Organizations can survive, let alone progress, only if they carry out meaningful transactions with society at large. This process requires they differentiate their “organizational being” to respond to clientele needs and/or user demands. The inherent problem is that these differentiated structures may become segmented into tightly closed systems, being in effect organizations within organization characterized by self-serving vested interests. Expediency becomes the operating rule. Segmentation is common to all societies, but it is especially prevalent in situations of decline.

Advanced in this discussion is that the segmentation process may be accelerated and consolidated by in-house training and education, and especially by those of a public management character. A plea is made for universities to become more actively engaged in (a) the preparation and placement of “quality” educated persons and (b) the search/development of new public organization.  相似文献

ABSTRACT

While the African Union's New Partnership for Africa's Development (AU/NEPAD) strives for both plurilateralism and regionalism, there are ideological and practical conditions that challenge the feasibility of a fully fledged regional integration institution in Africa. This article examines the AU/NEPAD in relation to Africa's ideological back-loading, while it explores how the programme reconciles Western-dominated economic plurilateralism with Africa's developmental regionalism. It highlights the ideological changes that helped with the modernisation of Western countries and how these developments become a challenge to Africa's economic development efforts. Africa has always been an ideological back-loader and a delayed integrator into global interdependence. During the mid-20th century, at the time Western countries (in particular Western European countries) were adopting regionalism, Africa was engaged in the same phenomenon for political and economic independence. While the economic crisis of the mid-20th century following the Second World War (WW2) enabled the industrialised countries to adopt embedded liberalism for socioeconomic development, at decolonisation Africa sought to espouse what turned out to be the dependency paradigm as the economic development strategy for Africa. In the 21st century, developed regions are transcending regionalism and gearing towards plurilateralism while most African leaders remain fixated in traditional regional integration on the continent. As the neoliberal ideology dominates the contemporary international political economy of the 21st century, albeit questionably, Africa's politico-socioeconomic realities are also premised on the same embedded liberalism. However, economic plurilateralism by industrialised countries with Africa challenges efforts towards regional integration on the continent. It would seem that the AU/NEPAD provides a viable compromise between developmental regionalism and economic plurilateralism on the continent.  相似文献

Abstract

The article argues that the primary purpose of education, both formal and non‐formal, is the development of interrelated and interdependent sets of human capacity to think, to know and to act by honing social consciousness or awareness, values and skills. Investing in education is therefore viewed as investment in the development of social capital that combines with material resources and other non‐material phenomena to produce goods and services, as well as a favourable spiritual environment for human sustenance and development.

Education in Africa needs a fundamental paradigm change which entails, among other things, focusing on confronting, with a view to correcting and departing from, hegemonic knowledge and knowledge systems that are predicated on racist paradigms that have deliberately and otherwise distorted, and continue to distort, the reality of who Africans really are. The article visits some of the terrains most in need of this change: contestations about the roles Africans and Africa have played in human civilisation during the four main historical periods to date: Africa's leadership as the cradle of humankind or the Naissance of Humanity; Africa's leadership in all fields of knowledge and human achievements at the beginning of modern civilisation up to about the fourteenth century AD; the fifteenth century AD to the present which marks the only period in human development when Africa and Africans have been dominated and marginalised by mainly European civilisation and its global projections; and, the emerging era of the renaissance of Africa and other marginalised peoples.

A model curriculum that requires supplementation by the specific characteristics of each country that adopts it is suggested as a step towards this paradigm change. This modest effort at constructing a model curriculum is informed by the understanding that all Africans and peoples of African descent need to possess some basic, shared common knowledge about Africa, the Diaspora and the world ‐ and to acquire critical approaches to contextualised learning.  相似文献

We examine the conditions leading social movement organizations to adopt consensus in their internal decision making. To do so, we look at organizations of the Swiss global justice movement, which puts the search for consensus at center stage. Our findings show that the ways in which social movement organizations take decisions and their vision of democracy more generally are not simply a matter of free choice by their leaders and members, but depend on certain organizational characteristics. The most important one is a small organizational size, which is a crucial condition for the adoption of consensus in internal decision making. This condition combines with another one pertaining to the cultural tradition of contention represented by the social movement family to explain consensus. In addition, our findings show that small, transnational organizations following inclusive participatory practices are also more likely to adopt consensus when they make decisions.  相似文献

