Why are public offices for sale in Kyrgyzstan? To address this question, this article attempts to set out a new logic for understanding the motives, nature, and consequences of corruption in the country. Rather than securing access to a single favor through bribery, officials invest in political and administrative posts in order to obtain access to stream of rents associated with an office. Political and administrative corruption is organically linked in this system, and corruption stems not so much from weak monitoring as from being a franchise-like arrangement, where officials are required to pay continuous “fees” to their bosses. The key is to be the public official influencing the redistribution of rents as well as participating in the informal market where “public” goods are privatized and exchanged for informal payments. Thus, instead of control over the pure economic assets of the state, influence over the state's institutional and organizational framework is the dominant strategy for earning and investing in the country. 相似文献

ABSTRACTThe 1885 Chinese expulsion from Tacoma, Washington Territory highlights the importance of local political economy in shaping how a wider anti-Chinese movement played out in a particular community. Tacoma was a newly emerging city where white residents felt the threat of corporate domination in the form of the Northern Pacific Railroad. In this context, the city’s German immigrant mayor, Jacob Weisbach, could draw upon his longstanding labor radicalism to mobilize a broad anti-Chinese coalition that blurred the divide between white workers and the local business class. The result was the forceful removal of Chinese residents following a year-long campaign that culminated in mob action and became known as the ‘Tacoma Method’. This local violence in turn fed into ongoing national efforts to secure Chinese exclusion. Tacoma’s Chinese expulsion illustrates how radical labor traditions could be turned, under particular conditions, to the politics of racial repression even as the proponents of expulsion framed their efforts in terms of an egalitarian and democratic agenda. The participation of the Knights of Labor and other labor radicals in a politics exemplified by the Tacoma Method was accordingly tied to the larger racialized American state-building project as it unfolded in the late 19th Century. 相似文献

This article aims to review the conceptual import of the term “political mediation”, to shed light on the analytical reach of indirect politics, whose scope of possibilities has been usually thought of as confined within the opposites of political representation and clientelism. An analytical exercise is put forth as a possible and tentative means not only to establish a vocabulary which may be more sensitive towards present time demands, but also to –in Bunge's words– initially allow for the reinterpretation of older symbols of our political vocabulary. Towards this goal, besides a linguistic and conceptual itinerary of the term “mediation”, each of the three analytical dimensions of indirect politics is developed, favoring dialogue with theories of representation, which channels into an analytical model we call the “cube of indirect politics”. The article ends with a brief case-classification exercise aimed at showing the displacement produced by the model in the understanding of given experiences in indirect politics. 相似文献

Political advisors to heads of government occupy such a privileged sphere of influence that their role is a source of consternation among democratic idealists. Interviews with advisors to prime ministers of Australia, Canada, New Zealand and the UK inform a small body of comparative literature about political advising in the Commonwealth. The authors find that first ministers consider input from many advisors and therefore the counsel of any one advisor is of limited impact. Further research is needed to understand the extent to which these agents project the power of the executive office and make decisions on the principal's behalf. 相似文献

ABSTRACTA significant proportion of critical agri-food literature has, to date, focused on the uneven relations of power between the Global North and the Global South, and the neoliberal characteristics of the corporate food regime. This literature has often overlooked the nuances in varieties of capitalism, particularly in East Asia. China is re-emerging as a powerful state actor in an increasingly multipolar global food system. It is also an important hub of capital, facilitating agribusiness mergers and acquisitions, as well as new East–South and South–South flows of agri-food trade, technology and capital. This paper aims to contribute to understanding state-led capitalism in China and neomercantilist strategies in the agri-food sector. The paper provides a critical analysis of a case study of China's state owned agri-food and chemical companies ‘going global’. It contends that the current food regime is in a period of transition or interregnum – a period of fluidity separating the continuity of successive regimes. Arguably, the analytical contours of a contemporary food regime in transition cannot be adequately comprehended without recognising the incipient importance of state-led capitalism and neomercantilism, and how contemporary socio-political and economic dynamics are reshaping relations of power in the global political economy of food. 相似文献

ABSTRACTUntil his early death in 1985, at age 51, the Tunisian agronomist Slaheddine el-Amami carried out a path-breaking research program at what was then the Centre de Recherche et de Génie Rural. He wrote technical studies ranging from the agricultural capacities of the unjustly-marked-as-barren Kerkennah Islands, to possibilities for drip irrigation, to attempts to quantify the energy use of Tunisian agriculture, to a wide-ranging investigation of indigenous hydraulic systems. There is little explicit mention in this work of a then-dominant strand of heterodox Arab and Third Worldist social science – the emphasis on delinking, or removal from Western commodity, technical and financial flows. Yet through an examination of his work in the context of the delinking paradigm, as put forth by scholars like Samir Amin, Fawzy Mansour and Mohamed Dowidar, I show the use and need for independent agronomic expertise to be deployed within analytical paradigms such as delinking, forged by heterodox political economists. Through delinking, countries could proceed on a path of auto-centered development. The possibility and time frame of delinking is necessarily a socio-technical question linked to indigenous capacities, technical and natural, and the social relations with which they are woven. It is also a question of creating and mobilizing a surplus in the agricultural sector. Through examining Amami’s life’s work, I show the use and need for interdisciplinary methods and research programs, which must braid the social and natural sciences – if not simply take threads from each to create a holistic knowledge – in order to arrive at appropriate developmental programs. Such knowledge and programs were appropriate in that they offered ways of working agriculture without capital-intense inputs – thus resolving rather than aggravating current account imbalances and labor surpluses. They also relied on a decentralization of planning, based on the skills and knowledges of the direct producers. In analyzing such knowledge, systematized in the work of Amami, I will also show how moving from underdevelopment to development requires a mélange of knowledges. Crucial and neglected are those knowledges which have been developed to inform sustainable ways of living on land-bases, in order to produce the rural surplus which is the sine qua non of a successful move beyond developmental malaise in the Global South. I will then link this to the International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD) Synthesis Report, showing this paradigm’s continuing relevance. 相似文献

