抗战前夕广东洋米免税风潮述论

抗战前夕广东洋米免税风潮是广东省米谷歉收和积谷备荒、国外和外省米源减少、广东币值下降等多种因素综合演变的结果。这次风潮经历了三个阶段,从国米输粤到100万担洋米半税,再到400万担洋米谷完全免税,一波三折。免税风潮集中反映了粮食产销间的矛盾,以及国民政府在协调冲突时的两难境遇,也留下了宝贵的经验教训。

Abstract

The potential for Americanisation of UK political campaigning is discussed with a particular focus on message development and dissemination. The paper recognises that there is difference between policy and message development, arguing that it is through the latter that British parties have most to learn from their transatlantic counterparts. Contextual differences in operation mitigate wholesale migration of American know-how, restricting technology transfer to fund-raising techniques and the incorporation of opposition and market research techniques into the development and dissemination of the message. Parties should focus their research on how to make their messages more easily understood and where to disseminate them, but they should use a process that maintains the integrity of their content (i.e., the underlying policy).     

A typology of communication functions in ballot issue campaigns

The increased importance of ballot issue campaigns creates a need for communication and political science scholars to study the rhetorical strategies employed in such campaigns. This essay presents a typology of four communication functions employed in successful ballot issue campaigns: education, trust development, development of a positive message, and neutralization of the opposition. The typology is applied to an analysis of the 1986 campaign for liquor‐by‐the‐drink in Kansas.     

Hearing Campaign Appeals: The Accountability Implications of Presidential Campaign Tone

Citizen understanding of candidate priorities is highly consequential for both elections and postelection accountability and is especially key to the office of the presidency. I examine the impact of campaign advertising tone on citizen understanding of candidate agendas in the context of the 2000 presidential election. Merging data on political ads from the Wisconsin Advertising Project with individual survey data, I test whether citizens are more likely to accurately hear a positive campaign theme. The analysis provides empirical support for this benefit of positivity.     

Contested Forests: An Analysis of the Highlander Response to Logging,Ratanakiri Province,Northeast Cambodia

This article examines in detail the influence of the global on state-local relationships in the particular context of Ratanakiri Province, Northeast Cambodia. It is argued that modern state power in Cambodia is based on Western concepts of nation-building, including territorialization, assimilation, economic development, and the commercial exploitation of resources and has led to the incorporation of the remote forested areas of the periphery into the net of the state. Since the 1993 election, the plunder of the northeast has been justified in the name of “development.” The author shows that the response of forest-dependent highlanders to this state intervention cannot be understood as either simple opposition or acquiescence. Rather it has been a contradictory and fragmentary response, emerging from the conflicting desires for autonomy over land and forests and for the benefits to be gained from “development” and inclusion within the hypothesized “nation-state.”     

用益物权的价值取向及立法指引

用益物权是既古老而又鲜活的物权制度。在社会经济不断发展的时代背景下,物的利用对人们日益重要,用益物权逐渐成为物权法的中心,在市场经济的舞台上发挥着举足轻重的作用。虽然我国《物权法》将用益物权作为单独篇章进行了较为科学的制度安排,但其与我国现阶段市场经济发展需求相比仍显滞后。我国应当继承传统的典权制度,规范地上权,完善分层地上权,增加居住权,细化特许物权等法律规制,以整合我国用益物权体系的维度定位。     

“5＋1＋1”模式长效机制之构建

深入贯彻落实“首要标准”,提升教育改造工作科学化水平,必须有切实可行的措施和办法。2010年,按照省局统一部署,监狱在罪犯中全面推行每周5天劳动教育、1天集中教育、1天娱乐休息的“5＋1＋1”管理教育模式。新的工作模式,对监狱教育改造工作的发展提出了挑战,也为监狱教育改造工作的创新迎来了机遇。广大监狱民警应以此为契机,着力激发罪犯服刑和改造的积极性,并通过构建长效机制,确保新的模式取得成效。

党的代表大会常任制是扩大党内民主、提高党的执政能力、保持党的先进性的有效路径。十六大以来,各地党代会常任制试点工作取得了相应的成效。桂林市永福县经过积极探索,取得了一系列有益经验,也碰到了许多难题。进一步破解相关难题,把握好党代会常任制的运作和发展规律,做到循序渐进、凝聚经验、大胆创新,对探索出一条具有中国共产党自身特色的党代会常任制发展之路意义重大。     

Is the Democratic Party’s superdelegate system unfair to voters?

Among the reasons for the historic nature of the 2008 Democratic primary race was the attention paid to the “superdelegates”. The competitiveness of the primary and the important role the superdelegates played has led to calls for reform. This paper develops a formal model that explains why superdelegates selected one candidate over the other and why some superdelegates committed early in the primary season while others waited. Hypotheses are tested using an original dataset collected during the 2008 Democratic primary. The results suggest that although some superdelegates made their decision based on personal, idiosyncratic factors, for many superdelegates, Democratic voters played the most important role in their commitment process.     

Electoral institutions and campaigning in comparative perspective: Electioneering in European Parliament elections

This article develops and tests a number of competing expectations (institutional, party and individual) about what influenced the campaign activity of individual parliamentary candidates for the 2004 European Parliament elections. The principal interest is in the effects of variations in the design of electoral institutions across the Member States of the European Union. Based on the analysis, it is argued that an important distinction needs to be made between campaign effort and campaign goals, with electoral institutional factors having a more significant role over the latter.