Abstract

In this paper, we show that the principle of equal access in the French legal code and the explicit flexibility of the actual delegation contract concerning prices and responsibility for risk have created the conditions for an effective system of market based, auto‐regulation that maximizes community welfare while maintaining a fair return for the delegated firm. The system is market based because auto‐regulation occurs within price–profit interval over which delegation is acceptable to both parties. For the system to be effective, the threat to revoke must be credible and the conflict of interest between the mayor and the commune must be resolved.  相似文献

Abstract

This article examines state government spending patterns for capital projects during the late 1970s and early 1980s as a function of some of the institutional arrangements and procedural characteristics of state legislatures. The analysis is informed by the literature on distributive policymaking, which argues that lawmakers seek to send targetable benefits, such as capital projects, to their constituencies in pursuit of personal electoral benefits. Using a pooled, cross‐sectional time‐series approach, the authors find that states with a large number of seats in the lower chambers of their legislatures devoted a somewhat smaller portion of their state budgets to capital projects than did states with smaller lower chambers, ceteris paribus. Contrary to some log‐rolling models, the number of appropriations bills employed by a legislature seems to discourage capital spending, as does membership turnover in the upper chamber. This indicates that the capital budgeting process is not nearly as dominated by the executive branch as is commonly believed.  相似文献

This article examines the recent emergence of separatist, countercultural groups observing a disaster-prone view of the future shaped by variations of New Age religion. While these groups have not uniformly adopted violent strategies against outsiders, the 1995 Aum Shinrikyo case should alert authorities to the potential for violent activism that exists in some New Age collectivities during periods when the group is experiencing an episode of stress. Particular attention is given here to the psychodynamic shift which took place in a Montana-based New Age religious movement as its visions of a forthcoming earthly disaster mobilized the membership to prepare for a cataclysmic event. It is likely that law enforcement agencies will encounter more cases of millennial excitement in catastrophic New Age groups in the near-term future as the approach of the year 2000 stimulates the apocalyptic imaginations of these countercultural movements.  相似文献

This article argues that the breakdown of hierarchical structures in illicit organizations is creating new opportunities for criminals and terrorists to collaborate. The rise of networked organizations has given greater independence to criminals and terrorists who previously answered to a clear chain of command. These members are now willing to engage in operations that before had been off-limits because the leadership believed the activity would hurt the organization's broader mandate. The result is that a “leaderless nexus” is beginning to emerge between criminals and terrorists. The phenomenon has far-reaching and dangerous implications for U.S. security, and should be thoughtfully considered as lawmakers debate homeland security reform.  相似文献

Abstract

This paper examines the Friday prayer sermons delivered by Iran's new leadership to answer the question of whether Iran's Islamic fundamentalism has crested with the death of its spiritual leader Ayatollah Khomeini in June 1989. The analysis shows that an attempt is underway to articulate the Islamic identity of post‐Khomeini Iran in economic, political, and social relations. The study concludes that although President Rafsanjani is willing to reevaluate Iran's domestic and foreign relations, the totalitarian, Islamic, and revolutionary structure that Khomeini helped build is still intact. As such, the regime's tendencies toward radicalism and export of the Islamic revolution remain unchanged. In this scenario, resort to terrorism by the Islamic Republic in order to maintain its structure and tendencies cannot be ruled out.  相似文献

This study focuses on American television news coverage of a specific issue, acid rain, in Canadian‐American affairs. It attempts to bring into focus the interaction of the formal characteristics of the news and political orientations of the viewing audience to offer an alternative approach to the pluralistic models that dominate media and foreign policy research. Finally, the study offers several strategic propositions describing the relationship of news language to political responses for this particular case of Canadian‐American affairs.  相似文献
