Interventionary order and its methodologies: the relationship between peace and intervention

Abstract

¹Recently there have been calls from policymakers around the world for practically engaged research to produce evidence-based policy for peace, security and development. Policymakers aim to align three types of methodological approaches to knowledge about peace, security and development in international order: methodological liberalism at state and international levels, aligned with ‘methodological everydayism’ in order to constrain methodological nationalism. Policy operates through broad forms of intervention, spanning military, governmental and developmental processes, which scholarship is expected to refine. Critical scholarship is sensitive about the subsequent ‘interventionary order’, often connecting methodological everydayism with global justice frameworks rather than methodological nationalism or liberalism.

Sir Philip Mitchell, later colonial governor of Uganda, Fiji, and Kenya, responded to Malinowski’s claims [that the British government needed the support of anthropologists] with great scepticism, emphatically expressing a preference for the ‘practical man’ rather than the scientist.²     

Can We Blame it on Rio?

The Rio de Janeiro Olympic Games were the last major sporting event in a decade‐long cycle in the Brazilian metropolis. In the years leading up to the Rio 2016 Summer Olympic Games, the city's urban planning agenda was captured by the exogenous demands of hosting the quadrennial spectacular. This capture has exacerbated four tendencies that will pertain in Rio de Janeiro for the foreseeable future: consolidation of consumer sovereignty, restructuring of urban circulations, financialisation of urban territories, and securitisation of exception.     

The Alexander memorandum

ABSTRACT

British officials knew a good deal about the upsurge in malignity following the terrible euphoria of the Anschluss in March 1938. Word even reached a British consul working under Sir Frederick Leith-Ross in China. Alexander made his way from the Far East to Germany, the place where he had spent contented days as a student, in order to negotiate the release of a Jewish friend from Dachau. Negotiations were progressing nicely until they were interrupted by the outburst of destructive fury against Germany’s Jews in November 1938. As talks faltered in a febrile atmosphere of Jew-hatred, Alexander used his connections to gain access to a member of the Nazi aristocracy. The British diplomat got more than he bargained for. The senior Nazi made a shocking proposal. He outlined an incredible scheme that, he claimed, would lead to permanent peace between Germany and Britain. His plan uncannily presaged details of the Final Solution three years before its implementation. This information quickly made its way back to London and indeed to the British Foreign Secretary himself, Lord Halifax. So, how would the Foreign Office react? Wallis’s article tells the story of a forgotten memorandum, one that challenges whether theories concerning the limits of the British imagination are sufficient to explain British inaction in the face of massive anti-Jewish persecution and violence.     

Migration Pessimism and the Subjective Well‐Being of Migrant Households in Mexico

A new migration pessimism argues that the economic benefits of international labour migration for migrant households may not justify the social costs. This article provides a test of this argument based on the author's survey of 304 households in Jerez municipio (municipality), Zacatecas, Mexico, in 2009. The results indicate that active households (those with at least one migrant abroad) perceived their economic situation to have improved more, but both their social cohesion and their happiness to be less than those of non‐active households. Social cohesion (family unity and maintenance of values) is shown to be pivotal in the happiness differential enjoyed by the non‐active households.     

Fingerprint error rate on close non‐matches

The accuracy of fingerprint identifications is critically important to the administration of criminal justice. Accuracy is challenging when two prints from different sources have many common features and few dissimilar features. Such print pairs, known as close non‐matches (CNMs), are increasingly likely to arise as ever‐growing databases are searched with greater frequency. In this study, 125 fingerprint agencies completed a mandatory proficiency test that included two pairs of CNMs. The false‐positive error rates on the two CNMs were 15.9% (17 out of 107, 95% C.I.: 9.5%, 24.2%) and 28.1% (27 out of 96, 95% C.I.: 19.4%, 38.2%), respectively. These CNM error rates are (a) inconsistent with the popular notion that fingerprint evidence is nearly infallible, and (b) larger than error rates reported in leading fingerprint studies. We conclude that, when the risk of CNMs is high, the probative value of a reported fingerprint identification may be severely diminished due to an elevated false‐positive error risk. We call for additional CNM research, including a replication and expansion of the present study using a representative selection of CNMs from database searches.     