This work presents the results of a qualitative research that explores the phenomenon of political publicity on noncommercial television content, which has been growing since the electoral reform of 2007–2008. Since then, the acquisition of airtime for electoral advertising purposes, as well as the appearance of public officials on government advertising has been prohibited. The information was gathered through ‘in depth’ interviews, and analyzed through Strauss and Corbin grounded theory model, which allowed confirmation of the existence of covert political publicity, as well as to provide a definition of this concept and determine its causes, characteristics, and consequences. It was concluded that, despite the legal modification aiming to guarantee a more equitable political communication model and the eradication of airtime commercialization for electoral campaigning, this was not achieved due to structural conditions of the political system in Mexico and the relation between media and government, which impacts political communication, and extends beyond the electoral issue and its regulatory framework. 相似文献

In 2005 the initiative to create a High Level Commission on the Legal Empowerment of the Poor, to be co-chaired by Peruvian economist Hernando de Soto and former US Foreign Affairs Secretary Madeleine Albright, was launched with strong support from the Norwegian government. This article first reviews some of the debate surrounding the initiative, giving special attention to the role of Norwegian civil society organisations that questioned central assumptions of the Commission as well as its composition and working procedures. Next, the article looks at the propositions made by the Commission on the Legal Empowerment of the Poor and argues that it was very much a top-down affair that called on those in power to behave in favour of the poor and relegated organisations of the poor and civil society to a supportive role. Issues of political power thus were downplayed. This also is reflected in the fact that the question of (re)distribution of assets is hardly addressed by the Commission. Questions of power or the distribution of assets were sidestepped by focusing primarily on the legal dimension and formalisation. And, although the Commission mentions macro-economic conditions it fails to critically analyse the conditions that account for poverty and informality, which basically are attributed to legal arrangements. This paper discusses the concept of memory as a form of humanist activism in the autobiographies of Nelson Mandela and Edward Said. Mandela and Said were chosen because they dedicated their lives to the cause of freedom in South Africa and Palestine. Their engagement with the political causes of their countries turned into a concern with worldwide struggles for human rights and racial equality. While Mandela emerged as a vital force against apartheid in South Africa, Said was a well-known and influential Palestinian critic and intellectual whose writings tackle the Palestinian struggle for justice within the worldwide experience of imperialism and its binary oppositions of white/black, male/female, superior/inferior. I argue that these autobiographies bear witness to the plight of Black South Africans and Palestinians as both a shared memory resistant to erasure and a call for justice. Mandela and Said used their personal memories and life stories to construct a public reading of the meanings of the events that shaped them. Here I focus on the concept of humanist and political activity in the two autobiographies. 相似文献

Dominant notions of contemporary art are being overturned not by some radical avant-garde theory or movement, but instead by an “uprising” from within the confines of the “art factory,” as well as by newly embodied instances of informal everyday creativity that high culture has long overlooked. Theorists Negt and Kluge might have described this insurrection as the partial unblocking of a counter-public or proletarian sphere: a realm of fragmented identities and working class fantasy generated in response to the alienating conditions of capitalism. A more specific cultural interpretation suggests this mutiny from within and assault from below is the irrepressible brightening of “creative dark matter:” that marginalized and systematically underdeveloped aggregate of creative productivity, which nonetheless reproduces the material and symbolic economy of high culture. The results are explosive, or at least potentially so as this long, pent-up shadow archive spills out into the once forbidden dwelling place of mainstream law and order and high cultural privilege. Meanwhile, a new wave of socially engaged art is thriving on the margins of the art world. Like an enormous production warehouse this “post-public” creativity is developing sustainable farming, reenacting historical labor demonstrations, providing public services lost to decades of deregulatory economic policy, and initiating local bartering systems and environmental cleanups. Its vitality is something Joseph Beuys could have only dream about. And not surprisingly even this “autonomous” and “Interventionist” art is selectively becoming part of the mainstream culture industry through what Gilles Deleuze describes as an “apparatus of capture.” Nevertheless, one result of this new confrontation reveals this vibrant imaginary “from below” is pushing artistic production, pushing also discourse, pedagogy and cultural institutions into radically re-thinking definitions and possibilities not only involving the possibilities of contemporary avant-garde art practices, but also about the very nature of creativity, democracy, and political agency more broadly. 相似文献
