ABSTRACTThe article highlights the rationale of the special issue in terms of its objectives and guiding principles. It maps different evolutions and challenges within three analytical streams (1) regarding the field of policy analysis, (2) concerning the interaction between domestic and international affairs, and (3) with regards to the transformation of European Union governance in troubled times. Great changes are underway in how climate and agricultural risks are managed in Vietnam. Uncertainties are emerging regarding the role of the state in managing these risks and what this implies for assumptions regarding hoped-for climate change transformations. Local government control is waning in relation to the expanding roles of the private sector and the growing autonomy of farmers themselves. This article presents cases that illustrate the ways that farmers, private investors, and local authorities are responding to climate risk within roles relating to the other risks involving markets, food security, and pressures on common property resources. 相似文献

In recent years, the Civil Society Education Fund has supported national education civil society coalitions (NECs) in low-income countries so that they put pressure on governments and donors to implement the Education for All agenda and the Millennium Development Goal on education. This article draws on literature on global governance as well as on an extensive evaluation of the CSEF to explore the actual contribution of this initiative to the activity of NECs. This article examines the rise of resilience discourses in EU foreign policy. The European Union Global Strategy (EUGS) refers to building state and societal resilience in its neighbourhood as one of the key strategic priorities of the EU. This article argues that the discourse of resilience that permeates the EUGS chimes well with a pragmatist turn in social sciences and global governance. The EUGS introduces resilience-building alongside an emphasis on flexibility, tailor-made approaches and the need for local ownership, capacity-building and comprehensiveness. More importantly, the new EUGS proposes “principled pragmatism” as a new operating principle in its foreign policy. While this might suggest a more pragmatic EU foreign policy, a closer examination of the EUGS discourse reveals significant tensions between a pragmatic and a principled foreign policy, which undermine the added value of resilience-building as a new foreign policy paradigm. 相似文献

This paper challenges the relevance of ethnic diversity in explaining the development impasse in Africa, using Kenya as a case study and arguing that the neopatrimonial and ethnic diversity theses are contradictory as explanatory variables of Africa's development crisis. The former speaks to homogeneity while the latter implies heterogeneity in the public policy process. This paper singles out the ethnic diversity thesis as the weaker of the two, arguing that ethnic groups lack a collective ethnic agenda that can be flagged as consequential for the political economy of the polity. Ethnic group intervention in the political arena is not determined by innate ethnic characteristics: it is due to the tendency for certain actors in the body politic to exploit institutional failure. With proper institutions, the assumed burden of ethnicity in African development would naturally evaporate. Focusing on supposedly ethnic problems is the wrong target. 相似文献

While the literature on the autocratic regimes has been rapidly growing in the last years, there still exists a research gap in this field: which impact do autocratic regimes have on the regime transition in the neighbouring countries? The literature on autocracies has demonstrated that autocratic political leaders tend to support each other. This article argues that the external influence of an autocracy may be more complex. The article analyses the case of Russia's international standing in relation to the trial of Yulia Tymoshenko. Using detailed process tracing, it has been shown that in terms of the Russian position, pragmatic goals may undermine ideological goals. Thus, while the main objective of Russia is to ensure the stability of gas contracts, the unintended consequences of its actions undermine the consolidation of autocratic regime in Ukraine. This article reviews the histories of agricultural policy in 11 of today's developed countries between the late-nineteenth and the mid-twentieth century and in 10 developing and transition economies since the mid-twentieth century. After discussing the theoretical limitations of the prevailing orthodoxy, the article discusses the history of a wide range of agricultural policies concerning issues like land, knowledge (e.g., research, extension), credit, physical inputs (e.g., irrigation, transport, fertilizers, seeds), farm income stability (e.g., price stabilisation measures, insurances, trade protection), marketing, and processing. This article presents some of the key findings from a comparative, qualitative research study carried out in the United Kingdom, Greece, and Cyprus. The main goal of the study was to investigate single-parent children's experiences and understandings of poverty and social exclusion in their everyday lives and to make relevant policy recommendations. The Mexican Law of International Development Cooperation (lidc) was published in 2011 with the purpose of reinforcing the institutional framework and developing a State policy as an activity that is inherent to foreign policy. From an institutional perspective, this paper examines some key aspects of Mexican cooperation that were developed in 2011–2014, with an emphasis on the current status of the lidc implementation. It is argued that during Felipe Calderon's administration the utter applicability of the Mexican lidc was not politically supported, thus frustrating the expectations concerning the development of a State policy on this matter. President Enrique Peña Nieto's current administration has made some progress in this direction, but it is also far from fully complying with the lidc and this has slowed down the institutionalization process of international development cooperation. 相似文献

This text presents a characterization of Guatemalan labor immigration into Mexico, its historical perspective and processes of change in relation to new places of destination, crossings and labor insertions. It also sets out the most fundamental traits of migrants who cross Mexican territory when in transit from Central America, new crossing trajectories and social costs in terms of human rights, within a framework of greater social vulnerability. It analyzes the role that the Mexican state has played in relation to the establishment of a new migration policy set forth in the last two administrations (2001–2012) by the Partido Acción Nacional (National Action Party), institutional and legislative arrandos gements, progress and unresolved matters with respect to the proclamation of human and labor rights. It is concluded that even though unprecedented progress has been made in terms of immigration regulations, these policies still have serious shortcomings with regards to Central American immigration into Mexico, be it labor immigration or migrants in transit. This migration has taken on new forms and has registered qualitative and quantitative changes in crossing, in an environment of greater risk in Mexican territory. 相似文献