A novel chitosan/tripolyphosphate/L‐lysine conjugates for latent fingerprints detection and enhancement

Most chemical and physical methods employed in visualizing latent marks have shown detrimental effects on human health and, therefore, some research groups have directed their attention to the utilization of various (bio)polymers with the aforementioned purpose. Although chitosan is widely used in medicine, pharmacy, food, and drug delivery systems, there are very few studies that address this biopolymer utilization in forensic applications, such as the detection of latent fingerprints. We used chitosan crosslinked with sodium tripolyphosphate and conjugated with L‐lysine to enhance the visualization of latent fingerprints, due to its ability to interact with fingerprint sweat residues. These conjugates were prepared using different (w/w) amounts of chitosan and tripolyphosphate (6/1; 4/1; 1/1; 1/4; and 1/6), and those with the most promising results (i.e., 6/1 formulation) were investigated in detail. Fourier transform infrared (FT‐IR) spectroscopy confirmed interactions between components of the systems. Optical microscopy and scanning electron microscope (SEM) analysis showed that prepared powder formulations were uniform in size and confirmed that chitosan/tripolyphosphate/lysine conjugates bind easily to the sweat and lipid residues present in the latent fingerprints. The testing of prepared conjugates demonstrated the potential of these systems as bio‐based powder substitution for commercially available powders.     

Faster and as Satisfying: An Evaluation of Alaska's Early Resolution Triage Program

The Alaska Court Early Resolution Program (ERP) addresses many issues – self‐representation in divorce and custody cases, triaging to determine the appropriate resolution approach, the importance of early intervention and the desire to use a simplified process and a problem‐solving approach. This article reports on an evaluation of the Anchorage ERP. It found different outcomes for ERP cases that settled than comparable cases that proceeded on the regular trial process track with respect to the following outcomes:

• time to disposition,
• number of staff processing steps and associated completion time, and
• number of motions to modify filed within two years of the disposition.

     

The March Towards Post‐Democracy,Ten Years On

Events since I published my book Post‐democracy in 2004 suggest that democracy continues to decline in effectiveness in those parts of the world where it has been most strongly established. The global financial crisis, the consequent euro crisis, the likely shape of a Transatlantic Trade and Investment Partnership (TTIP) and growing evidence of the political power of giant mass media corporations all suggest that the dominant forces in today's politics are not those of democratic will. Movements like Syriza in Greece possibly suggest a democratic reawakening, but that is too early to determine. Meanwhile, it is important also to be aware of democracy's limits, and to try to resolve the problem of post‐democracy by extending its reach beyond its competence.     

The Bifurcation of Politics: Two Englands

A dynamic of global economic development means that many countries are experiencing uneven development and their citizens are increasingly split between those who can access high‐skill jobs and those who cannot. As a result some citizens are living in cosmopolitan areas of growth and others in backwater areas of decline. There are emerging out of these processes two versions of England. In cosmopolitan areas we find an England that is global in outlook, liberal and more plural in its sense of identity. In provincial backwaters we find an England that is inward‐looking, relatively illiberal, negative about the EU and immigration, nostalgic and more English in its identity. This bifurcation of England is already having political effects, reflected in the outcome of the 2015 general election. It will further reconfigure politics over the next two decades, creating diverse political citizens and a complex array of challenges and dilemmas for governments, political parties, campaigners and political organisers.     

Liberal equality: political not erinaceous

Ronald Dworkin’s Justice for Hedgehogs defends liberal political morality on the basis of a rich account of dignity as constitutive of living well. This article raises the Rawlsian concern that making political morality dependent on ethics threatens citizens’ political autonomy. Thereafter, it addresses whether the abandonment of (erinaceous) ethical foundations signals the demise of Dworkin’s liberalism and explores the possibility of laundering his conception so as to facilitate a marriage between the political philosophies of Rawls and Dworkin. The article finishes by rebutting some objections Dworkin raises against Rawls’s account of public reason.
