中国社会政策转型与国家角色的转变

文章借助蒂特马斯对社会政策“三分法”的划分方式，分析了自改革开放以来中国社会政策体系的变迁过程及其中国家角色的转变轨迹。文章发现，由于时代背景、执政理念和政府财政能力的不同，社会政策经历了从制度再分配模式向剩余式模式的转变，并正在朝一个国家、市场、社会和个人多元承担的社会福利责任体系转型。在这一过程中，国家角色经历了从撤出再到回归的过程。     

新加坡工会工作借鉴

新加坡工会通过建立与政府的共生关系和与资方的伙伴关系,在积极参与三方协商、依法开展集体谈判、适时兴办经济实体、全力做好会员服务等方面,发挥了重要作用。其成功经验,对我国当前进一步创新工会工作,具有启示意义和借鉴意义。     

近年来总体国家安全观研究述评

总体国家安全观是适应新时代历史方位的新型国家安全观,自提出以来就受到学术界广泛关注。文章从总体国家安全观的内容构成、主要特征以及实践路径三个角度着手,对已有研究成果进行了系统梳理和分析,探索既有研究的特征和优势,同时也指出存在的薄弱环节和不足之处。未来的研究应完整梳理总体国家安全观理论体系、深挖科学内涵,着眼中国特色、细化主要特征、关注制度建构、探索协同实践,从而为国家总体安全工作的进一步发展提供更有力的理论支持。     

警事治理:国家警事社会化的新定义

治理理论对国家与市民社会关系的认识思路是国家和市民社会相互"型塑"达致社会公共事务管理的"善治"。在国内外警务战略模式变革中成为潮流的"国家警事社会化"战略,是指在警察机关专业警务活动的同时,动员社会组织和社区公众共同参与防控违法犯罪、维护社会治安秩序活动的过程。显然,"国家警事社会化"寻求警察与社会组织及社区公众的互动合作基础上公共安全管理的改善。因为警察与国家的对应、社会组织及公众正是市民社会的具象,所以可以用治理理论作为分析"国家警事社会化"的框架,并将其定义为"警事治理"。     

Toward Subnational Comparative Cultural Policy Analysis: The Case of Provincial Cultural Policy and Administration in Canada

Comparative policy analysis is an underdeveloped field of study in Canadian policy scholarship at the national and subnational levels. Cultural policy research is also underdeveloped in Canada, particularly at the provincial level. This article aims to contribute to the development of subnational comparative cultural policy analysis by assessing the analytical value of utilizing national-level cultural policy approaches as referents for provincial comparative analysis. We develop four main approaches to cultural policy and administration—the French, British, American, and hybrid (mixed) approaches—and explore their applicability to analyzing the origin and evolution of cultural policy and administration in five Canadian provinces. The article draws on a recently concluded three-year national study of provincial and territorial cultural policy and administration codirected by authors Gattinger and Saint-Pierre.     

Quasi-National European Identity and European Democracy

Democracy may well be the primary virtue of political systems. Yet European politics is marked by a democracy deficit that will not disappear spontaneously. While legal and political theory on this issue is dominated by supporters of civic institutionalism and constitutional republicanism, liberal nationalists seem to be split. They justify the civic nationhood of member states, but they shrink away from the idea of a European people. This essay claims that a quasi-national conception of European identity can be conducive to the rise of a democratic political union of Europe. It discusses the mechanisms and rules for Europeanization of the sense of equal dignity and solidarity. This approach to supranational identity is explicitly instrumental and orientated towards the long run. However, the main liberal objections against it can be countered.     

Thoughts on Juvenile Justice Systems and Research

This article updates comments published in this journal in 1994 about the nature of the American juvenile justice system, which laid out reasons that it might not serve as a useful model for other nations. Since that time, the US system has moved further right towards the justice model and away from the welfare model. Individualistic philosophies and political conservatism have combined to produce a more adult-like and punitive juvenile system, applied to increasing numbers of minors and to increasingly younger minors. Successful demonstrations of community absorption or treatment have been too few to balance the rightward direction. European scholars are urged to undertake increased studies in two critical areas: (1) the nature, functions, and comparative differences in their juvenile justice systems, and (2) the nature of local communities and their contributions to patterns of delinquency.

近年来,广州青年公益组织发展迅速,青年参与公益活动的意识与行为盛况空前.这些开放、创新、倡导公益的社会组织凝聚了大批青年,是当代青年群体再组织化的重要方式.研究主要采用定性的个案访谈与文献资料分析方法,结合当前的时代特征,初步阐释在“陌生人社会”背景下,广州青年公益组织成立的起源、宗旨使命以及组织特征等,多角度剖析广州青年热衷参与公益组织与公益行动的原因,期望通过青年再组织的路径探析一窥社会再组织化的发展方式.

国家高新区是落实创新驱动发展战略,加快科技创新和产业化,引领我国经济高质量发展的重要载体。通过对河北省国家高新区发展质量的分析,发现存在诸多短板和弱项,仍处于发展规模壮大与发展质量提升并重的关键阶段。“十四五”时期,要牢牢把握“创新驱动发展示范区和高质量发展先行区”的功能定位,从创新、创业、产业、开放、绿色、治理等领域全面发力,以创新驱动为基本路径,以高端创业为内在要求,以产业高端化为坚实支撑,以深度融入双循环格局为必由之路,以绿色发展为必要条件,以治理现代化为重要保障,全方位构建高新区高质量发展系统,以期为其他省区国家高新区高质量发展提供实践参考。

提升国家文化软实力是赢得新形势下国际竞争的重要战略任务。文化软实力的提升有赖于卓有成效的对外宣传。文化构成了对外宣传的内容和背景,对外宣传又体现和张扬着文化。文化软实力在对外宣传中发挥效力,扩大影响,对外宣传也因文化软实力而丰富和生动。必须充分认识二者的关系,准确把握文化软实力视域中对外宣传面临的问题和挑战,在文明对话与交流中,形成对外宣传新格局,消除文化差异带来的误解,提升文化国际影响力。
