安。外部的压力和社会的期望促使跨国公司承担起更大的社会责任 ,使得企业必须进行一些相应制度安排的调整。     

Multinational cooperation: building capabilities in small air forces

European air power is represented by a variety of air forces, each equipped with different capabilities and facing different limitations. Developing the former and making up for the latter requires resources and finances and is not always possible within a national capacity. It may be particularly problematic for smaller air forces, especially with the trend of shrinking defence budgets and increasing costs of the newest technological achievements. This article investigates the idea of multinational cooperation in Europe as a way to make up for these shortfalls and build collective European capabilities. In doing so, it focuses on two states, namely Poland and Sweden as examples of small air forces. By choosing these countries as case studies it also provides an opportunity to investigate the different forms of multinational involvement existing within and outside a major military alliance, namely NATO. The article explores the participation of the Polish and Swedish Air Forces in several multinational initiatives and investigates how such involvement increases (or not) their capabilities.

"独立实体原则"与"单一企业原则"是跨国企业集团破产的两种处理方法。"独立实体原则"坚持集团各实体结构独立、责任独立;"单一企业原则"将整个集团看作一体。两种方法在不同类型的跨国企业集团破产中都发挥着自身的作用。     

Japan’s new role in peace-building missions

Japan’s policy towards peace operations has been in a state of evolution. One of the issues on its peace operations policy was that the Japanese Government tended too much attention to possible tasks involving the Self Defense Forces (SDF). However, the Japanese society should consider the possibility of its participation in peace operations in the wider framework, such as multifunctional peace-building missions. In fact, the concept of peace-building is compatible with UN Millennium Declaration in 2000, and the Japanese Ministry of Foreign Affairs also recommends that peace-building should be included as one of the priority issues in Japan's new policy on Official Development Assistance (ODA). Meanwhile, Japan will be required to participate in peace-building with the framework of multinational forces as well as the United Nations in the current post-9/11 era, such as its current mission in Iraq.     

中央群团改革视域下地方妇联购买服务的实践逻辑及其理论扩展--基于对上海H区的经验观察

作为党密切联系群众、促进社会整合的重要抓手,各级妇联组织在中央群团改革精神指引下展开了一系列改革实践。本文以上海市H区妇联的改革实践为例,在对既有理论加以反思的基础上,立足群团组织的核心属性尝试构建一种以"中间领域治理"为核心特点的分析框架,以揭示H区妇联改革实践的行动逻辑与实践策略。研究发现,在向社会力量购买服务的实践中,H区妇联通过规范化制度、专业化方法、多主体联动、长效化机制等行动举措,推动了妇联传统服务模式的转变、组织属性的重塑以及服务群众能力的提升,形成了一种"群团借道社会"的实践逻辑,通过联同社会力量促进了个体与国家之间组织通道的再造。本案例对当下深化群团组织改革具有实践价值与参考意义,既是对十九届四中全会强调的构建社会治理体系和治理共同体的积极响应,也提供了一种深化群社协同共治、推动国家治理体系和治理能力现代化的策略机制。     

跨国企业食品安全与社会责任担当探析

从2006年美国的毒菠菜事件到2007年染毒点心事件,再纵观中国毒奶粉和肉制品食品安全事件,食品安全问题所呈现出的企业社会责任感的弱化再次引起公众的关注。企业社会责任在20世纪20年代由美国欧利文.谢尔顿首次提出。此后,美国和英国司法机构相继制定了利益相关法,以促进企业承担社会责任。本文认为,在经济全球化的背景下,跨国企业更好地承担社会责任,更好地进行法律规制,对于实现企业的长远利益具有积极的推动作用。
