This article focuses on the interaction between government policy and public attitudes in order to explain why the Howard government was reasonably pragmatic given that it maintained enough popular support to win four successive federal elections from 1996, and why such a relationship is crucial to evaluating policy trends in Australia's liberal democracy in terms of understanding both policy possibilities and limitations no matter how flawed or divisive certain policies may appear to be.  相似文献

As part of a Canadian best practices evaluation of parent education for divorcing parents, this study assessed program effects on postseparation parenting. Statistically significant changes from pretest to 4 to 6 month follow-up were evident on all scales related to conflict between former partners, whereas changes related to positive and cooperative parenting were less conclusive. All parents experienced a reduction in conflict that places children in the middle of the conflict by the follow-up stage. Low-moderate-conflict parents experienced more increases in adaptive parenting.  相似文献

In correspondence with terror management theory, the findings of two experiments show that reminders of death lead to stronger effects of perceived fairness on ratings of negative affect. Furthermore, in line with the theory's self-esteem mechanism, results of Experiment 1 suggest that state self-esteem may mediate this relationship between mortality salience and fairness. In further correspondence with the self-esteem mechanism, findings of Experiment 2 reveal that introducing an activity (after reminders of death and before the fairness manipulation) with which people can reaffirm positive conceptions of themselves leads people to react less strongly to variations in fairness than not introducing such a self-affirmation activity. These findings suggest that people react especially strongly to perceived fairness when they are in need for a boost in their self-esteem. Implications for the psychology of fairness are discussed.  相似文献

This article uses data from the Eritrean war for independence to refine existing theories of rebel fragmentation. The author argues organizational performance affects the emergence of factional infighting within rebel organizations in unique and novel ways. While battlefield losses increase the likelihood of internal fragmentation, so do battlefield gains. The implication is battlefield stalemates possess unique properties that promote organizational cohesion in war, a relationship this study refers to as “cohesive stalemates.” The article extends an emerging literature on the internal politics of insurgent groups that has linked the coherence of rebel organizations to rebel losses.  相似文献

The COAG Reform Council has played a critical role in tracking progress, nationally and on a state‐by‐state basis, against the COAG reform agenda. The council has analysed and publicly reported on governments’ performance against outcomes, performance indicators and targets agreed by COAG. However, until 2013 gender analysis was not directly incorporated in the assessment of governments’ performance. The council's first report on gender, Tracking equity: Comparing outcomes for women and girls across Australia, redressed this omission. This article explores how taking account of gender greatly enriches our understanding of governments’ performance in critical areas, and enhances public accountability as a result. An understanding of gender differences also provides a better basis for government decision‐making on ways to improve outcomes.  相似文献

Abstract

Over the past decade, many hospitals have invested in major restructuring and/or reengineering efforts designed to enhance their competitiveness by improving product quality and/or reducing costs. For a variety of reasons, these significant changes have not been systematically evaluated. This research provides an objective look at the results of restructuring/reengineering hospitals and an examination of the influences on employee perceptions of reengineering's outcomes. This research demonstrates that employees, including upper management, had little or no objective knowledge of the outcomes of their change efforts. However, perceptions of all employees involved in a major change effort are critical if their full participation is to be sustained. The ultimate sustainability of many hospital strategic change efforts may rest largely on subjective assessments of its outcomes. The research reported here suggests that such perceptions vary significantly by organizational level and may not be stable over time. While the passage of time sees improvements in managers' perceptions of reengineering results, line personnel become increasingly skeptical and less positive. Further objective research is encouraged to more definitely distinguish the impact of employee perceptions on change efforts' outcomes and sustainability.  相似文献

The purpose of this study was to investigate empirically the impact of transformational leadership on organizational outcomes (OCB---organizational citizenship behavior, OC---organizational commitment, and job satisfaction), and the mediating role of trust in the leader in the relationship between transformational leadership and organizational outcomes in Vietnamese employees. The results showed that, first, transformational leadership had a significant relationship with organizational citizenship behavior, organizational commitment, and job satisfaction. Second, there was a positive relationship between transformational leadership and trust in the leader. Third, trust in the leader was positively and significantly related to OCB, affective organizational commitment, and job satisfaction. Fourth, a moderating role of trust in the leader was identified in the relationship between transformational leadership and organizational outcomes. Finally, some practical recommendations for developing leadership competencies in Vietnamese managers are suggested.  相似文献

SUMMARY

This paper discusses the role of consumers as collaborators in disability research conducted in the community. A comprehensive model of participatory action research is described and illustrated with research and training projects conducted in a collaborative arrangement between researchers and a Consumer Empowered Team. The paper describes how adherence to the model could be conducted in actual research and training settings and produce outcomes valued by the consumers at whom the interventions were targeted. The advantages and caveats to using the consumer as collaborator approach are discussed.  相似文献

The rape reform movement of the 1970s and 1980s was designed to improve the likelihood of prosecution and conviction in sexual assault cases. However, there is evidence that the attrition rate for sexual assaults reported to the police remains high, and that the locus of case attrition is arresting and charging decisions. In this paper, we analyze police and prosecutorial decision-making in sexual assault cases using quantitative data on sexual assaults reported to the Los Angeles Police Department and the Los Angeles County Sheriff’s Department in 2008. We argue that decisions made by police and prosecutors should not be examined in isolation from one another and that researchers who analyze arrest decisions by examining only cases that are formally cleared by arrest or who focus only on charging decisions that follow the arrest of a suspect may be ignoring important aspects of police and prosecutorial decision-making. This is confirmed by the results of our study, which reveal that a significant proportion of cases in which the police appear to have probable cause to make an arrest do not result in the arrest of the suspect and that a substantial number of cases are rejected for prosecution by the district attorney before an arrest is made. Moreover, the factors that predict arrest and charging vary depending upon the way in which the outcome is operationally defined. These results have a number of important policy implications for police and prosecutors handling sexual assault cases.  相似文献

ABSTRACT

There appears to be a research gap in terms of examining whether PSM will hold fast even in the midst of a politically charged work environment. This article investigates how highly motivated government employees would react to the potentially adverse effects of political perception (POP) on organizational commitment, job satisfaction and workplace stress. The findings indicated that PSM exists among the respondent municipal social workers in the Philippines and that this motivation directly translates to positive outcomes. However, PSM did not have the expected mediating effect which is a departure from the commonly held view about its buffering power and mitigating role.  相似文献
