Beyond citizenship and residence? Exploring the extension of voting rights in the age of globalization

The introductory article to the special issue discusses how the extension of voting rights beyond citizenship (that is, to non-national immigrants) and residence (that is, to expatriates) can be interpreted in the light of democratization processes in both Western countries and in developing regions. It does so by inserting the globalization-specific extension of voting rights to immigrants and expatriates within the long-term series of historical waves of democratization. Does the current extension enhance democracy by granting de facto disenfranchised immigrants and emigrants political rights or does it jeopardize the very functioning of democracy by undermining its legitimacy through the removal of territorial and national boundaries? The article offers a synthesis of the findings of the volume's contributions in a broad comparative perspective covering both alien and external voting rights in Europe, sub-Saharan Africa, and Latin America. It shows that reforms toward more expansive electorates vary considerably and that their effects on the inclusion of migrants largely depend on the specific regulations and the socio-political context in which they operate.     

和谐社会视角下的城市新型社区居民参与问题研究

本文依据和谐社会建设对城市新型社区建设的要求，分析了城市新型社区居民参与的形式、参与的途径及存在的主要问题，对和谐社会视角下城市新型社区居民参与问题提出了一些对策与建议。提出培育和增强居民参与社区建设的意识、培育和发展社区自治组织、扩展居民参与渠道、实现监督方式的多样化是实现真正意义上社区自治的有效途径。     

对物业管理不完善社区治安防范工作的思考

无规范化物业管理的社区大多为上个世纪 70至 80年代建设的小区 ,许多是散居民区 ,治安防范工作明显薄弱 ,是各类案件的多发区域 ,特别是夜间发案率较高。由政府拨款、居民集资 ,社区居民委员会牵头组织管理 ,公安派出所指导组建社区治安巡防队是解决物业管理不完善社区治安防范工作的有力举措。     

新户籍制度改革背景下我国退伍安置改革的思考

2001年启动的一元户籍制度改革，给我国的退伍安置带来了解决原有的和现有的问题的机遇。作者在文中分析了退伍安置改革的背景，提出了建立一元退伍安置制度的改革主张，并且阐明了建立这一制度的行之有效的对策。     

论大陆人民在台湾地区的法律地位——以“释字第710号解释”为中心

由于历史和政治的原因,台湾地区相关规定以及司法实践形成了大陆人民和台湾人民“区别对待”准则,对两岸关系产生了消极影响.日前,台湾地区“司法院”作成“释字第710号解释”,形成“同等对待”准则,部分地修正了“区别对待”准则.“同等对待”准则具有深远的两岸意义,为确立大陆人民在台法律地位以及保障大陆人民在台权益提供了法理依据.     

宁夏社区居民公共文化参与调查研究

公共文化服务体系建设不仅要靠国家自上而下推动,而且还需要民众的积极参与。宁夏社区居民公共文化参与意识不强,必须提高社区居民参与公共文化的积极性;公共文化设施配备不齐且作用发挥不够,必须加大对公共文化场所和设施的配备和管理力度;公共文化资源分布不均衡,必须促进公共服务均等化。此外,还需要加大对文化活动的引导和监管力度。     

当前阶段我国农村劳动力永久性迁移问题

如何实现农村劳动力永久性迁移、结束"两种城市化"的对立,一直是困扰我国城乡协调发展的重要问题。结合我国当前农村劳动力非永久性迁移的状况、影响我国未来农村劳动力转移的基础因素、当前阶段我国促进劳动力永久性迁移的户籍政策效果以及政策建议等四个方面对此问题进行了研究。研究发现:随着我国经济向高质量发展转变,影响劳动力转移的基础因素发生了改变并对未来我国劳动力转移和农村劳动力永久性迁移产生了较大影响;当前我国已经开始部分放开户籍管理制度,这将对未来农村劳动力永久性迁移产生积极影响,省会城市及部分地级市、新生代农民工及在校大学生等将是主要受益者;然而,不能寄希望于通过放宽户籍制度大规模促进新增农村劳动力转移,同时要特别防止部分城市希望通过吸引外来人口来促进房地产行业发展的倾向。     

Prisoners with psychosis in England and Wales: diversion to psychiatric inpatient services?

The prevalence of psychosis among prisoners in England and Wales is ten times that in the household population and UK government policy is that prisoners should receive equivalent care to those in the community. This study investigated the implications of policy to divert more from the criminal justice system for psychiatric treatment. Psychotic prisoners were compared with psychotic persons in households and with other prisoners in two surveys of psychiatric morbidity in representative samples of the UK population. Psychotic prisoners were younger, more from ethnic minorities, with comorbid anxiety, substance misuse, ASPD, and childhood behavioural problems compared to psychotic persons in households. Less than a third had received previous inpatient treatment. Psychotic prisoners had similar criminal histories and higher psychopathy scores than non-psychopathic prisoners. Diversion is unfeasible without improved screening for psychosis and increasing bed numbers at higher levels of security to accommodate more patients who would pose high risk to the public. Future research should investigate why UK psychiatric services fail to identify psychotic prisoners and provide aftercare.

基于郑州市当前城乡居民社会保障体系建设的现状,分析了其间存在的主要问题,进而提出了六点建议：一是加强社会保障法规和制度建设;二是健全社会保障体系,扩大社会保障覆盖范围;三是继续发挥财政对社会保障的支持作用;四是加大人力资本投资,扩大就业;五是切实提高各项社会保险待遇,突出失地农民的养老保障;六是加大队伍人才建设力度,提高社保经办机构管理能力。
