Since municipal service delivery is a challenge facing many municipalities in South Africa, this paper reports on a study conducted among a convenience sample of managers and employees from the Revenue and Customer Relations Management department of a major metropolitan municipality in South Africa, to address the aforementioned problem. The findings reveal that empowering leadership is strongly correlated with employee work effort, performance and improved service delivery. On the practitioners’ side, the important mediating role of employee work effort and employee performance in the “empowering leadership–improved service delivery” relationship in South Africa’s public sector is also highlighted. 相似文献

This is an exploratory study of re-politicisation of municipal companies in one Norwegian municipality. Unlike re-municipalisation, which seems to imply the reversal of privatisation and out-contracting, and the reinstitution of municipal ownership, the Norwegian case demonstrates a continued adherence to the provision of certain public services through municipal companies. However, our study reveals increasing re-politicisation, especially with respect to board composition. The mechanisms behind this process seem first and foremost to be a post-new public management (NPM) response (re-centring) combined with efforts of rebalancing NPM-inspired solutions without changing them in any fundamental way (learning from experience). 相似文献

While structural reform by means of municipal mergers has been employed in many different countries, council consolidation has been especially marked in Australian and Japanese local government. This suggests that much can be learned by examining amalgamation through the analytical prism of comparative analysis. In this article, we investigate structural reform through municipal amalgamation in Australian and Japanese local government by examining the aims of amalgamation, the methods employed by public policy makers and the outcomes which were achieved. The extant literature has offered two competitive implications of revenue diversification: revenue stabilisation and fiscal illusion. Stabilisation helps governments have less revenue volatility, while fiscal illusion expands tax burdens through the increase in expenditure. The competitive views on revenue diversification leave a niche to explore the association between revenue diversification and debt levels in local governments. We estimate the static and dynamic effects of revenue diversification on both short-term and long-term debt levels in 150 fiscally standardised cities. Our findings show that local governments with greater revenue diversification are more likely to reduce short-term debts while expanding long-term debts. The findings imply that a stabilised revenue structure helps local governments better manage operational budgets but also invest in capital projects with greater debt capacity. 相似文献

This paper examines the 15-point agreement on normalization of relations between Kosovo and Serbia. Two mainstream discourses have prevailed since the agreement was ratified by both countries: on one hand, the Government of Kosovo has branded this agreement as historic, given the fact that in the last century no agreement has ever been reached between Kosovo and Serbia. On the other hand, Kosovo's political opposition has critiqued this agreement stressing that the 15-point agreement devastates Kosovo's statehood. Beyond both extreme stances, we argue that an enhanced autonomy for four northern Serb municipalities ought to be seen as a tool for integration, rather than disintegration of Kosovo statehood. This paper concludes that the dialogue between Kosovo and Serbia as a top-down arrangement lacks transparency, and this might jeopardize the achievements reached through this process. Moreover, the EU position should be clearly articulated that redrawing and rearranging the borders of Kosovo and Serbia might overturn the EU's and USA's immense investments in stability, peace, and prosperity in the Western Balkans. 相似文献

After decades of being one of the most loyal and reliable sources of PRI electoral votes, rural Mexico has become the arena of partisan political competition. The increasing political party rivalry in rural areas is not only related to a legal or formal institutional transformation at the national or sub-national level but to the ejido endogenous reconfiguration. Today local interest groups and supporters of opposition political parties are challenging the once hegemonic ejido authority, associated with the PRI regime, which since 1930 has ruled most Mexican rural villages. The ejido as a political institution is yielding many of its political functions to the empowered municipal government. As I will show in this paper, a major transition in rural Mexico is well under way, moving from agrarian toward municipal governance. The new political order challenges the ethnic and territory boundaries associated with the ejido rule forged in rural Mexico during the post-revolutionary era. 相似文献

Local governments default on bonds when they fail to comply with the monetary and nonmonetary aspects of the debt contracts. Analyses of defaults have relied on reports from credit rating agencies, which include only rated bonds undergoing monetary defaults. Using a unique and comprehensive dataset of defaults, we examine all general-purpose government defaults from 2009 to 2015 and find defaults to be more common than previously reported. We present a typology of defaults and characteristics of defaulted bonds. Most defaults occur among nongeneral obligation bonds and did not affect the yield of future, unrelated credits of the same issuer, providing support to the credit segmentation hypothesis. 相似文献

AbstractFrom a democratic perspective, the replacement of government or parliament by a public manager to enforce budget discipline marks a serious intervention. Transferred to the local level, the replacement of the mayor and the council in three German municipalities by a state official (a so-called state commissioner) in recent years has raised questions about the legitimacy and adequacy of such a strong interventionist instrument. One crucial answer to be given to this legitimacy issue concerns effectiveness, in other words whether the instrument can fulfill its designated task by improving the local fiscal situation since the fiscal success of the commissioner is a basic prerequisite for legitimacy. By using a time-series approach of the synthetic control method (SCM) and constructing a synthetic comparison case to the town of Altena, an answer regarding the commissioner’s potential to reduce the short-term debt can be given. The commissioner was successful in limiting the debt increase and seems to have reversed the debt trend. This finding supports the effectiveness of rather hierarchical instruments for ensuring fiscal discipline at the local level and thereby adds to broadening the international public management literature on municipal takeovers. 相似文献
