建设廉洁政治:从理念到实践

党的十八大报告提出"建设廉洁政治",意义重大。廉洁政治,就是不以权谋私的政治。在社会主义中国,干部清正、政府清廉、政治清明,共同构成廉洁政治建设的基本形态。作为具有典型意义的实践探索,延安时期和建国初期的廉洁政治建设对当前有重要的镜鉴价值。建设廉洁政治的实践路径:要稳妥推进政治体制改革,化解权力过于集中的风险;走中国特色反腐倡廉道路,树立廉政自觉与自信;贯彻党的群众路线,发挥群众在廉政建设中的主体作用;加快构建完善的国家廉政体系,形成严密的反腐铁笼;深化反腐败体制机制与机构改革,激发反腐败活力;开展学习和实践党章活动,维护党章的权威性和严肃性。

本文针对我国海事审判实践中遇到的租约仲裁条款并入提单的若干问题 ,如并入与否、提单受让人是否并入仲裁条款的当事人、认定仲裁条款效力的准据法等 ,根据准据法、海商法、民商法、国际私法的基本原理对不同观点进行了分析 ,提出了建议性的意见。     

The 2017 regional elections in Slovakia: Soaring independents and recovered opposition in a fragmented political space

ABSTRACT

Government parties suffered defeat in the November 2017 regional elections in Slovakia. The Direction-Social Democracy (Smer), the senior coalition partner, managed to remain the party with the largest share of elected regional deputies. However, its strength was significantly reduced, both when compared to the 2016 national elections and the 2013 regional contests. The democratic center-right opposition managed to coordinate and compete effectively against the governing parties. Its success was apparent in the gubernatorial contests, where its candidates defeated most of the Smer-backed incumbents. The democratic opposition was less successful in elections to regional assemblies. Their most significant result is a dramatic increase in the share of independent deputies who constitute the largest virtual group of deputies.

坚持群众路线优良传统的当代意义——“为民务实清廉”与巩固党的执政地位

按照党的十八大部署开展的群众路线教育实践活动，使一个传统的党建话题在当下的中国承载着新的时代内容，具有当代价值。党的先进性是党的建设永恒主题，群众路线是党的先进性建设不变的主题，坚持群众路线必须与时俱进。在新的历史条件下，必须从执政实践面临的亡党危险认识坚持群众路线的重要性。党执政面临的挑战不是路线方针政策上的问题，群众的不满意主要来自党的作风不正。群众路线教育实践活动重在转变党风。围绕为民务实清廉的主要内容，坚决反对形式主义、官僚主义、享乐主义和奢靡之风，是转变党风的抓手。群众路线教育实践活动能不能取得实效，关键看能不~g-l,J7实通过坚决反对“四风”，使党风得到明显的转变。     

Why accommodate minorities asymmetrically? A theory of ideological authority insulation

Tensions between regionalist claimants and state-wide governments remain the primary source of violent conflicts. Existing theories cannot systematically explain why and when state-wide governments accede to such claims. Building on the partisan approaches developed so far, a theory of ideological authority insulation is constructed in this article. It is argued that the willingness of state-wide parties to transfer authority to specific territorial entities is predominantly informed by ideological proximity to those entities. In a nutshell, the dominant conflict dimension in a country superimposes partisan rationales on the territorial dimension. A new dataset has been compiled with roughly 4,300 region-cabinet dyads between 1945 and 2015, including electoral data, party positions and regional ‘centres of gravity’. Using panel rare-events regressions, it is found that ideological proximity systematically explains the accommodation of minority demand controlling for alternative explanations from the partisan and ethnic conflict literature. The empirical evidence therefore supports adding ideological insulation and superimposition to the toolbox of partisan and conflict researchers. Additionally, the findings encourage the application of arguments from the conflict literature in established democracies and the testing of insights from partisan researchers in less democratic environments.     

Appearing moderate or radical? Radical left party success and the two-dimensional political space

Abstract

Challenger parties’ electoral successes have attracted increasing scholarly attention. Based on the example of West European radical left parties, this article investigates whether and how centripetal and centrifugal positional movements on different conflict dimensions influence the election results of these parties. Depending on parties’ issue-linkages, these strategies will have a different effect for the economic and the non-economic issue dimension. Due to radical left parties’ long-term commitment and a strong party-issue linkage on economic issues, more moderate positions will play to their electoral advantage. In contrast, far-left parties compete with social democratic and green-libertarian parties for party-issue linkages on the non-economic issue dimension. Here, they benefit from promoting centrifugal strategies. Based on time-series cross-section analyses for 25 West European far-left parties between 1990 and 2017, the empirical results show that the success of radical left parties’ positional strategies varies with the conflict dimension in question and that this effect is only partly moderated by the positions of competing mainstream left parties.     

廉政文化建设的困境与对策

廉政文化建设是加强反腐倡廉教育的一项基础性工作,在构建"不想腐"的体制机制过程中发挥着重要作用。目前,廉政文化建设还面临主体责任不明确、对象范围狭窄、建设途径单一等困境。为此,应进一步提高对廉政文化建设重要性的认识;明确和坚持马克思主义在廉政文化建设中的指导地位,保证廉政文化建设的正确方向;着力增强廉政文化建设的系统性;不断推进廉政文化建设的载体创新,以期加快廉政文化建设的进程。     

论中国共产党社会管理思想的演变逻辑

中国共产党在新中国60多年的实践中,不断丰富发展了社会管理思想。毛泽东在探寻社会主义建设中蕴含着社会管理的理念雏形,邓小平围绕经济建设对社会管理提出了一系列重要思想,江泽民从加强党的领导、基层民主、改革发展稳定的关系等方面推进了社会管理建设,胡锦涛进一步创新和完善了社会管理体制,使我国社会管理在理论和实践上得到了进一步完善和发展。
