The Tragedy of Public Housing: Spatial Analysis of Hotspots of Aggravated Assaults in Louisville, KY (1989–1998)

In a community-level analysis, this study examines violent crime hot spots and displacement patterns in the city of Louisville, KY, from 1989 to 1998. Park DuValle, a neighborhood in Louisville, KY, was one of the major historic hot spots for assaults until 1998. The revitalization of the two vulnerable low-income public housing developments in Park DuValle, combined with the acquisition of nearby dilapidated and unattended private property by the Housing Authority of Louisville, caused a shift in the clustering pattern of assaults at Park DuValle in the 1997 and 1998. Maps revealed that assaults were displaced from the Park DuValle neighborhood to the Central Business District—the neighborhood where the majority of former residents of the Park DuValle public housing units were relocated. Both Park DuValle and the Center Business District were associated with low-income census blocks in Louisville, KY. These low-income public housing developments have exhibited a higher incidence of aggravated assaults. The results are discussed in the context of the possible revitalization of low-income public housing units. The study concludes that clustering and displacement of assault hot spots as well as emphasis on the decentralization of low-income residents need to be addressed further.

Expanding Japan's role in the United Nations

In 1994, Japan made a bid for a permanent UNSC seat. This reflects Japan's growing influence in the United Nations as the second largest financial contributor to the regular UN budget and to the UNPKO budget. Moreover, Japan's contribution is no longer limited to the financial realm. Japan has actively participated in UNPKO since it enacted the International Peace Cooperation Law in 1992. It has sent military contingents to three UNPKO missions and a number of civilian missions. The changing international system necessitates fundamental reforms of the UNSC. The UN's fiftieth anniversary seems to be an opportune time for establishing realistic guidelines for the SC reforms to facilitate permanent membership for Japan and Germany comparable to their growing economic and political standings at the global level. In the meantime, Japan should overcome its reluctance to commit itself to UN peacemaking operations, as Germany did, and consolidate public opinion at home and abroad in support of its bid.     

论台湾居民信用卡“恶意透支”犯罪之防控

近年来,台湾居民恶意透支我国大陆信用卡后逃回台湾的案件呈日趋增多的势头,然而由于两岸刑事法律规范对此行为规定存在差异,台湾地区并未将此类行为界定为犯罪,由此给大陆司法机关办理此类案件造成极大困扰。因此,只有建构台湾籍大陆银行信用卡持有人实施“恶意透支”信用卡的防控机制,才能有效遏制这一犯罪行为。     

Greek Political Marketing Online

Abstract

The new communication system of interconnected computer networks is altering the nature of political communication in many innovative and significant ways. In Greece, the development of the Internet as a mass communication medium has a history of no more than five years, and it is far from being a fully fledged medium of political communication. With the exception of relatively few cases, the use of the Internet has been shown to increase during the pre-election campaign periods. This paper presents the results of a research project, which explores the personal Web sites of the Greek parliamentarians in an off-campaign period. The research was conducted through the systematic observation, examination, and analysis of a sample of personal Web pages owned by cross-party elected members of the Greek Parliament.     

Positive Dental Identification Using Tooth Anatomy and Digital Superimposition

Dental identification of unknown human remains continues to be a relevant and reliable adjunct to forensic investigations. The advent of genomic and mitochondrial DNA procedures has not displaced the practical use of dental and related osseous structures remaining after destructive incidents that can render human remains unrecognizable, severely burned, and fragmented. The ability to conclusively identify victims of accident and homicide is based on the availability of antemortem records containing substantial and unambiguous proof of dental and related osseous characteristics. This case report documents the use of digital comparative analysis of antemortem dental models and postmortem dentition, to determine a dental identification. Images of dental models were digitally analyzed using Adobe Photoshop^TM software. Individual tooth anatomy was compared between the antemortem and postmortem images. Digital superimposition techniques were also used for the comparison. With the absence of antemortem radiographs, this method proved useful to reach a positive identification in this case.     

论新时期我国城中村治安纠纷的正当解决——以建设和谐警民关系为视角

城中村是工业化与城市化进程中,基于土地的二元所有制结构和城乡二元化社会管理方式所产生的一种社会现象。城中村的村民既生活在城市的街道中,又遵循着乡村的生活法则。二者统一在城市化的进程中,又蕴藏着内在的冲突与矛盾,引起城中村治安纠纷的纷扰与多发。笔者认为,新时期我国城中村治安纠纷具有高发性、突发性与群发性的特点,治安纠纷解决的出发点和立足点应当是化解矛盾,而不是制造斗争。通过促进治安纠纷的合意解决,以实现城中村政治进步、经济发展、社会繁荣,这应成为建设和谐警民关系的基本思路。     

用益物权的价值取向及立法指引

用益物权是既古老而又鲜活的物权制度。在社会经济不断发展的时代背景下,物的利用对人们日益重要,用益物权逐渐成为物权法的中心,在市场经济的舞台上发挥着举足轻重的作用。虽然我国《物权法》将用益物权作为单独篇章进行了较为科学的制度安排,但其与我国现阶段市场经济发展需求相比仍显滞后。我国应当继承传统的典权制度,规范地上权,完善分层地上权,增加居住权,细化特许物权等法律规制,以整合我国用益物权体系的维度定位。
