社区矫正法律监督与社会管理创新

刑法修正案（八）中规定,对判处管制、缓刑以及假释的罪犯依法施行社区矫正,这是社区矫正首次写入我国刑事基本法律之中,是我国刑罚执行制度发展改革和社会管理创新的一件大事,标志着社区矫正法律制度的确立,这将推动我国社区矫正工作依法规范发展,也将为社区矫正法律监督与社会管理创新工作提供广阔的空间。面对新形势,社区矫正法律监督工作存在良好的发展机遇,同时也有很多问题值得我们深入研究和探讨。     

The Lion and the Eunuch: National Identity and the British Genius

The Lion and the Eunuch challenges the failures of British politicians to adequately understand the complexities, and the subtleties, of British national identity, and goes on to define it for them. It also explains reasons for our current confusions over who we are in the world. In 1940 Orwell wrote The Lion and the Unicorn as a rallying cry for a richly identifying country that was still able to imagine itself, and re‐imagine itself, as the need arose. This essay suggests that without a radical change of government policy and thought, that power will continue to decline with far reaching consequences for the peoples of these islands.     

Letter from North Haven … Or What the President Should Do Next

Letter from North Haven is an essay on American national identity that shows the depth of small town mentalities in American life—no matter that that life is mainly urban and industrial. We move from Chicago School sociology to the Catcher in the Rye; from Bob Dylan to Steven Spielberg; from Jacksonian Democracy to the Tea Party movement. The essay ends by using the example of politics in North Haven, Maine, to call upon the President to revive his campaign by explaining America's problems in the plain style and tangible context of small town USA.     

高等教育内涵发展之研究

高等教育的内涵发展要求培养出以质量为核心,创新精神与创新能力为目标的,适应社会发展需求的高素质人才。在这一形势下就要求高等教育在教学、科研以及社会服务三方面更新观念,明确方向及抓稳质量。通过发展高校特色专业,改变课程模式,增强师资队伍建设以及注重实践基地的建设以逐步实现高等教育内涵发展。     

技术创新资源对技术创新绩效影响的实证研究

本文从创新资源的角度分析了我国52个国家高新区研发经费投入和人员素质水平对技术创新绩效的影响。基于2005-2007年三年的面板数据,我们发现,研发经费投入对高新区技术创新绩效具有正效应,而人员素质水平对其具有负向影响;同时研发经费投入和人员素质水平会交互影响技术创新绩效。     

浅议食品安全问题对国家安全的危害

食品安全关系国计民生。认识食品安全问题的危害,从国家安全、民族存亡的高度对食品安全重要性达成共识,堵死食品安全事件借口,共筑食品安全的思想防线,是解决食品安全问题的前提。     

Public Managers as the Missing Variable in Policy Studies: An Empirical Investigation Using Canadian Data

The article draws on survey data from a 2007–09 study of Canadian policy analysts to assess several propositions concerning the role of public managers in policy‐making. It is argued that little is known and much taken for granted concerning the role public managers play in policy making. The discussion begins with a conceptual discussion of the nature of policy advice systems in modern governments and situates public managers among the range of actors who affect different stages of policy making activity. Propositions derived from this conceptual discussion are then subject to empirical analysis using a large‐n 2007–09 Canadian federal, provincial, and territorial dataset.     

公安机关突发事件应急管理机制创新

社会管理创新是政法工作三项重点工作之一,应急管理是公安机关政府职能的重要组成部分,公安机关应在新形势下运用新的管理理念和管理模式对应急管理进行创新,具体包括：首先在理念上,要从政法思维主导转向意识形态思维主导;其次要加强社会管理体系建设,增强社会管理合力;再次是整合管理资源,改变传统警务模式;最后要加强信息化建设,促进警务工作现代化。     

落实“三结合”,创新青年思想政治工作

把知识和品德修养结合,把创新和社会实践结合,把全面发展和个性发展结合,是胡锦涛总书记对当代青年的殷切希望。要落实"三结合",必须改进青年思想政治工作,增强青年工作吸引力与向心力,提高青年工作的实效性与科学性。在分析青年思想政治工作面临的挑战的同时,提出创新青年思想政治工作的机制、途径、方法、形式、队伍建设的意见与建议,以期增强新时期青年思想政治工作的实效性。     

贵州民族体育旅游产业现状与发展对策

采用实地考查、专家访谈、文献资料等方法,对贵州民族体育旅游产业现状进行调查研究。结果表明:贵州是中国西部高原的多民族省份,有着丰富的旅游资源和得天独厚的自然环境优势,对民族体育旅游产业具有较大的发展空间,经济发展滞后和产业文化意识观念落后是制约贵州民族体育旅游产业发展的最主要、最根本的因素。贵州民族体育旅游的发展,要以西部大开发为契机,以多彩贵州为载体,以生态体育旅游为发展模式,以2011年承办全国少数民族运动会为杠杆,推进民族体育旅游产业的快速、高效、健康发展,使旅游产业成为贵州国民经济新的增长点,从而实现贵州旅游强省的奋斗目标。
