The file on operation “Priboi”: A re-assessment of the mass deportations of 1949

Abstract

Using information from documents found in the Russian State Military Archives, this article discusses the organization and execution of the Soviet mass deportations from the Baltic States in March 1949 — code-named Operation “Priboi” by the USSR MVD. These findings are presented for the first time in English, in the context both of established historiographical interpretations and recent literature on the deportations. The aim is to encourage a scholarly reassessment of Operation “Priboi” as a crime against humanity perpetrated by the Soviet occupation regime, but supported by indigenous collaborators to a far greater degree than previously assumed.     

Maternal Separations During the Reentry Years for 100 Infants Raised in a Prison Nursery

Prison nurseries prevent maternal separations related to incarceration for the small subset of children whose pregnant mothers are incarcerated in states with such programs. For a cohort of 100 children accepted by corrections into one prison nursery, subsequent separation patterns are analyzed. The largest numbers are caused by corrections' removal of infants from the nursery and infants reaching a one-year age limit. Criminal recidivism and substance abuse relapse threaten continued mothering during reentry. Focused and coordinated services are needed during prison stay and reentry years to sustain mothering for women and children accepted into prison nursery programs.     

Strain,Crime, and Contingencies

Hypotheses from General Strain theory are addressed using data from a random sample of adults in Raleigh, NC. Analyses examine three issues: (1) whether strain predicts self‐projected criminal behavior; controlling for past self‐reported crime; (2) whether negative emotions mediate the relationship between strain and projected crime; and (3) whether social support and criminal peers serve as contingencies or mediators for strain in predicting criminality. Results are generally consistent with previous studies focusing on youth. Three of four measures of strain are found to predict the crime measures. However, that relationship is not mediated by negative emotion and the measures of social support and criminal peers do not act as contingencies or mediators. The results suggest that strain may not operate through negative emotions and that theoretical refinement is needed to identify which potential contingencies are likely to be operating under various circumstances.     

自崇礼到重法（下）——以先秦士阶层“得君行道”观念为视角

东周以降,礼崩乐坏,君、师分离,士阶层出现,“得君行道”观念随之产生。孔、孟认定道尊于势,不能得君,则以明道自任,道即为赋予礼以内在道德上的根据,彰显其仁心,其治道之重心在礼。战国中晚期,“势”观念勃兴,尊君思想张扬,荀子在“道”与“势”之间游移,因要尊君,遂将礼外在规范化,在治道上礼法并重。战国末期,成为思想界主流的法家,将尊君推到空前高度,因得君之切而牺牲了行道之实;因尊君而尚法,其法治沦为君主“治”臣下和人民的工具。先秦时期,士阶层从强调“行道”逐渐转向“得君”,与治道从“重礼”向“尚法”之演变大体一致。

Detection of Denatonium Benzoate (Bitrex) Remnants in Noncommercial Alcoholic Beverages by Raman Spectroscopy

Illegal alcoholic beverages are often introduced into market using cheap technical alcohol, which is contaminated by denatonium benzoate (Bitrex) of very small concentration. Bitrex is the most bitter chemical compound and has to be removed before alcohol consumption. The home‐made methods utilize sodium hypochlorite to disintegrate particles of denatonium benzoate in alcohol and to remove bitter taste before trading. In this experimental studies, we propose a novel method that detects in a fast way the remnants of denatonium benzoate in dubious alcohol samples by Raman spectroscopy. This method applies a portable Raman spectrometer of excitation wavelength 785 nm and utilizes the effect of surface‐enhanced Raman spectroscopy (SERS) to recognize the suspected alcoholic beverages. High effectiveness (over 98%) of YES/NO classification of the investigated samples was observed when the nonlinear algorithm support vector machine (SVM) was exploited at carefully adjusted detection parameters. The method can identify illicit alcohol within minutes.     

Voices heard and unheard – A Scandinavian perspective

Children's rights to participate in legal processes concerning them have been a key policy issue for the Scandinavian legislators during recent decades. From the 1980s, there have been frequent amendments to the law to secure the position of the child. Despite numerous provisions stating the right of the child to express his or her views and for these to be considered before decisions are taken, there are continuing obstacles to full recognition of children as legal subjects. Too often children's voices are not heard or not heeded. This article explores the reasons for this and argues that the ambition to promote equal parenthood is one reason for the failure to give the child's views real impact on decision-making in matters concerning children.
