Letter from North Haven … Or What the President Should Do Next

Letter from North Haven is an essay on American national identity that shows the depth of small town mentalities in American life—no matter that that life is mainly urban and industrial. We move from Chicago School sociology to the Catcher in the Rye; from Bob Dylan to Steven Spielberg; from Jacksonian Democracy to the Tea Party movement. The essay ends by using the example of politics in North Haven, Maine, to call upon the President to revive his campaign by explaining America's problems in the plain style and tangible context of small town USA.     

Public Managers as the Missing Variable in Policy Studies: An Empirical Investigation Using Canadian Data

The article draws on survey data from a 2007–09 study of Canadian policy analysts to assess several propositions concerning the role of public managers in policy‐making. It is argued that little is known and much taken for granted concerning the role public managers play in policy making. The discussion begins with a conceptual discussion of the nature of policy advice systems in modern governments and situates public managers among the range of actors who affect different stages of policy making activity. Propositions derived from this conceptual discussion are then subject to empirical analysis using a large‐n 2007–09 Canadian federal, provincial, and territorial dataset.

论20世纪40年代中国共产党的是主立国思想

中国共产党自“二大”提出建立民主共和国的主张以来,就一直致力于将马克思主义的民主思想与中国革命的实际相结合,在实践中创造性地发展了马克思主义的民主学说,创立了民主立国思想。主要包括民主建国论,代表式的民主体制和自治性的民主治理结构的构想,以及民主立国的原则与框架的创设等。这些思想作为中国共产党集体智慧的结晶,为新民主主义的胜利和中华人民共和国的建立奠定了坚实的理论基础。在今天。它仍有重要的政治导向意义,是当代中国民主政治发展中宝贵的思想资源。

Greening Constitutions with Environmental Rights: Testing the Isomorphism Thesis

Why do some countries have constitutional environmental rights while others do not? In this paper, I conduct statistical analyses to respond to this inquiry. Through studying the impact of intraregional constitutional design, I aim to understand why states adopt environmental rights. I argue that regional isomorphism—i.e., the tendency among states within a region to converge on certain policies—may explain the trend toward constitutionalization of environmental rights. In this paper I (1) define and provide historical background on environmental rights, (2) describe theories which support regional isomorphism as a means of explaining the adoption of constitutional environmental rights, and (3) conduct statistical tests to determine the validity of the regional isomorphism thesis. I find that the enactment of constitutional environmental rights within a region does not increase the likelihood that another state within the same region will include environmental rights within its constitution.

《著作权法》第三次修改是国情巨变的要求

为了应对时代的挑战和国情的巨变,著作权法第三次修改工作已经拉开序幕。要进一步推进著作权制度的改革和发展,就必须将之放在我国甚至全球政治、经济、文化等社会大环境和我国著作权司法发展大背景中来考量,秉承积极、稳妥、科学和理性态度,正确处理好技术进步导致的经济关系变革、市场经济的要求和文化发展等重要问题之间的关系,努力实现权利保护、作品传播和正当使用之间的协调和平衡。如此,方能构建起完善的著作权法律体系,培育国民对知识产权的普遍信仰。

The Baltic German politician and political thinker Paul Schiemann (1876–1944) is widely recognized as the most prominent defender of liberalism in the Baltic states during the interwar period. However, his liberal ideas have rarely been interpreted in their own right. This article explores the main presuppositions of Schiemann's liberalism: his conceptions of individual freedom, democracy, and cultural development. Although Schiemann's main intentions are liberal, his theory of the anational state includes significant Marxist elements, which call into question the potential of the democratic state. In my conclusions, I will argue that Schiemann's ideas still have theoretical relevance, which must be further explored in the context of contemporary liberal theory.     

A Century After: The ‘Great DIET of Vilnius’ Revisited

The Vilnius assembly of December 1905 in Vilnius, the so-called ‘Great Diet’, is now seen as a watershed in the history of the Lithuanian national movement. The event was the culmination of socioeconomic changes as well as the growing assertiveness and political diversity of the Lithuanian national movement. The assembly radicalized village politics and encouraged the Lithuanian intelligentsia to formulate a vision of a future Lithuanian political entity. One enduring consequences of the Great Diet was increased acceptance of the idea of an independent state in which ethnic Lithuanians would assume the dominant role within a multinational framework.
