Every state copes with the question of which level of government should bear responsibility for social services such as health care and education. Tanzania is no exception. The current government infrastructure of Tanzania is based on the principle of Decentralization by Devolution (DbyD) and can be seen as a reaction to previous structures based on centralized de-concentration. This article reviews the decentralization as designed in the DbyD policy and its application in planning decisions by assessing the involvement of local communities in decision making, based on a case study in two primary facilities. The conclusion is that even though policy states a strong decentralized government, in reality central preferences dominate the decision-making. Wishes expressed in local plans are ignored in the planning procedure. The article identifies the factors that contribute to this central influence and concludes with reviewing the value of decentralization policy in Tanzania and other developing countries.  相似文献

This study is on how to discriminate between true and false intentions, an emerging area within psycholegal research. We argue that asking about the past (the planning phase) might be a promising way to detect lies about the future (intentions). That is, participants who had developed false intentions to mask their criminal intentions were assumed to provide equally long and detailed answers to questions about intentions, compared to participants who told the truth about their intentions. In contrast, we predicted that lying participants would be worse at answering questions about the planning of their stated (false) intentions, compared to participants telling the truth about the planning of their stated (true) intentions. To test our assumptions, we used a newly devised experimental set-up accommodating the main characteristics of intent. Both lying and truth-telling suspects perceived the questions on planning as more unanticipated, and more difficult to answer, compared to the questions about their intentions (future actions). Furthermore, in support of our predictions we found that the truth-telling (vs. lying) suspects' answers to questions on planning were longer and perceived as more detailed and clear, whereas liars' and truth-tellers' answers to questions on intentions were equally long and perceived as equally detailed.  相似文献

Abstract

Some changes of an evolving language regime are moderate in nature as they do not necessarily entail the removal of a language from the linguistic landscape. They can be deemed less moderate when a former prestigious language is removed, as is the case in post-Soviet countries where former bilingual signs are physically replaced by new, predominantly monolingual signs, no longer displaying Russian. South Africa's constitutional language requirements do imply the re-profiling of public signs in order to feature an African language; changes that seem compatible with a moderate approach to linguistic landscaping. Do the different policies that regulate the linguistic landscape – and the resulting changes themselves – actually reflect this moderate approach? This article analyses two aspects of linguistic landscape change: language visibility policy and linguistic landscape data collected in three towns in the Kopanong Municipality, Free State Province. A central finding is that it is left to provinces and municipalities to promote bi- or multilingual language visibility and that the Kopanong Municipality plays a conservative role in this. Significant changes in the linguistic landscape are being introduced by external role-players such as national government agencies. The removal of Afrikaans from the linguistic landscape may be linked to the latter.  相似文献

快速城市化过程中如何合理分配土地增值收益,是我国当前土地制度深化改革亟需处理的重大问题之一。通过研究土地发展权的知识源流和制度变迁过程,以及其与土地所有权、土地规划管制、征收补偿标准、公共利益(比如耕地保护)等问题之间的关系,可以发现,土地发展权是土地所有权的组成部分,土地规划管制是作为主权者的国家对土地发展权的干预和限制,而非土地发展权的来源。部分土地增值收益返还社会并无不当,因为土地增值的出现确实与诸多社会因素有关,但实现这一目标的方式应当符合比例原则。为此,在土地征收的过程中,土地增值收益的分配要实现从"国家垄断土地一级市场+低征高卖"方式向"市场价格补偿+合理征税"方式转变;在耕地保护、环境保护等公共利益的维护过程中,土地增值收益的分配要实现从"土地发展权国有化+建设用地指标管制"向"规划管制+发展权市场化交易"方式转变。  相似文献

ABSTRACT

With its complex history, Tallinn is a puzzling patchwork of contrasts – old and new, historic and revisionist. Tallinn’s abrupt contrasts in urban form originate largely from two types of historic disturbance: shoreline emergence and bombing. Through an analysis of archival maps and planning documents, this paper examines how natural shifts in the city’s shoreline combined with bombing during World War II to create anachronistic pockets within Tallinn and divergent densities and access to green space within Tallinn’s districts. Little is written in English about the history of Tallinn’s urban development. This paper analyzes Tallinn’s history of disturbance and poses challenges and opportunities to consider in the city’s future development.  相似文献

As part of the federal Permanency Innovations Initiative, this local grantee implemented an evidence-based intervention to improve outcomes for children with serious emotional disturbance. The project approach integrates the tenets of implementation science and program evaluation. Formative evaluation used a small sample (n = 76) to assess implementation integrity and statistical association to recommend whether the intervention was ready for summative evaluation (SE). Results showed that most process expectations were met. Statistical findings suggested that the intervention was associated with higher rates of reunification for treatment families as compared to families receiving services-as-usual. Thus, the intervention was recommended for SE.  相似文献

The Fixed‐term Parliaments Act significantly reduces the powers of the Prime Minister to manage the risk of government termination and to time elections to his or her party's advantage. In this paper we ask how the Act is likely to change the way in which governments terminate, their durability and opportunities for planning in government and departments. In answering these questions we draw on quantitative comparative evidence from other European countries that operate with fixed‐term parliaments. Our analysis suggests that fixing the parliamentary term can be expected to convert some opportunistically called elections into regular elections and to stabilise governments toward the end of the parliamentary term. But the Act is also likely to have unanticipated consequences in increasing governments’ vulnerability to failure before they reach the final sessions of Parliament. We explore these unanticipated consequences and outline their implications for governing style and Civil Service planning.  相似文献

In the period from 1997 to 2009 Australia experienced a severe drought, which significantly affected the Murray‐Darling Basin. The drought has broken but state governments are still in conflict over water allocations. The establishment of the Murray‐Darling Basin Authority (MDBA) in 2007 was intended to address these issues but the management of the Basin remains complicated by constitutional ambiguity. This paper addresses the question of whether it is possible to implement effective policies for the health of the Murray‐Darling Basin without the present danger of a drought. We suggest that the MDBA has encountered what Beck refers to as the ‘boomerang effect’. The MDBA's plans seem to have produced new challenges and the Authority might find the Basin is exposed to risks it has created.  相似文献

Over the past five years the Government of Rwanda has placed renewed emphasis on increasing the number of female military personnel and gender mainstreaming the Rwanda Defence Force (RDF). This article examines the efforts made by the RDF since 2007 to meet these strategic requirements and integrate women into the national security organ. It is suggested that, in spite of Rwanda's success in bringing women into the political sphere, women are still reluctant to join the military. It is argued that prevailing societal values and attitudes, conflicting narratives within official discourse about the role of women as security actors, resource constraints and the RDF's emphasis on ‘gender equality’ are barriers to achieving RDF goals. Drawing on in-depth interviews with RDF military personnel and government officials, as well as documentary research, the article first provides an overview of the Rwandan government's approach to mobilizing women to securitize the state, before examining how the RDF aims to progress the Women, Peace and Security (WPS) agenda nationally and within local communities. The article then reflects on some of the factors that are hindering the recruitment and retention of female military personnel.  相似文献
