我国农村生态环境治理存在的问题与对策研究——以陕西省为例

近年来我国农村生态环境治理取得了很大的成就,从陕西省的治理实践来看,我国农村仍存在生活污染、种植业污染、养殖业污染、工业污染等问题;从总体看,当前农村生态环境治理进展不平衡、长效机制不健全、推进速度有待提升、农民生态环境治理的参与度不高。导致上述问题的主要原因是农村生态环境治理中的政府职能不足,农民环保意识不强、生产生活习惯改进难,资金投入不足,环境管理体系不健全,宣传力度不够。根据陕西农村生态环境治理的现状,推动农村生态环境治理机制创新,构建党委领导、政府主导、社会协同、公众参与的协同治理机制,是实现农村生态环境善治的有效途径。     

Feminism in the Humanitarian Machine. Introduction to the Special Section on ‘The Politics of Intervention Against (Conflict-Related) Sexual and Gender-based Violence’

ABSTRACT

The prevention and mitigation of sexual and gender-based violence in (post-) conflict societies has become an important humanitarian activity. This introductory article examines the analytical discourses on these interventions, the institutionalization of SGBV expertise in international politics, and the emancipatory potential of anti-SGBV practices. It argues that the confluence of feminist professional activism and militarized humanitarian interventionism produced specific international activities against SGBV. As part of the institutionalization of gender themes in international politics, feminist emancipatory claims have been taken up by humanitarian organizations. The normal operating state of the humanitarian machine, however, undercuts its potential contribution to social transformation towards larger gender equality in (post-) conflict societies.     

基层干部应对乡村重大事件影响因素探析--以北京地区为中心的考察

随着社会变革的加速，乡土社会步入了高风险阶段。面对自然或人为引起的乡村重大事件，作为掌舵人的农村基层干部，其应对成效如何、受制于哪些因素，相关问题需要做深入探讨。实证研究表明，在处置乡村重大事件过程中，基层干部个人的价值取向、能力禀赋乃至个性特征直接影响着应对成效；同时，乡土环境、制度环境对基层干部的应对成效也有着较大影响。     

我国社区治理“碎片化”整合机制探析

在我国社区治理不断深化的背景下,社区多元治理主体在参与治理过程中面临着"碎片化"困境,主要表现为治理主体的"碎片化"和治理过程的"碎片化"。治理主体"碎片化"分化为内部"碎片化"和外部"碎片化",治理过程"碎片化"表现为整体过程"碎片化"和具体过程"碎片化"。导致社区治理"碎片化"的根本原因在于多元治理主体的错位及协动不足。在未来的社区治理中,可以参考日本的社区协动治理机制,明确社区多元治理主体的角色定位,完善社区多元治理主体协动治理机制,以营造共建共治共享的良好氛围。     

Contesting land grabs,negotiating statehood: the politics of international accountability mechanisms and land disputes in rural Cambodia

Abstract

In Cambodia, rural citizens embroiled in protracted land grabbing cases with the state and private companies are turning increasingly to international accountability mechanisms for resolution. This article applies the interlinked concepts of hybrid governance and legal pluralism to understand the prospects and limitations of ‘forum-shopping’ through appeals to international mechanisms for rural communities affected by land grabs. Drawing on interviews and using process tracing, it examines the outcomes of a mediation case filed with the International Finance Corporation’s Compliance Advisor/Ombudsman (CAO) involving indigenous groups and a Vietnamese rubber company in north-east Cambodia. It argues that while international accountability mechanisms yield platforms for dispossessed groups to assert claims, they also reify choices between entitlements and attainability without circumventing the problems associated with justice delivery under Cambodia’s authoritarian regime. Overall, this study highlights the interaction, competition and collaboration between distinct forms of regulatory authority exercised by national and transnational actors involved in land grabbing cases in Cambodia, demonstrating their role in ‘negotiating statehood’ by governing local claims to land.

统筹兼顾,是事物所具有的整体和部分、均衡(平衡)和非均衡(非平衡)的辩证法在发展观上的具体运用和在方法论上的创造性发展,也是我国生态建设实践经验的科学提升.它不仅具有明确的生态指向,而且具有直接的生态价值.在实现科学发展、促进社会和谐的进程中,我们必须将统筹兼顾确立为生态文明建设的战略思维,正确处理人与自然的关系,努力实现生态效益、经济效益和社会效益三者的有机统一.     

从项目嵌入到组织社会:村级集体经济发展的新趋势及其类型学研究

发展和壮大村级集体经济是乡村振兴战略的重要内容。既有研究在探讨村级集体经济问题时较多地聚焦于其功能和目的、历史与现实、发展原则和要求,而较少关注到村级集体经济的发展趋势及其在不同村庄所呈现出的异质性特征。基于"项目嵌入-公众参与"的二维分析框架和浙北J市S镇的田野调查发现:新时期村级集体经济发展出现了由依赖纵向国家项目嵌入向组织和激活横向社会网络转变的新趋势,其发展形式呈现出政社耦合型、社会嵌入型、政治嵌入型和双重脱嵌型四种理论类型。村级集体经济发展类型上的差异也导致了其在村庄治理实践中发挥的分配、互惠、悬浮、兜底保障等不同功能,以及国家治理机制上的分殊。此外,村级集体经济的发展在不同类型的村庄面临着不尽相同的内外限制性条件。     

REFORMS TO THE FEDERALLY ADMINISTERED AREA OF PAKISTAN (FATA) – AN UNRESOLVED PROBLEM

In March 2017, Pakistan formally took the decision to begin a process of incorporating the Federally Administered Tribal Territories into the framework of regular Pakistani law. This article offers an overview of the historical system of governance of the Tribal territories, along with a discussion of the development of the recent reforms and their prospects for success.     

Of Distributive Politics and Pork Barrel System: Why Not Epistemic Governance Approach?

The paper attempts to situate distributive politics in the context of epistemic governance. The paper also seeks to analyze the various structures and systems, actors, agents and stakeholders, and norms and behaviors involved within the realm of theory and praxis in distributive politics. It borrows from the epistemic work targets espoused by Alasuutari and Qadir (2014), namely the environment, actors and virtues. Finally, the paper proposes an epistemic governance as policy approach in distributive politics as it tries to argue the shift of power from the hands of the political elites to the hands of the politically astute epistemes.     

中国地方治理中的政府与社会协商困境分析——基于民主化宏观策略的思考

一个国家民主化的宏观策略体现了该国民主化的根本方向与核心原则。中国民主化的宏观策略是一种可管理导向的积极民主化策略,这种策略给中国地方治理中的政府与社会协商实践造成了种种主客观困境,使得地方政府不能很好地举办协商活动,社会力量也不能有效地参与。为走出困境,就必须在坚持审慎而务实策略的同时,不断克服怀疑主义,建立和健全保证协商有效性的管理机制。
