Executive dominance in the contemporary EU is part of a wider migration of executive power towards types of decision making that eschew electoral accountability and popular democratic control. This democratic gap is fed by far‐going secrecy arrangements and practices exercised in a concerted fashion by the various executive actors at different levels of governance and resulting in the blacking out of crucial information and documents – even for parliaments. Beyond a deconstruction exercise on the nature and location of EU executive power and secretive working practices, this article focuses on the challenges facing parliaments in particular. It seeks to reconstruct a more pro‐active and networked role of parliaments – both national and European – as countervailing power. In this vision parliaments must assert themselves in a manner that is true to their role in the political system and that is not dictated by government at any level.  相似文献

This article provides an overview of the life of the European Union over a period that has witnessed a number of historical international and institutional developments, and provides a politico-juridico-historical perspective on its growth. The article aims to examine the role of national parliaments in relation to increasing European legislative powers. The European Union is using these powers to ensure that non-European-Union states accept its rules as universal standards. At the same time, European foreign policy has expanded remarkably, reflecting its more prominent international role. The European Parliament is the world's first directly elected transnational parliament. In recent decades, the principles of human rights, peace, and democracy have reflected the deeply embedded values at the core of European integration since its inception, determining the evolution of the European Union from international actor to a model of democratization: a model promoting not only respect for human rights, but also democracy and peace, which have become concrete goals steering the European Union foreign policy.  相似文献

What is the level of voter–elite congruence in Europe and how is it affected by institutions? This article presents a different conceptualisation and new data to comparative research on congruence between voters and their representatives in 15 European countries. The originality of this work is mainly in its use of the most appropriate cross-national data for the conceptualisation of congruence as a ‘many-to-many’ relationship, using for the first time a survey of representatives to replace expert and public opinion on legislators’ attitudes. The study’s results show that congruence in European countries is relatively high in terms of left–right positions and, surprisingly, even higher regarding the question of EU integration. However, while we find enough evidence to link ideological congruence to mostly electoral institutions, it seems the same factors have no relation to the European unification dimension of congruence. This indicates the different nature of congruence in both the ideological and EU integration dimensions. Additionally, the present study found congruence to be higher for the group of voters rather than non-voters, and also higher for voters interested in politics as well as voters with a university degree.  相似文献

Turkey's decision on its role in the Iraq war in 2003 illustrates the power—and limits—of parliaments as actors in foreign policy. Traditionally, assemblies are not seen as important players in the foreign policies of parliamentary democracies. Instead, cabinets are generally considered the chief policymaking authorities. If the government enjoys a parliamentary majority, legislatures typically support the cabinet, if they are brought into the process at all. The March 1, 2003 vote by the Turkish parliament to not allow the United States to use Turkey as a base for the Iraq invasion challenges this conventional wisdom on parliamentary influence (in addition to many interest-based explanations of foreign policy). This paper examines this decision in the context of the role of parliaments in foreign policies and explores the relationships between parliamentary influence, leadership, intraparty politics, and public opinion.  相似文献

A political system cannot be imagined without opposition. Despite this crucial position in politics, political science has largely neglected to study oppositions. Attempting to fill this gap, this article analyses the institutional opportunities of parliamentary oppositions. It offers a parsimonious framework by distinguishing two dimensions of opposition influence: some institutions enable oppositions to control governments, while others offer opportunities to present alternatives. A comparison of oppositions’ opportunities in 21 democracies shows that countries fall into four groups along these dimensions: in majoritarian democracies, weak control mechanisms are countered by excellent opportunities to publicise alternatives. Consociational democracies are characterised by strong control mechanisms, but provide only weak opportunities to present alternatives. Moreover, in Southern Europe, control mechanisms and opportunities to present alternatives are weak, while both are pronounced in Nordic Europe. The results are summarised in three indices that can easily be applied in future research examining oppositions and their power.  相似文献

ABSTRACT

European integration has created a multilevel political system that is dominated by executive actors. Despite the increasing competences of the European Parliament, a growing EU-awareness of national assemblies and an emerging attention of regional parliaments for EU affairs, the EU polity still lacks a sound parliamentary representation. As the EU presents itself as a representative democracy, the current set-up raises questions from the perspective of democratic legitimacy. The establishment of multilevel parliamentarianism may be part of the remedy. This introduction focuses on the position that regional parliaments take in such a European multilevel parliamentary system. The authors address three relevant questions: what roles do regional parliaments take up in terms of legislation, scrutiny and networking? To what extent are they empowered by the Lisbon Treaty? And what explains the variation in their activities? The authors develop hypotheses that are, to varying degree, addressed by the contributions in this special issue.  相似文献

ABSTRACT

Over the last decades, regional parliaments were considered to play a minor role in European affairs. Not only was the salience of the EU low at the regional level, but politicians elected into these bodies also often lacked vested interests and capacities to become more involved in dealing with complex multi-level questions. After the constitutional strengthening of regional parliaments in EU decision-making, this paper considers one under-researched aspect behind the growing appetite of regional parliaments to become more involved in the scrutiny of EU affairs: the role of unelected parliamentary officials. Based on qualitative interviews in 12 German regional parliaments, the authors highlight how regional parliaments exert control over their governments and what role horizontal administrative networks among parliamentary staff play in the engagement of regional parliaments in EU affairs.  相似文献

Historians have documented that in medieval Europe, bargaining over the loyalty of lay magnates and high clergy was most intense during successions and that this often forced monarchs to give political concessions. We argue that matters related to succession predict short-term power-sharing concessions by rulers but that – because they do not permanently alter the balance of power between ruler and elite – they only trigger lasting changes of political institutions if these changes are in the mutual interest of the ruler and the elite groups. It follows that successions are unlikely to have long-term effects on representative institutions but that they may consolidate the rules regulating succession (the succession order). Using the natural deaths of monarchs as an instrument for successions, we confirm these claims with a new dataset that includes fine-grained data on succession and parliament-like assemblies in 16 European polities between 1000 and 1600. These findings shed new light on the development of representative institutions in medieval Europe, on the changes in succession orders that brought about clear rules about primogeniture and on the political leeway of legislatures in authoritarian regimes more generally.  相似文献

Parliaments often elect holders of important extra‐parliamentary offices such as heads of state, constitutional judges, heads of audit institutions and ombudsmen. What drives the behaviour of parliamentary actors and the outcome of such elections? This article explains actor behaviour theoretically, drawing on spatial factors, principal‐agent arguments about the importance of nonspatial candidate characteristics and signaling arguments about competitive considerations beyond the specific election. Empirically, it provides the first comparative analysis of such elections outside the United States Senate using original data on 100 elections for four external offices in 14 Western European parliaments. The findings show that spatial variables, nonspatial candidate characteristics and features of the competitive context systematically affect the election outcome. The article contributes to comparative parliamentary research in general by demonstrating how parliamentary activities, other than lawmaking, can be analysed using established theories and by showing that consensual aggregate outcomes can be explained within a competition‐based rational choice model.  相似文献
