当代中国社会主义先进政治文化建设思考

党的十七届六中全会对新形势下深化文化体制改革,推动社会主义文化大发展、大繁荣的全面部署,包含了对社会主义先进政治文化建设的要求。全球化语境下当代中国社会主义先进政治文化建设的目标定位,是建设民主的、法治的、公民的政治文化。但尚处于转型中的中国社会,参与意识、非参与意识、有限参与意识并存,人治观念根深蒂固,以及政治文化的分化加剧,都表明先进政治文化的建设处在复杂的境遇。立足于构建社会主义和谐社会的实践,着眼于政治现代化的要求,推进社会主义先进政治文化建设,需要大力发展社会主义市场经济,改革和创新政治体制,培育社会主义公民意识,加强文化整合,建设社会主义核心价值体系,塑造兴国之魂。     

长三角城市群发展的思路研究

当前长三角区域空间布局和城市群一体化发展呈现出一些新特征，也存在一些问题。长三角城市群一体化发展的路径选择是深化区域要素合作，加强制度合作，建立城市群合作机制。要优先制定和实施先行试点的服务业开放政策、统一协调的招商引资政策、区域产权交易政策、区域要素资源流动政策、区域统一的市场标准和资格认证政策。     

构建西部区域性金融中心的模式选择与路径安排

作为中国区域经济重要板块，西部经济的发展必须以金融的发展为先决条件，其经济发展方式转变必须以金融发展方式的转变为先决前提。本文基于金融中心视角，以西部中心城市西安为立足点，探索西部区域金融中心建立和发展的模式选择和路径安排，并提出可行性对策思路。

中国特色社会主义是我们党领导人民在改革开放和现代化建设的进程中形成的道路、理论体系和制度的统一体。其中道路是实现途径,理论体系是行动指南,制度是根本保障,三者相互联系、相互促进,有机统一于中国特色社会主义伟大实践中,并共同推动中国特色社会主义伟大事业不断取得一个又一个新胜利。     

公安法制建设的伦理思考

进入新世纪以来,公安法制建设长足进步,体现了党的执政理念,契合了社会公众对公安法制化的价值期盼。但相对于社会实践活动的滞后性,使得公安法制建设必须紧扣道德伦理视角,印证社会公众对公安法制建设的伦理反思,结合新时期法制化进程所要解决的问题,做出符合中国特色社会主义价值理念的路径选择。

2020年实现全面建成小康社会这一宏伟目标,"最艰巨最繁重的任务在农村、特别是在贫困地区。没有农村的小康,特别是没有贫困地区的小康,就没有全面建成小康社会。"文章在对贵州省新时期扶贫开发二类重点扶持乡清镇市王庄乡簸涌村进行调查的基础上,对其脱贫奔小康的路径进行了探讨。     

走向和谐：转型时期公安群众工作的路径选择

社会转型引发了社会利益的多元化和利益分化,各种社会矛盾层出不穷,传统的和谐警民关系面临新的挑战,公安群众工作陷入群众不信任、社会不公平和不稳定三大困境,面临着情、理、法的纠葛。要实现和谐的警民关系,应站得更高、看得更远、想得更宽,坚持先进的理念,明确人本目标,确定恰当方法,做好公安群众工作。     

以民意引领现代警务机制创新的路径探析

为保障我国经济社会转型构建稳定的社会治安环境,各地根据公安部提出的要求,各地公安机关正大力开展以民意引领警务机制创新的活动,应以就民意引领现代警务在创新理念、公安科学决策、执勤执法、治安行政管理、公共安全危机应急处置、社会公共安全风险评估和网络警务机制的建设中发挥更大作用。     

Organizing international armaments cooperation: institutional design and path dependencies in Europe

Abstract

Few issues are more important to scholars of Europe's emergence as a foreign policy actor than whether the European Union (EU) can forge a common defense-industrial policy out of 27 states' procurement policies and defense industries. Overlooked in most scholarly analyses of European defense-industrial cooperation, the story of Europe's international armaments organizations stretches back more than six decades. In this article, we examine the impact of past institutional outcomes on the defense-industrial field by applying the concepts and analytic tools of historic institutionalism to European armaments organizations. Because past institutional dynamics have channeled the subsequent development of armaments cooperation, what has emerged is a polycentric governance architecture wherein organizations with transatlantic, pan-European and restrictive-European memberships dominate distinct components of the cooperative process. We demonstrate that this maturing institutional pattern will likely limit the opportunities for the EU – and especially its Commission – to shape the future contours of European defense-industrial cooperation.     

Exploring the link between patronage and party institutionalization: an historical-institutional analysis of the Italian transition

This article analyses party patronage transformations in Italy since the early 1990s, a time when political parties and the party system entered a phase of continuing change. It examines how the interaction between the temporality of party system restructuring and historical legacies rooted in the nature of public bureaucracies reproduced patronage practices aimed at capturing state resources. The article employs a historical institutionalist approach as a research framework and concludes that this provides a cogent explanatory argument for the development of state exploitation taken by Italian political parties since the crisis of the early 1990s.
