国外数字政府研究二十年:热点聚类、演进脉络和发展趋势——基于Cite Space的可视化分析

本文以Web of Science核心文集库2001-2021年发表的353篇关于数字政府研究的文章为样本,运用Cite Space知识可视化软件,通过关键词共现图谱、关键词聚类图谱、演化路径知识图谱和关键词分析,总结了国外数字政府研究概况、国外数字政府研究热点聚类及其发展脉络。研究发现,从2001年起,国外数字政府经历了技术规制、智慧赋能和价值塑造三个阶段,包括十个重要研究聚类,可被分为知识促进、科技支撑、价值培养和合作体系四大主要研究内容。随着数字时代的新要求,数字科技革新和建设路径优化、公共数字伦理和数字素养提升、国家数字主权和公民数字保护预计将成为数字政府研究的热点问题。

Russia’s economic policy in 2015–2016: the imperative of structural reform

In the aftermath of the global economic crisis, we have seen uneven development in the leading advanced and emerging economies, new models of economic growth that vary from country to country, uncertain prospects for globalization and challenges of “regional globalization,” looming currency re-configurations, as well as shifting energy price dynamics and their influence on political and economic prospects of particular states. This paper discusses current challenges for social and economic policy in the context of the history of the past 30 years. With reference to Russia, it focuses on a new growth model, structural transformation (including import-substitution issues), economic dynamics, fiscal and monetary concerns, and social issues. It concludes by addressing the priorities of economic policy.     

引领:社会主义核心价值体系的关键词

A Ten‐year Study of Suicides from a Rural/Suburban County

This study will discuss trends in suicide data compiled over 10 years in Dutchess County, NY, from 2004 to 2013. These data were based on reporting and examination standards recommended by the National Association of Medical Examiners and Department of Justice death investigation standards. Almost 300 cases were analyzed in terms of the deceased's gender, age, race, method of suicide, and weapon used. Results from this study agree with other reports showing significant differences for method of death both in terms of age and gender, with men more likely to choose firearms and women more likely to choose overdose. Furthermore, older persons were more likely to commit suicide by firearms, and the younger persons were more likely to commit suicide by overdose. However, other areas, such as method of suicide, differ from national statistics.     

CURRENT TRENDS IN THE DEVELOPMENT OF THE CHINESE SOCIAL SECURITY SYSTEM FOR PEOPLE WITH DISABILITIES

The Law on the Protection of Disabled Persons is the first social security legislation in China, with more than 50 laws directly related to the legal protection of the rights of persons with disabilities and career development for people with disabilities. In terms of employment protections for people with disabilities, it is important to focus on effective legal implementation, utilizing legal rulings to limit employment discrimination against people with disabilities. Educational protections are an important precondition for enabling people with disabilities to live with dignity; it should be guaranteed that people with disabilities are provided “reasonable accommodation” in educational conditions. A barrier-free environment is a necessary condition for social integration of people with disabilities. At the same time, it also benefits other members of the society such as the elderly. Through rehabilitation and exercise, most people with disabilities can return to the society to a significant degree. China should gradually expand the legislative scope of rehabilitation service fee reductions and legal categories of auxiliary appliances, issuing guiding documents that provide specifications for the relevant “dormant” legal provisions.
