科技创新助推生态旅游可持续发展——以丽水市为例

丽水市发展生态旅游优势明显、成效显著,但也存在项目缺乏特色、核心景区匮缺等困难,而科技在旅游产业中发挥着重要作用,可以改变旅游者的消费方式、提高旅行社的工作效率、丰富景区景点的内涵。所以,借力科技助推丽水生态旅游发展非常必要,要依靠科技创新旅游产品,丰富旅游市场;挖掘特色旅游,改进发展模式;打造智慧旅游,带动消费需求;保护生态环境,实现持续发展。     

经济全球化、人的安全 与治理

人的安全是人的发展之重要条件，它包括经济安全、食品安全、健康安全、环境安全、人身安全、社区安全和政治安全等七个方面的内容。目前的经济全球化加剧了人的不安全性，具体表现在全球性生产、人口迁徙、生产的新模式、传统领土安全与人的安全之间的资源竞争、相互依赖与领土主权原则之间的冲突，对人的安全带来了负面影响。在经济全球化条件下，各国难以单独有效地应对人的安全的难题，在人的安全治理上不仅需要国家的治理结构，还需要一个以人的发展为原则的全球治理结构。面对人的安全，全球治理结构应该具有以下特征：以合作姿态来帮助相关国家解决人的安全问题，而不是作为超国家主体干预发展中国家；它是一种经济、社会的全面治理结构，而不是一种单纯的安全结构；治理的原则应该是以人为本。但是，目前由于全球治理中的“民主赤字”使得在全球范围内的治理效果不彰。要改善人的安全的治理结构必须首先在世界范围内减少“民主赤字”。

创新是改造世界的实践 ,创新的是与否、利与害要通过实践作出检验与评价 ,通过创新活动的结果与效应作出判定。创新检验要从客观效果与事物本质出发 ,创新评价要有全面的、长远的标准。实践表明 ,创新带来了生产力的革命 ,为人的发展创造了条件 ,但创新也有其双重效应。

旅游演艺作为文旅融合的生动样本,承载着一方文化底蕴的同时更是提升了旅游体验。文章基于舞台真实性理论,探讨了"坐妹"从侗族民间习俗到旅游演艺的活态演变。东道主将自身熟知的文化习俗搬上舞台,通过对建筑、服饰、语言、乐器、场景、场地和人物等要素的细致刻画和摸索创新尽可能地还原了文化本身,游客也能从这些细节中窥探其"真实性",游客对于真实性感知往往会影响其旅游体验。舞台真实是来源于现实生活中的真实,民族文化舞台化其实就是一种文化基因的传承和表现方式的创新。     

Divided we Fall: Division Within the National Partisans of Vidzeme and Latgale,Fall 1945

Heinrihs Strods has shown that Latvia's national partisans were defeated primarily because of the overwhelming military odds they faced, but he added a secondary cause–the lack of unity in their ranks. This article explores the causes of such disunity and suggests that Björn Felder is right to see a blurring of ideological divisions as the Second World War came to an end; however, even at the height of summer 1945 there were some signs of tension, and as the likelihood of foreign intervention waned, fundamental tactical disagreements developed, disagreements which reflected different political pasts and differing visions of Latvia's future.     

Does multiple office-holding generate an electoral bonus? Evidence from Belgian national and local elections

Traditionally, scholars have assumed that multiple office-holding (i.e. the combination of a local and national directly elected political mandate) leads to an enhanced electoral performance. Although the prospect of electoral benefits for such a mandate combination seems plausible, it remains unclear whether accumulating a national and local mandate does indeed provide an additional boost compared to holding either one prior to the election. Previous studies have only offered limited support for this assumption. For instance, they have focused exclusively on French national elections. This article, however, scrutinises whether dual mandate-holding pays off individually, for the candidate, as well as collectively, for the list as a whole in both Belgian national and local elections. The results here strongly suggest that cumul des mandats does not yield an additional electoral reward compared to single office-holders, contradicting both theoretical presumptions and normative beliefs.     

Climate change policy discontinuity and its effects on Australia's national electricity market

Australia's National Electricity Market (NEM) became unstable in 2016/2017 after 20 years of consistent performance. The South Australian grid collapsed on 28 September 2016 – Australia's first black system event since 1964. Wholesale prices in the region trebled to $120+/MWh; soon after Hazelwood power station announced its exit with just 5 months’ notice. The problem spread as prices elsewhere doubled to $89/MWh from a long‐run average of $42.50. The NEM is experiencing a supply‐side crisis. Consistent with the requirement to decarbonise the system, aged coal‐fired generators are exiting but decades of climate change policy discontinuity has frustrated the entry of new plant. Long‐dated capital‐intensive asset industries like electricity supply anticipate a conventional policy cycle. What they have experienced instead is consistent with garbage can theory. Policy clarity may be emerging for only the second time in two decades. As with the NEM, its durability will depend on cooperative federalism.     

Government Promotion of Corporate Social Responsibility: Evidence from the EU Eco‐Management and Audit Scheme

Governments play an active role in promoting corporate social responsibility and specifically environmental management system (EMS) programs, but few studies have examined the impact of such support on the decision of businesses to adopt EMS programs. We ask two questions in this paper: how does government support for EMS programs affect adoption of such programs? Second, what effect does this government support have on the pace of adoption of such programs? The answer to the first question can reveal how effective government programs are in boosting membership in EMS programs. The answer to the second reveals to what extent businesses within EU member states are converging upon particular EMS standards. We examine these questions in the context of the European Union’s Eco‐Management and Audit Scheme (EMAS), 2010–2014. There is significant variation in government support of EMAS across the EU and at the same time, EMAS competes for business attention with the more established ISO 14001. Our quantitative and qualitative analyses therefore reveal the effectiveness of government programs in boosting adoption, but also to the extent to which such programs cause convergence upon EMAS in the face of a competing standard such as ISO 14001.
